Duties and Responsibilities
As a key stakeholder in this process, the UN Women Kenya Country Office has secured funding from the Women in Politics Fund (WiPF) to support continued advocacy on the implementation of the not more than two thirds gender principle. To support advancement of the agenda in Parliament, UN Women proposes to onboard a consultant to provide technical assistance to the... legislative process, including input into the proposed Bill, working in partnership with KEWOPA, JLAC, the Social Protection Committee, and the Senate’s Justice, Legal Affairs, and the Human Rights Committee. Education and Certification:

The Consultant for this assignment should have a master’s degree in the field of gender, human rights, social science, or related field. Scope of work:

The overall goal of the project is to establish and describe the current avilablity of gender related financial inclusion data and develop training materials showcasing international best practices of mainstreaming gender in financial inclusion and asset ownership in the region.

Duties And Responsibilities

Deliverables:

Inception report that contains a literature review... and describes the process and methods that will be used for data collection across member states and the proposed training plan and toolkit.
Collection and consolidation of existing financial inclusion indicator data as it relates to the Financial Inclusion Data Working Group indicator framework and the ‘SADC financial inclusion gender actio n plan’ in close collaboration with the SADC statistics unit.
Investigate, pronounce and make recommendations on data availability related to outcomes and impact of financial inclusion
Make recommendations on improved data use and further research opportunities
Consolidation of the key findings of the key indicator study in a 20-page regional report.
One training toolkit consisting of 30-50 pages. It should include practical examples from countries in the region and should be compiled as a collection of best practices and practical ‘Ideas and Tips’ of how to mainstream gender in financial inclusion data systems as well as measure outcomes and impact.
Facilitate one regional workshop in a country in the SADC region that launches the findings of the study and socializes the measurement toolkit.

The Programme Analyst - Gender Statistics will report to the Regional Gender Statistics Specialist and will work closely with the operational staff in finance and procurement at the regional office, country Program specialists and the UN Women HQ Women Count Program staff. The Programme Analyst - Gender Statistics will contribute to ensuring the effective planning, implementing, managing and... reporting of the gender and statistics Women Count regional Program for East and Southern Africa.
The Programme Analyst will provide timely support to the management, development, implementation, monitoring and reporting of Program results for the ESA-RO Women Count Regional Program as well for monitoring and overseeing the human and financial resources. This includes providing management support to the implementation of the Women Count Program in the region, overseeing the monitoring of progress against results frameworks and performance indicators, monitoring program finances to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results, supporting advocacy and resource mobilization strategies. The Programme Analyst will also collect gender indicator data and maintain the regional gender statistics resource database.
Duties And Responsibilities
Support the management of the implementation of the Women Count Program:

Provide inputs into the development of the annual workplans in line with Women Count global guidelines and ensure alignment with Program core results and indicators;
Oversee and review the budget and proposed activities as needed ensuring consistency with the objectives of the Women Count and in compliance with agreed timelines;
Participate as needed in UN Women regional and CO meetings;
Develop procurement plans and engage in procurement processes in accordance with corporate rules and regulations;
Provide administrative support for events, procurement and travel.

Support the monitoring, reporting and communicating results of the regional Program:

Support the regional gender statistics specialist to monitor periodically program results, ensuring performance indicators are incorporated and reported on in UN Women’s Results Management System (RMS) and in Program specific systems/tools;
Provide substantive inputs to produce quarterly reports, donor reports, and any other reports as needed such as monitoring missions;
Provide inputs on Women Count ESA results reporting;
Collect data for key gender statistics indicators as required;
Maintain and update the regional gender data and statistics resource database.

Support financial management and administrative needs of the Women Count ESA regional Program:

Monitor Program finances to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results;
Provide administrative support towards recruitment processes, as necessary.

Support Resource Mobilization Strategies

Provide support to the Women Count Regional Gender Statistics Specialist to support in the preparation of donor proposals, aligned with Women Count global guidelines, and any other relevant documentation on donors;
In coordination with the Women Count HQ team and the Regional Resource Mobilization focal point, analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, and identify opportunities for cost sharing;

Duties And Responsibilities

Provide effective Support to Programme and Project Formulation and Implementation:
Support to M/COs in programme/project design and management, inputs in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;
Support R/M/COs in ensuring UNW policies and procedures are adhered to for efficient programme/project... implementation and progress;
Follow-up with R/M/COs in implementation of audit recommendations specific to Projects/Programmes;
Programmatic risks management and mitigation support to R/M/COs in a progressive and inclusive manner (partners);
Advise M/COs on effective Implementing Partner (IP) engagement modalities based on risk-assessment results;
Facilitate/support to R/M/COs on the operational closure of programmes/projects based on SOPs;

Support Finance Unit in follow-up actions of R/M/COs aging advances, unapplied funds, and delayed donor tranche receipts as part of Project Monitoring;
In collaboration with Operations Unit, support roll-out and application of corporate systems such as Partner Grants & Agreements Management System (PGAMS) and Project Gateway in ESAR;
Provide logistical, administrative, and financial arrangements for organization for meetings, workshops, events, and missions including travel arrangements for the strategic support unit;

Provide support to programme monitoring and reporting:
Tracking quarterly reporting (RMS) by RO and M/COs to ensure timeliness;
