Design and implement a comprehensive IT Data Framework, including systems and tools for data collection, analysis, reporting, and dissemination.;

Support the development of policies, procedures, laws, standards and guidelines for the IT sector to provide an enabling environment for the growth and development of IT.
Provide strategic direction and advice to promote regulation of the IT Sector;
Draft an implementation plan for the effective delivery of NITA’s regulatory mandate under the NITA Act;
Periodically review the legal and... regulatory framework, emerging industry trends and suggest changes thereto to improve regulation and compliance in the Sector;

Plan and perform audits following the Standards for the Professional Practice of Internal Auditing issued by the Institute of Internal Auditors (IIA) and relevant government statutes;
Participate in the preparation of Internal Audit Risk-based Annual work plans, and conduct internal Audit as planned.

Preparation and execution of audit programmes including routine financial audit, performance audit, IT Audit, and other special audits;
Drafting audit findings and recommendations; and compiling audit findings for discussion and finalisation;

Assist the Manager, Internal Audit in carrying out systems reviews and making appropriate recommendations for improvement;

Undertake, where required, resource verification, including periodic stores; physical verification of the existence and location of the Authority’s assets in line with the approved assets register, including asset codes;
Assist the Manager, Internal Audit in liaison with the Finance Department while collaborating with the Office of Auditor General in conducting statutory and value for money audits;
Assist the Manager, Internal Audit in liaison with relevant user departments in carrying out risk analysis to ensure that all major risks of the organization are identified, analysed, and mitigated.

Review contracts, Memoranda, and other legal documentation and monitor their implementation in line with the Organisation’s objectives and Government regulations; Develop and maintain an effective filing system for the Authority’s Contracts;
Develop and put in place tools to support the management of the Authority’s legal risks; Manage the legal liability of the Authority within the established thresholds, and ensure cases filed for or against the Authority are properly handled;

Liaise with all relevant government ministries and departments including Ministry of Justice and Constitutional Affairs, Solicitor General, Attorney General, the Directorate of Public Prosecution, Public Procurement and Disposal of Public Assets Authority, Uganda Police with respect to legal administration matters;
