The overall goal of the assignment is to develop a BOT toolkit aimed at enhancing the adoption and effective implementation of BOT measures in Kenya, while the specific objectives include: -
To assess existing international policy frameworks, continental declarations, and
Kenyan laws that govern the implementation of Beneficial Ownership Transparency (BOT) in Kenya.
To... assess the current progress in the implementation of BOT in Kenya, highlighting key gaps and challenges, including issues arising from conflicting concepts related to beneficial ownership.
To develop a BOT toolkit entailing practical guide and actionable strategies on enhancing adoption and effective implementation of BOT measures in Kenya.


Key Deliverables/ Outputs:


Inception Report: A detailed report outlining the consultant's understanding of the assignment, including: The proposed methodology, a comprehensive work plan, data collection tools, timelines for completing the data collection and entry tasks. The inception report will also include an interim analysis based on a review of relevant literature.
Draft report/toolkit: Building on the interim findings and guided by the approved inception report, the consultant will submit a draft toolkit aligned with the study’s specific objectives and overall goals.
Validation engagements: This will entail:
Presentations of the draft BOT toolkit to target stakeholders.
Collection of stakeholder inputs and feedback for validation of the proposed toolkit.
Final Toolkit and Presentation template: The final deliverables will include:
A comprehensive BOT toolkit addressing the study objectives and incorporating feedback from all review stages.
A policy brief (maximum 15 pages) highlighting opportunities and risks, with a focus on how Kenya can leverage BOT implementation to combat Anti-Money
Laundering (AML), Terrorism Financing (TF), and Illicit Financial Flows (IFFs).
A condensed PowerPoint presentation summarizing the toolkit into clear, actionable slides tailored for policymakers.


Specific tasks:


The consultant shall work in close cooperation with the TI-Kenya’s Project Team including
Research and Enterprise Executive to ensure deliverables are developed according to organisational standards and policies. The consultant is expected to:
Develop an inception report, detailing the work plan and methodology to be used to undertake the assignment.
Undertake (using the methodology developed) an overview of BOT international frameworks, standards and country laws which guide the implementation of BOT in Kenya.
Find out whether there are gaps and challenges, including issues arising from conflicting concepts related to beneficial ownership.
To develop a BOT toolkit entailing practical guide and actionable strategies on enhancing adoption and effective implementation of BOT measures in Kenya A feedback loop will be built in to allow TI-Kenya to review draft tools, methodology, draft and final reports produced under this consultancy. All submissions are required in English, electronic form and within the set deadlines.
The Consultant is responsible for editing and quality control of language. TIKenya retains the sole rights with respect to all distribution, dissemination, and publication of the deliverables.


Qualifications and Attributes Required.

Individuals interested in this assignment must meet the following minimum requirements:


Bachelor’s Degree in Economics, Law, Social Sciences, Statistics, Public Policy and administration (Master’s Degree preferred).
5+ years’ experience conducting substantive and demonstrable research work in Good governance, more specifically on Beneficial Ownership Transparency, AML/TF, Illicit Financial Flows (IFFs.
Expertise in quantitative and qualitative data collection and analysis.
Excellent networking, communication and interpersonal skills.
Experience and understanding of gender responsive mainstreaming in project implementation (an advantage);
Experience of working with clients in civil society, particularly advocacy-oriented NGOs and ability to establish and maintain effective partnerships and working relationships.
Competent and dedicated person who can be reached for feedback.
Track record of successful completion of similar assignments.
Willingness and flexibility to work within the set deadline.
Strong computer skills including experience with Google Sheets and Office applications of Excel, PowerPoint, and Word.

JOB SUMMARY

The job holder is responsible for processing of financial and accounting information; budget monitoring; mission tracking and reconciliations.

