The consultant is expected to provide guidance and technical support to the Ministry in Charge of Emergency Management (MINEMA) towards the development and implementation of an effective impact-based Early Warning and Early Action System, under the Early Warning for All (EW4All) Initiative and the Water at the Heart of Climate Action (Water at the Heart of Climate Action) Project.
More... particularly, the Consultant is expected to provide support to the implementation of Disaster Risk Knowledge pillar in the context of EW4All, Water at the Heart of Climate Action and other EWS initiatives in which UNDRR is engaged.
The consultant will also support MINEMA in achieving its vision and mission in strengthening its role around the production, access and utilization of Early warning.
The consultant will work under the supervision of the Programme Management Officer- UNDRR Regional Office for Africa and will be based in Kigali Rwanda.


Qualifications/special skills


An advanced university degree (masters degree) in areas relevant to disaster risk reduction, early warning, meteorology, climatology, geomatics, hydrology and hydrogeology is required.

Duties and Responsibilities


The consultant will work in close collaboration with national agencies to evaluate and identify opportunities to enhance the production, access and use of risk information, and disaster loss and damage data. In consultation with agencies and stakeholders, the consultant will carry out the following activities:
 Assessment of the current landscape of risk... information, and disaster loss and damage data 1. Identify and analyze existing policies, institutional frameworks and stakeholders involved in producing and managing risk information and disaster loss data;
Conduct an inventory of current risk information, and disaster loss and damage data,
information management platforms and tools, and iii) approaches, methodologies, and processes currently used for producing multi-hazard, exposure, and vulnerability assessments;
Assess the technical and human resource capacities of institutions involved in conducting multi-hazard risk assessments and disaster loss tracking;
Outline how risk information and disaster loss and damage data are currently used in early warning systems and early action frameworks.
Development of a framework and capacity building plan for enhancing production, access and use of risk information as well as loss and damage data
Propose a framework that outlines the roles, responsibilities, and collaboration mechanisms for stakeholders,
defines the standards, protocols, and guidelines for the collection, management, sharing, and use of risk information and disaster loss data to ensure consistency, and accessibility,
provides recommendations for enhancing interoperability and sustainability of information management platforms to improve integration and access to risk information;
outlines recommendations on suitable approaches, methodologies, and processes for producing comprehensive multi-hazard risk assessments for five key hazards;
Develop a capacity-building plan to enhance the technical and institutional capacities of national agencies in the production, access, and use of risk information, and disaster loss data;

Support the implementation of the National Early Warning Systems (EWS) Roadmap and Action Plan, with particular focus on Pillar 1 / Risk Knowledge
 Identify opportunities for synergies among ongoing and upcoming early warning projects and propose a strategy to align efforts with the EWS Roadmap and Action Plan;

The consultant will work in close collaboration with the national DRR authority – the DRMD to enhance the collection, management and governance and application of disaster loss data. He/She will also support the national authority in inputting data in DesInventar and enhancing reporting on the Sendai Framework Monitor (SFM). Upon agreement with the above, the consultant will:

Overall project management support for the implementation of the RDRM-IO project in the Seychelles, which includes:

A/Data management:

Conduct a diagnostic of disaster loss data;
Provide recommendations for the harmonization of data across DesInventar and SFM at national level, including the hazard list and data collection tools

B/Collection of data:

Support the government in the collection of disaster loss data to enhance the Government's and partners' access to risk information and reporting on the Sendai Framework. As much as possible, all data should be disaggregated to the maximum degree possible by sex, age, disability status, economic, geographic/administrative area.
Provide recommendations for the alignment of current data collection tools with SFM / DesInventar data needs.
Support the national DRR authority in the process of validating the newly collected loss data;
Support the DRMD team with capacity building on DesInventar
Support the data entry and update of DesInventar and SFM.
Support project partners to identify budget data.
Support project partners liaising with the relevant authorities for the assessment of EWS.

C/Governance:

Conduct a mapping of institutions and organisations who collect and produce disaster loss data and the tools they employ /produce an overview of other government bodies and organizations who collect data on disaster and climate related losses describe the data, the sources of this data, the methodologies used;
Support the National DRR authority with clarifying data needs from each sector and for which purpose (DesInventar, SFM, analysis etc.)
Provide recommendations on how to enhance institutional linkages to facilitate the sharing of disaster loss data among sectors and institutions;
Support the National DRR authority in strengthening institutional arrangements and developing institutional channels for data sharing with selected sectors;
Support the national DRR authority in raising awareness across relevant national institutions working on disaster loss data and the tools available for the management and analysis of disaster loss data (DesInventar and SFM) to enhance their capacity to collect, monitor and archive disaster data;

D/Application / use of data:

Consolidate loss databases and facilitate agreement on the use of such information for disaster management purposes particularly in relation to preparedness and EWS;
Support the national DRR authority in producing analysis reports, using existing and new disaster loss data from DesInventar;
Support data efforts of the National Emergency Operation Centre (NEOC).

Liaise with UNDRR and its technical partners to support the assessment of the legal provisions related to data management, data collection, access and revision cycles. Recommending steps to improve access to risk information.
Assess the type of information management systems in use for managing and sharing risk assessment results: data platforms for management and visualization, software systems in use, modules, analytical functionalities, automated linkages, operational architecture, etc. (including an overview of risk information available on Geonode Madagascar)
Collect meta-data about applicable information management systems in the country (software, models, storage, sharing, information management strategies, etc.).

Overall roll out of risk knowledge activities
