Job Purpose
ICL seeks finance officer for HIV Prevention and Treatment Project, and Henry Jackson Foundation supports the project through WRP. The position is based in Bomet County with regular travel to other organization sites in Kenya. The successful candidates are expected to drive the project to achieve its objectives and act as change agents supporting a culture of performance and... accountability within the project counties. S/He focus shall be finance and administration.
Job Summary: 
Reporting to the Regional Manager and will work closely with other departments, external partners, and stakeholders, i.e., County Government health teams, National Government departments at the county and sub-county levels. He/she will be responsible for project financial management and administration in the region.
Key Responsibilities
Finance Management

Review and verification of financial transactions/activities/documentation for accuracy, appropriateness and completeness and ensure full compliance of financial services and transactions with donor rules, regulations, policies and recording and reporting systems and in country legislation.
Prepare projects' monthly cash flow projections MCMP ensuring timely requests for replenishment of the project bank account.
Prepare bank reconciliations, debtors and creditors reconciliation.
Timely posting of data on Microsoft Navision accounting system.
Ensure proper bookkeeping, maintaining accounts payable and accounts receivable.

Grant Management

Provide support in monitoring adherence to the terms and conditions of grant agreements.
Ensure grants awarded comply with PEPFAR, HJF and other donor regulations.
Assist in the review and updating of operational policies and procedures for procurement and contracts/grants management
Provides support on contracts and subcontracts management from the pre-solicitation stage through completion or closeout.

Budgeting and budget monitoring

Take part in proposal development and support the team in budget preparation.
Ensure proper budget implementation to ensure adherence to budget lines.
Maintain a 4% budget variance

Reporting

Prepare projects’ budget variance reports and submit them to the Finance and Grants Manager by the 26th of every month.
Prepare monthly financial reports (MFRs) for the project and submit them to Finance & Grants Manager by the 2nd of every month.
Following donor requirements, create or maintain procedures for capturing and publishing monthly, quarterly and annual project technical and financial reports.
Ensure reports are sent to the donors on a timely basis.

Audit and Audit Processes

Facilitate donor reviews and resolve any queries arising from the review.
Facilitate annual project audits for the region where applicable.
Prepare audit schedules for the region’s projects in preparation for the annual organizational audit, ensure completeness of all supporting documentation and facilitate resolving any queries arising from the audit.

Minimum Qualifications

Bachelors degree in Finance or any business-related field
Certified Public Accountant (CPA) Final
A minimum of three (3) years of experience in accounting or finance role
Proficiency in accounting packages, Microsoft Suite, and Quick Books
A certificate in Project Management will be an added advantage

He/she will be responsible for coordinating and delivering comprehensive HIV prevention and treatment services that target Key populations in the Drop-In Center,... county government health, and in the community.
Job Responsibilities

He /She will spearhead the implementation of evidence based KP behavioural interventions by working with outreach workers and peer educators within the designated program locations
Plan and coordinate HIV prevention programs among key populations, specifically MSM programs within their coverage area.
Establish, strengthen, and coordinate key populations outreach team for optimum coverage and reach with HIV prevention services.
Collaborate with clinicians and HTS counsellors to ensure 100% linkage and retention in care
Network and collaborate with governmental and non-governmental organizations (NGOs, CBOs, FBOs) involved in key populations programming in and outside Bomet County
Disseminate information, education, and communication materials on advocacy for key populations
Maintain contact directories for NGOs, FBOs and CBOs involved with key populations programs, including key activities for complete linked – referrals.

Prepare monthly work plans for clinical outreach activities to map KP hotspots and prepare summary reports after every planned outreach.
Ensure HIV prevention commodities stock is always available at service delivery points.
Prepare and submit monthly reports to the government and the program.
Perform any other relevant duties that may be assigned from time to time.

Minimum Qualifications

Diploma in social sciences, nursing, public health, community development, or a related field. Added advantage if certified HTS provider or related clinical certifications
At least three (3) years of working experience in key populations and other HIV prevention activities in community settings with skills in training and facilitation, monitoring, and evaluation. Added advantage if drawn from MSM and or FSW Community
Familiarity with Kenya’s HIV epidemic and the status of HIV programs among key populations is desirable.
Computer literate and able to work with minimal supervision.
Ability to work independently but also as a team member
Strong leadership, facilitation, and decision-making skills
Excellent interpersonal communication.
Good oral and written communication skills (English and Swahili)
Computer literacy in the use of MS Windows, Word, Excel, PowerPoint, and Outlook is desired
Ability to work and deliver results with minimum supervision
Demonstrated ability to work as a team player

Filed payment vouchers ,receipts, stamping them paid and following up on any issue raised during internal audit
Assisted in budget preparation and ensured its proper implementation to minimize variance
Processed payments,... released cheques and ensured creditors are paid on time
Received financial reports from the field and reviewed prior posting and payment processing
Ensured that all procurement procedures and policies are adhered to
Ensured petty cash and working advances are well accounted for before presenting to project accountant for processing
Processed statutory deductions and ensured compliance to the various bodies e.g. KRA, NSSF, NHIF, Pension etc.

Qualifications, Skills and Experience:

Degree in Relevant Business Field.
At least CPA II qualification
A minimum of 6 months experience in any organization preferably in the finance or accounts department will be an added advantage

Computer literacy skills especially in MS Excel.
Proven ability to multi-task and process information within the timelines.
Excellent Communication Skills
Proven ability to solve problems independently with minimal supervision.