DUTIES AND RESPONSIBILITIES
Record Management & Receipting

Receive, sort and file documents of original entry- delivery notes, invoices, statements (bank, creditors), contracts, approved internal memos etc;
Ensure proper filing of... copy of approved purchase order and encumber the same in Business Central Dynamics system;
Scan approved payment vouchers, contracts and file them on the central document folders;
Ensure proper record keeping and filing of all TI-Kenya finance transactions source documents within the Finance Department as well as retrieving documents.

Account Payables

Obtain monthly supplier statements and perform reconciliations of supplier’s ledger balances;
Ensure that all payments for services rendered are made according to financial and procurement guidelines;
Review all petty cash vouchers and monitor reimbursements as per approved guidelines.

Procurement Support

Raise LPOs in Business Central Dynamics system for goods/services as requisitioned from the procurement process – ensure all requisitions are supported within TI-Kenya Procurement procedures;
Allocate all purchases to the respective grant/project dimensions in Business Central Dynamics system as per budget line for Mission Proposals;
Make follow up of internal approval of LPOs as per TI-Kenya’s procurement policy and procedures;
Liaise with Procurement Officer to issue approved and executed Local Purchase Order as well as contracts to service providers.

Finance tasks

Review approved Mission Proposals for programme activities and supporting documents presented before processing imprest requests and payments to service providers;
Assist the Officers in the Finance Department, in preparing project reports for donors and retrieving, scanning of required documents.

Data entry and journals.

Review and verify invoices, contracts and payment requests when raised;
Data entry in the financial management system (MS Dynamics – Business Central);
Allocate shared costs to dimension as per approved annual budgets for utilities and office administration costs;
Investigate and resolve invoice discrepancies and issues that may be raised by vendors;
Propose correcting journal entries for approval.

QUALIFICATIONS AND EXPERIENCE

Minimum of a Bachelor’s Degree in Finance, Accounts, Business Administration or related field;
Relevant professional qualification;
Working experience in MS Dynamics Business Central is desirable;
At least 2 years work experience in finance and accounts;
Proven experience with use of computer programmes including MS Office Suite;
Proficiency in cost control; budgetary control; financial reporting and cash management.

JOB PURPOSE

Under the guidance and supervision of the Project Officer, the Intern will be responsible for offering support to the Western Regional Office to ensure the successful implementation of the projects and assisting in logistical tasks, data collection and documentation; mostly done in collaboration with partners and or stakeholders in the region. 

DUTIES AND RESPONSIBILITIES

More... specifically, the intern shall provide programme support including involving but not limited to the following duties: 
Provide logistical and administrative support in preparation of all project activities including advocacy meetings, workshops and public forums, and ensuring production and or documentation of activity reports and minutes;
Provide support in documenting legal aid cases in the office for walk-in and call-in clients;
Assist in project documentation including maintaining a photo database for all activities and ensuring a comprehensive record of all undertakings (including documents, minutes and reports;
Conduct research on budget advocacy, public finance management and inclusion of marginalized groups in decision making processes;
Represent the Western Regional Office in partner engagements when required; 
Provide support in maintaining an active presence on social media in line with the organisation’s social media policy and guidelines;
Provide support for the TI-Kenya website and other online updates by highlighting the activities of the regional office.

QUALIFICATIONS

Minimum of a Bachelors’ Degree in the following disciplines; Social Science, Political Science, Law, Public Policy, International Relations, Economics, Development studies or any other related qualification from a recognized institution;
Familiarity with basic computer packages and understanding of data entry;
At least 6 months’ experience in project management, community mobilization and interest in anti-corruption sector will be an added advantage.

Build external relationships with stakeholders on anticorruption work via trade shows, conferences, networking, and gather new sources of information, intelligence, and insights; and translate this to business opportunities for TI-Kenya;
Local resource mobilization: Strengthen local/ downward accountability and internal efficiencies and be a liaison of pooled resource mobilization between TI-Kenya and other actors/consortia;
Meet business development financial objectives by estimating requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions; quality assurance plans;
