The incumbent may carry out some or all of the following assigned duties:


Workforce Strategic Planning and succession planning:
Under the guidance of the responsible officer, develop and implement workforce plans that align with the objectives and goals of the assigned client group, ensuring optimal utilization of human resources to meet organizational... needs.
Liaise with the Regional Office in job design and classification, ensuring accurate and equitable placement of positions within the organizational structure.
Provide guidance on appropriate contract types and facilitate the negotiation and implementation of special agreements as needed.
Collaborate with management to identify, attract and retain talent within the client group, ensuring a robust succession planning process to support continuity and staff development.
Talent Acquisition:
Lead and support recruitment and selection processes for the client group, ensuring the attraction and retention of high-caliber professionals.
Administers selection procedures for fixed-term and temporary staff, advising staff members at all levels of relevant rules and regulations, procedures and practices.
Serve as an HR Representative on selection panels and ensures there is an adherence to confidentiality and emphasis on a transparent, consistent process and on promoting organizational diversity and mobility policies as an organizational priority.
Review vacancy announcements for consistency and adherence to the Organization's policies, develop and review screening questions in close collaboration with the hiring manager.
Work closely with hiring managers and recruitment assistants to establish key activities and agree on schedule and tools for the selection process to ensure an efficient and fast process.
Screen and assesses applications, ensuring that only candidates who meet the minimum requirements are long/short-listed.
Develop and review interview questions, proposed presentation tasks, technical questions and tests proposed by the hiring manager for appropriateness and relevance to the job and may also be involved in developing the same.
Review proposed long/shortlists to ensure that the evaluation criteria are in line with the vacancy announcement and advise the hiring manager and panel members on any inconsistencies.
Drafts selection reports ensuring that all steps of the process are well documented, and the selection file is compliant with the Organization's policies.

REQUIRED QUALIFICATIONS

Education


Essential: A first level university degree in human resources management, public or business administration or other related fields.

Essential: At least five years of progressive experience with international exposure in the professional field of human resources management. Proven experience providing advice and guidance to senior management teams.

Within the framework of the delegated authority and under the direct supervision of the Fleet Management Officer, the incumbent is assigned all or part of the following duties:
Liaise with fleet assistant with regards to transportation services of VIPs, guests and delegate from and to airports,... offices and hotels.
Welcome VIPS and other personalities at the airport.
Usher eligible guests on arrival or departure at the airport VIP lounge.
Assist guests with airport formalities, including Visa upon arrival.

Ensure that WHO’s rules and regulations are taken in case of involvement in accident
Advice on vehicle maintenance issues and decisions regarding any unclear field trips to be made.

Meeting Administration

DESCRIPTION OF DUTIES


Under the general guidance of the Executive Manager, Special Program, Regional Revolving Funds (RRF), and the direct supervision of the Chief of the Strategic Fund for Public Health Supplies (SF) the incumbent will be responsible for the following duties:
Develop and drive the implementation of individual annual work plans for each country in close coordination with... the PWRs, and  Technical Units (HSS, CIM, CDE, NMH, IMT, PRO, etc.) at the country offices, and HQ to address access to vaccines, medicine, and health technology barriers and opportunities through the RRF;
Collaborate with and advise national authorities on the RRF processes and procedures in defining the corresponding technical cooperation program and monitoring progress.
Provide technical support and coordinate administrative and technical areas at national entities to promote the RRF in articulation with PAHO HQ.
Providing technical, timely and accurate support on demand planning and forecasting, consolidation, and advisory on the selection of health supplies, including vaccines, immunization supplies, medicines, diagnostics, medical counter measures (MCM) and strategic health technologies through closely collaborating with the Ministry of Health (MOH) and PAHO country stakeholders.
Conduct an in-depth needs assessment to pinpoint opportunities for enhancing access to essential health supplies, including overcoming health technology hurdles. Leverage the RRF as a critical tool to identify, prioritize and address gaps in health supply access, ensuring affordable and quality – assured solutions;
Oversee and facilitate the RRF procurement processes for vaccines, medicines and health technologies ensuring seamless collaboration on technical specifications, quantity verification, shipping document checks and other technical requirements. Manage and monitor the entire procurement cycle, from end-to-end planning to deliver, payment and claims proactively identifying and resolving issues as necessary to ensure smooth and efficient RRF operations;
Provide technical expertise on the characterization, analysis, and co-creation of health supply and supply chain management, including cold chain strengthening plans in collaboration with the MOH and country office focal points guided by the RRF Supply Chain Advisors. Support targeted market information sharing and communication efforts towards relevant national health programs and national officers for vaccines, essential medicines, strategic health supplies, cold chain equipment, safe injection devices, and all products offered by the RRF;
Support the MOH in analyzing health supplies stock monitoring and generating projections on stock consumption under the guidance of RRF Supply Chain Advisors and collaborate with relevant stakeholders to mitigate any supply risks;
Provide support to member states throughout the RRF utilization process, from needs assessment and access requests to monitoring and balancing the line of credit. Additionally, guide the development and submission of required plans and documents, including procurement and payment schedules;
Provide comprehensive support to strengthen, monitor and evaluate the country's participation in the RRF. Analyze the overall RRF function (political, technical) to optimize the RRF technical cooperation at the national level;
Facilitate the implementation of digital platforms/tools developed by PAHO, including but not limited to the RRF Member State Portal, Quantmet, and QuanTB. Promote their benefits and use by national programs and authorities;
Verify the information provided on the selected country and regional KPIs and proactively look for opportunities to improve the effectiveness and efficiency of the RRF's processes and outcomes;
Perform other related responsibilities as requested by the direct supervisor(s).

PURPOSE OF THE POSITION


The SSA will be responsible for supporting the implementation of the “Amplifying diabetes awareness, care and treatment in South Africa (DACT-SA)” project at the WHO country office in South Africa.


BACKGROUND:


The WHO country office in South Africa will be implementing a collaborative project with the National Department of Health to transform the current... diabetes landscape in South Africa by improving clinical outcomes for diabetes patients, especially in the public sector. The initiative will focus on increasing awareness, supporting health promotion, and ensuring better linkage to diabetes care. The goal is to improve control of the disease, thereby reducing the burden of long-term complications.
Non-Communicable Diseases are a major public health concern with significant social and economic implications in terms of health care-needs, lost productivity and premature death which are hampering the nation from achieve its social, economic and developmental targets.
The International Diabetes Federation (IDF) approximates that 10.5% of the adult global population (approximately 537 million adults (20-79 years)) are living with diabetes with almost half unaware that they are living with the condition. By 2045, IDF projections show that 1 in 8 adults, approximately 783 million, will be living with diabetes, an increase of 46%. Over 90% of people with diabetes have type 2 diabetes, which is driven by socio-economic, demographic, environmental, and genetic factors.
In South Africa, the prevalence of Type 2 Diabetes Mellitus (T2DM) has almost doubled since 2000, driven by rapid urbanization, unhealthy diets, and sedentary lifestyles. The IDF estimates the age-adjusted comparative prevalence of diabetes in South Africa at 10.8% representing close to 4,234,000 individuals among South Africans aged 30 years and older. 45.4% or 1,922,200 of persons with diabetes people are however undiagnosed. While these figures already represent one of the highest prevalence in the African region, the age-adjusted comparative prevalence of Impaired Glucose Tolerance (IGT) is 7.6% and the age-adjusted comparative prevalence of Impaired Fasting Glucose (IFG) is 32.2%.
Despite the high prevalence of diabetes in the country, only 55% of persons living with elevated blood glucose have been screened, representing a concerning 45% screening gap. Of those screened positive, 73% are diagnosed with high blood glucose, revealing a further 27% diagnostic gap. only 51% of those put-on medication have controlled blood sugar levels, indicating a 49% control gap. This translates to only approximately 19% of South Africans with diabetes having their condition under control, a stark reality that poses grave risks for long-term complications and increased mortality rates from the disease.
Aligned to the National Strategic Plan for the Prevention and Control of NCDs (2022 – 2027) and the National Development Plan 2030, the project seeks to integrate diabetes care into the broader health system, emphasizing early detection, effective treatment, and comprehensive care and control.
While the entry point and focus will be diabetes, the project will widen its scope to cover the risk factors and comorbidities of diabetes such as cardiovascular diseases as the shared epidemiological and pathophysiological link portends a symbiotic relationship that will be catalytically used towards halting and reversing the high burden of NCDs in south Africa.


