Key Responsibilities

General Program Administration:


The job holder will undertake collective and lead roles in supporting KCDFs organizationwide Capacity and Systems Strengthening interventions targeting diverse Civil Society
actors (CSAs), i.e., PBOs/NGOs, CBOs, Societies, and Social Enterprises.
Support the Coordination and delivery of capacity and systems strengthening development
support for Civil Society Organizations (CSOs) in various areas of organizational development and financial resilience.
Support identifying and selecting partners to enhance their skills and capacity, utilizing experiential blended learning methods such as online learning, face-to-face training, coaching, mentorship, and exchange visits.
Support the development and publication of capacity-building materials focused on Capacity and Systems Strengthening, including financial resilience for diverse CSAs.
Support the development of the online platform/portal by collaborating with domain experts to co-create relevant content on Capacity and Systems Strengthening for diverse CSAs.
Ability to facilitate workshops, lead training sessions, and mentor individuals or groups.
Strong interpersonal and communication skills to engage with stakeholders at various levels.
Ability to develop clear strategies, set objectives, and plan activities that align with KCDF organizational goals.


 Research, Advocacy, and resource mobilization:


Participate in research and advocacy activities to inform organizational strategies and initiatives.
Collaborate with the Monitoring, Evaluation, and Learning (MEL) team to develop feedback channels and generate routine project progress and impact reports, including Quarterly and Annual Programme Reports, Donor Reports, Board reports, and ad hoc reports.
Support the development of learning modules, Terms of Reference (TOR), proposals, and policy papers as and when required.
Skills in designing, implementing, and monitoring programs, including developing work plans, managing budgets, and ensuring timely delivery of program objectives.
Coordinate communication between partners and facilitate forums to foster collaboration and resource sharing.
Organize and conduct periodic training, workshops, and forums to enhance the capacity of CSOs and foster peer learning.
Proactively explore, develop, and secure resources for the Civil Society Strengthening portfolio in collaboration with the broader KCDF management team.
Participate in and represent KCDF at relevant forums and meetings to foster an enabling development environment and engage with relevant stakeholders such as Government officials, non-profit organizations, corporations, donors, and civil society stakeholders to learn and share KCDF accomplishments.
Enhance the visibility of KCDF in Kenya and the East Africa region through networking, partnership mapping, and advocacy efforts; and
Any other responsibilities assigned to the jobholder by the supervisor from time to time.


Knowledge, experience, and qualifications required


Bachelor’s degree in social sciences, such as Development Studies, International Relations, or any related field.
At least five demonstrable years of progressive experience in organizational capacity and Systems strengthening, program development and implementation, monitoring, evaluation, and learning.
Experience in designing, implementing, and evaluating capacity-building programs.
Familiarity with developing training modules, conducting workshops, and providing technical assistance to organizations or community groups.
Experience working with diverse stakeholders, including government agencies, communitybased organizations (CBOs), and other development partners.

Job Summary & Purpose:

General Responsibilities:

Support the development of a multi-year funding strategy, programme forecasts and identify funding opportunities, while considering the ever-changing landscape of funder priorities.
Accountable for grant management compliance and project cycle management processes, as delegated by the Programmes Director.
Support the development of submissions to funders, including project proposals and coordinate input for reporting to Funders.
Staff management and development.
Ensure rigorous quality control of funder applications and reports, maintaining high standards of accuracy and completeness.
Lead and support the management of relevant consortia, and in the development of any consortia applications.
Ensure a robust programmes level monitoring, evaluation and learning (MEL) system is in place by working closely with the MEL team, including an appropriate beneficiary feedback mechanism. Regular monitoring and data collection should be analyzed and factored into future programme design and development.
Ensure all programme staff members are trained in KCDF’s project cycle management and grant management policy.
Ensure comprehensive training for all program staff in project cycle management and grant policies, promoting a culture of adherence to KCDF policies and procedures.

Specific Responsibilities:

Provide guidance, in line with KCDF’s policy/governance influencing agenda, on key legal and institutional frameworks and strategic high-level policy interactions that support an enabling environment for civil society, promote local organized giving/philanthropy and strengthen citizen engagement.
Innovatively, take lead in Education programmes at KCDF, and oversee their development, efficient implementation, and reporting, as needed.
Coordinate and lead the execution of robust capacity development/organizational development-related activities for KCDF and its grantee partners and other local actors in diverse areas of organizational development (e.g. program management,resource mobilization, board development, communications and sustainability planning etc.)
Provide oversight in development programming and related grant-making initiatives ensuring innovation, efficient implementation, and capacity building for local community resources mobilization and donor reporting.
Ensure effective grant management and appropriate identification of grantees or new partners at community, sub-county, county and national levels for various programmes.
Work in close collaboration with state and non-state stakeholders and actors in education, philanthropy, and governance both at the national and county level to facilitate the formulation and or implementation of relevant policies. Includes strengthening communities' capability to engage with duty bearers at county and national levels of government.
Participate in relevant local and regional forums and networks that promote sustainable and participatory development.
Work closely with the MEL team to develop annual consolidated programme implementation and staff development plans and budgets, complete with corresponding monitoring, evaluation, learning & reporting system/tools.

Qualifications and Skills Required:

A university degree in development studies, education or any other relevant area of specialization. A post graduate degree is highly desirable.
An overall 12 years' experience with a minimum of 3 years being in management position with responsibility in programmes management. Demonstrable experience designing, planning and implementing programmes focused on education, and organizational development (institutional strengthening) support for varied Civil Society Organizations (CSOs).
Demonstrable knowledge in social accountability, devolution, national and county governance matters.

A consultancy report that includes the major activities of the consultancy, highlights of the strategic planning and validation workshops and the evaluation of the workshops.

Qualifications and Expertise

The lead consultant should hold at a minimum a Master’s degree in Social Studies, Organisational Development, Strategic Planning, Political Science, Education, Governance, or a related field, relevant educational background and training in evaluation and knowledge in finance management.
The lead consultant is expected to have at least 15 years of professional work and consulting
experience in the civil society sector in organizational development, undertaking evaluations and facilitating strategic planning processes for comparative organizations.
Experience with participatory approaches in conducting assessments/evaluations and
facilitating strategic planning and organizational development processes in the development field in Kenya and Africa.
Portfolios of similar assignments in Kenya demonstrate an understanding of this assignment and expected deliverables.
Ability to understand and conceptualize diverse development programmes and demonstrate understanding of community development challenges at grassroots levels.
Broad knowledge of the fundraising landscape (local and international) and philanthropy.

The National Financial Resilience Resource Hub Coordinator will manage the development of the East Africa online learning platform exercise. A review management team drawn from the East Africa Financial Resilience Hub will be established to review and approve the main deliverables, including the project plan to guide the project through to completion, knowledge transfer training of the assigned KCDF audience, the final version of the East Africa online learning platform system as well as the technical documentation and user manual. 

Qualifications and Experience of the Consultant/Consultancy Firm 

Candidates/individuals should possess the following minimum qualifications:
