The Key and Vulnerable populations program Field officer is responsible for overall coordination of community level activities targeting all typologies as well as acting as the link between the community and clinical services in the health facilities and the Drop-in Centre.

Key Responsibilities


Coordinating project supported community mobilization activities for HIV... prevention and treatment services including planning for comprehensive outreaches working closely with the peerled CSOs and county KVP focal person.
Facilitation of health education sessions for KVP in small groups or one on one at the community and various KVP friendly facilities.
In liaison with community members or KVP-led CSOs where applicable, support in identification and management of Peer Educators, Outreach Workers and various health promotion volunteers
Provide continuous mentorship and support supervision to community volunteers supporting the project
Planning and coordination of monthly peer educator review/planning meetings.
Continuously identify knowledge gaps among community volunteers for sensitizations and refresher trainings.
Coordinate hotspot validation and mapping to inform programming
Support and oversee timely completion of the various microplanning tools by community volunteers
Support peer educators and outreach workers in following up and documentation of inactive key and vulnerable populations at community level
Support in handling community level project financial support in line with LVCT applicable policies
Through guidance from the project KVP technical lead, represent the project in various stakeholder meetings within the county
Actively support collection of community feedback through Focus Group discussions, suggestion boxes, community advisory board and client exit interviews
Compile and submit regular and ad hoc community level monthly reports to the county and the project
Participate in various quality improvement activities at facility level


Required Qualification

Roles and Responsibilities


Support a sustainable procurement operation and manage the supply chain for HIV/AIDS and FP/RMNCAH and Nutrition commodities in the supported counties
Provide the technical support to Vukisha95 Project partners and county governments in strengthening the counties’ capacity to ensure a safe, secure, reliable and sustainable supply chain system
Support counties in developing and implementing annual forecasting and quantification plans to ensure uninterrupted commodity availability
Facilitate rapid response and contingency support in the event of commodity shortages
Participate in appropriate technical working groups (TWGs) to spearhead supply chain components that will enhance appropriate budgeting for commodities and setting of availability time frames in line with counties health priorities

Required Qualifications


Minimum of Diploma in Pharmaceutical Technology. A higher National Diploma or Degree in Pharmaceutical Technology or related course is an added advantage.
Must be registered by the Pharmacy and Poisons Board and with a valid professional license
Minimum 5 years’ experience, with at least 3 years in donor funded programs
Experience in supply chain management and demonstrable successes in ensuring consistent achievement of program objectives and goals
Proficiency in analysing and interpreting routine and non-routine data, and effectively communicating results and findings
Demonstrable knowledge of national and county health systems and policy development

Assignment Context

The organization has grown over the past few years in different aspects to include growth in partnerships (with most projects being implemented within consortiums with LVCT as the prime) and in staff head count. The organizational structure has changed to support the delivery of the new strategy.
With the growth comes complexity in working and reporting. There is disparity of organizational structures across projects, which requires re-alignment.
Existing jobs have rapidly evolved, and new role demands have come up, requiring need to re-define and re-align jobs, within the redesigned structural framework.
Within the current organizational and project structures, there are over 190 job titles. These are not necessarily distinct jobs. The job analysis should support the identification of distinct jobs and align job titles.
With the new jobs/roles coming up, and existing jobs changing in scope (and considering the last job analysis and evaluation was undertaken quite a while back), there’s demand to conduct a job analysis and job evaluation, and review the existing job grading structure. It is expected that the job analysis will allow us to streamline and/or realign reporting relationships across projects.
Our current salary and benefits structure is based on a survey which was carried out a number of years ago, with annual application of a COLA. There remains a need to ascertain our current positioning vs. our desired positioning relative to the market; and come up with a redesigned market competitive salary and benefits structure, which is aligned to the new job grading structure.
There is a mix in terms of staff length of stay in the organization across the projects.

Requirements

Ensure compliance with financial and administrative requirements, regulations, and policies ofLVCT Health and the respective donors.
Provide  ongoing  support  to  sub-recipients  to  improve  their  administrative  performance,  build  their operational capacity, and reduce the risk to the project and LVCT Health.
Provide assistance to the sub-recipients in understanding the terms and conditions of the award and facilitate or provide any necessary training/mentoring.
Report all compliance findings to the Grants Manager and assist in the development of possible solutions. Review  monthly  financial  reports  and  cash  requests  and  monitor  actual  expenditures  against  budgets/ceilings,  document  material  variances  and  work  closely  with  the  partners  to  minimize  deviations from planned spending.
Ensure that all the expenditures reported by sub-awardees meet the allowability criteria prior to being charged to the award; document, disseminate and follow up on disallowed expenses.
Monitor   deadlines   and   ensure   final   deliverables   from   grantees   conform   to   LVCT   Health   requirements.
Work with the Sub-awardees to build their capacity to prepare and submit accurate financial reports.
Provide  ongoing  assistance  in  reviewing  sub  awardees  financial  and  accounting  policies  and  procedures and also their internal control system.
Convene grant review meetings with the Sub-grantees
Provide  relevant  financial  information  for  decision  making  to  the  sub-awardees  and  technical  teams in order to facilitate proper program implementation
Ensure  the  cash  disbursement  tracking  schedule  is  updated  and  circulated  in  a  timely  manner,  liaising with the finance team to minimize delays in partner funds disbursement
After projects are completed, support closeout grants in accordance with applicable policies and procedures.

Required Qualifications, Skills, and Experience

Minimum of Bachelor’s degree in accounting or finance.
Minimum of CPA finalist
3 years of experience in a similar position in a donor funded organization.
Experience in USG rules and regulations
Well-developed Interpersonal skills
High integrity, honesty, initiative and team-player
Ability to work with minimum supervision.
Good oral and written communication skills.
Ability to work under tight deadlines