OBJECTIVES


The objective of this position is to support interventions aimed at reduction of the morbidity and premature mortality resulting from diabetes and related non-communicable diseases through integrated diabetes awareness, diagnosis, care, and treatment at the National, provincial, district, and community levels in South Africa.


SUMMARY OF RESPONSIBILITIES


Under the supervision of the NCD focal person and the WHO country representative, the service provider is expected to work closely with the NDOH and provincial departments of health to deliver the  following:
Provide guidance and technical support for the development of the South Africa National Action Plan for comprehensive prevention and control of diabetes in line with the National Strategic Plan for the Prevention and Control of Non-Communicable Diseases, 2022 – 2027.
Support the capacity building for leadership, governance and multisectoral action for diabetes at both the national and provincial level.
Harness strategic partnerships to accelerate the country response for the prevention and control of diabetes and other NCDS.
Support the revision of diabetes care and treatment norms and standards through the development of the South Africa National Clinical User Guide for the Prevention and Management of Diabetes Mellitus.
Provide guidance and coordination for the development of various Diabetes training materials and tools in line with NDoH and WHO guidance (General diabetes, diabetes foot care, Gestational Diabetes Mellitus, Diabetes Nutrition Therapy, Community health workers training tools, Diabetes peer educator’s manual)
Participate in and support health care provider’s training on different aspects of diabetes prevention, care and treatment across the provinces to strengthen institutional capacity of the workforce.

Summary Of Assigned Duties

WHO country offices support national authorities to shape their health policy in line with WHO’s principles and values and advocate for an integrated approach to health development. The health policy advisor will provide the head of the WHO country office and ministry of health with technical support and mobilize expertise for policy advisory services for the... development and implementation of national health policies, strategies, and plans (NHPSP) to strengthen the country’s health system, moving towards Universal Health Coverage (UHC).

Key Duties

The incumbent will perform all or part of the following, and other related responsibilities as required by the needs of the office:

Work in coordination with all technical focal points at regional and headquarters levels, under the

Guidance Of The Head Of The WHO Country Office.

Provide and mobilize technical advice to the government and national stakeholders on the design, implementation, and evaluation of national health policies for health system strengthening to move towards universal health coverage (UHC), by:
Strengthening the capacity of national stakeholders to organize and lead an effective health policy dialogue and reform the implementation process (including by developing strategic intelligence on key health system reform issues, focusing on priority areas of health financing, public health, primary care, health workforce and governance)
the development of an aligned, service-delivery vision to strengthen public health and primary care services so as to better prevent and control communicable and noncommunicable diseases; and the transformation of health financing arrangements for universal health coverage, including improving governance and accountability
the alignment of other critical system functions such as human resource and accessible policies for medicines and technologies, as well as strengthened governance arrangements.
the improvement and implementation of a monitoring and evaluation framework for health systems strengthening, agreeable to all stakeholders, with communicable and noncommunicable diseases health targets, linked to the Sustainable Development Goals (SDGs)
the provision of models and approaches in evidence- informed, health policy implementation and health systems’ strengthening to facilitate learning and capacity building in policy making at national level
the identification of synergies and networking between the WHO country office and other UN organizations, non-state actors, and international donors towards the implementation of health systems transformation at the country-level.
Establish and strengthen links and partnerships with public and private institutions, nongovernmental agencies and scientific bodies, for the exchange of information, coordination of activities and implementation of sector wide approaches.
Demonstrate the impact of reforms on health outcomes and UHC through facilitating impact

evaluations in the areas of health financing, public health, and primary care.

Educational Qualifications

Essential: Advanced university degree (master’s level) in public health, health systems/services administration, health management or health related field or formal, equivalent qualifications in International/global health policy or in similar fields.
Desirable: Post-graduate training or specialization in health systems and/or health planning, management, or health economics.

Experience

Essential: A minimum of seven years of work experience relevant to the position (such as in health-sector policy, strategy development, and planning), with some of it obtained in an international work environment. Specific experience required in health financing. A minimum of four years of experience is required in a governmental institution or international organization serving either (i) resource-limited countries or (ii) middle-income countries.
Desirable: Experience in health sector assessments analyses, evaluation, and reporting. A track record in consensus building and enlisting cooperation by diverse national stakeholders. Some of the above-listed experience to have been obtained at an international level.

Use Of Language Skills

Excellent knowledge of English . Working knowledge of another WHO official language would be an asset.
