Develop and maintain data visualization dashboards using software such as Tableau, power Bi etc to support data analysis across ThinkWell’s Kenya health policy and financing projects to generate insights to guide project implementation.
Contribute to the development and review of data collection tools, templates, and protocols in collaboration with the Senior Technical... Advisor – Learning and Strategic Information, Technical Advisors - Health Financing Programs, and Senior Program analysts to streamline data collection processes and ensure consistency in data capture.
Coordinate the collection, compilation, and entry of data on health budgets, expenditure, UHC implementation, data on inputs such as human resources for heath (HRH), supplies, equipment, and other select key system inputs indicators on service readiness to inform tailoring of appropriate health financing technical support to counties and the national government. in collaboration with the Junior data analysts, Program Analysts, and Technical Advisors as necessary.
Ensure the accuracy, completeness, and timeliness of data entry into designated databases or information systems across the workstreams as part of routine data collection activities.
Implement corrective measures and validation procedures to improve data accuracy and reliability, ensuring that data collected is fit-for-use for performance management purposes.
Support county-level monitoring, evaluation, learning and reporting activities on health financing and strategic purchasing.
Support efforts towards effective data management to include creating, managing, and maintaining a data repository.
Translate/shape/visualize data to make it more fit-for-use for decision-makers at different levels.
Provide direct technical assistance to ensure high-quality program results and execution across projects in the area of specialisation.
Contribute to work planning, monitoring, evaluation, and learning, including synthesis of strategic data for effective program implementation and development.
Contribute to effective documentation and dissemination of learning products on health financing, supply chain, HRH, and strategic purchasing to different stakeholders to inform policy
Stay current with current trends in health financing and research methodologies to ensure the team is using the most effective techniques to gather, analyze, and visualize data.
Represent ThinkWell in various meetings and actively engage key stakeholders


Requirements


BA/BS and 5+ years’ experience.
Demonstrated experience in data analysis in health sector and especially health policy and financing preferred
Experience and use of various data analysis tools, including dashboards development (STATA, Tableau , power B.I etc.)
Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
Proficiency with Microsoft Office applications is required. Proficiency in Word, Excel and PowerPoint is desirable.
Demonstrated poise and professionalism in supporting engagements with external partners, donors, and stakeholders.

What you’ll do
Research, Analysis and Project Implementation

With support from local and global colleagues, and in collaboration with the Ministry of Health, support the development of a plan to operationalize Kenya’s cervical cancer elimination strategy, including an investment case, funding gap analysis, and advocacy strategy. 
Support the design and implementation of economic analyses and... related assessments to inform the cervical cancer elimination plan, including the development of research protocols, data collection instruments for primary data collection, data review, cleaning and analysis;
Support the development of high-quality research and advocacy materials to support policy change, resource mobilization, and efficient resource allocation to catalyze progress towards cervical cancer elimination in Kenya, including briefs, reports, presentations, blogs, and journal manuscripts.
Conduct literature reviews, source data and information on relevant technical and policy issues, effectively summarize and synthesize research findings, develop targeted messages for various audiences, and present results to partners and clients;
Create graphics and visualizations of quantitative and qualitative data.

Project Reporting, Communications, and Operations

Support the planning and coordination of multi-stakeholder meetings and workshops in Nairobi and elsewhere in Kenya, including communication with participants, and collaborating with operations colleagues on organizing logistics, etc. 
Draft or revise sections of donor reports and coordinate team member input.
Effectively communicate with key stakeholders in the cervical cancer elimination field in Kenya, maintaining ThinkWells’ reputation as a trusted partner of the government and its key partners and donors in this field.
Represent ThinkWell with Kenya’s Ministry of Health, external partners, donors or stakeholders at meetings and events.
Develop and communicate compelling stories from compiled data and findings, and effectively communicate technical information to a variety of audiences.
Contribute to business development, including desk research, technical input, and proposal and concept note writing.
Assist with a range of project administrative and operational responsibilities, including staff recruitment and training, communications, coordinating travel, and drafting donor correspondence.

BA/BS and 5+ years experience  or graduate degree and 3+ years experience in (health) economics, healthcare management, global health, health policy or related field;

Description
The Program Analyst will provide technical support to the county departments of health (in Kisii and Nakuru Counties), working closely with other stakeholders in the health sector, to accelerate achievement of universal health coverage (UHC) in Kenya.
Technical support
In consultation with the Supervisor:

 Strengthen the capacity of County departments of health (CDoHs) on health... care financing, particularly on primary health care financing, supplies financing and UHC implementation.
 Support the CDoHs to optimize Own Source Revenue (OSR) and other funding sources to increase fiscal space to purchase PHC services (particularly under the Kenya Quality Ecosystem Project).
 Provide technical support to the CDoHs to apply strategic purchasing principles to incentivize providers to improve the quality of care, with a focus on PHC services.
 Support the CDoHs to develop and implement data driven innovations on health financing, that can improve the supply chain, and productivity of human resources for health.
 Strengthen working relationships across different purchasers (The Social Health Authority – SHA (now NHIF), Private Health Insurance, MoH and the county to achieve coherence within different purchasing arrangements.
 Support the CDoHs to implement the newly enacted health financing laws – to accelerate the participation of public facilities in the Social Health Authority funds (PHC and SHI funds)
 Provide technical support to the CDoHs to strengthen implementation of UHC and health care financing reforms.
 Support the development of county health plans and budgets in accordance with the PFM act (2012)
 Develop partnerships and networks within counties to strengthen health systems.
 Represent ThinkWell in meetings with external partners, County Government, and other stakeholders.

Data Analytics and reporting

 Develop high quality reports, briefs, presentations, and other documents in timely manner as expected.
 Support data collection, collation and analysis on health financing and purchasing in counties to inform the reforms needed to strengthen PHC and UHC.
 Collect, collate, and analyze routine data on PHC, supplies financing, UHC and other areas of focus on selected indicators to inform development of appropriate health financing interventions.
 Support county-level monitoring, evaluation, learning and reporting activities on health financing and strategic purchasing.
 Document and disseminate learning products on health financing and strategic purchasing to different stakeholders to inform policy. Use the learnings and emerging evidence to co-create, with CHMTs, sustainable health financing solutions.

Requirements

BA/BS and 7+ years experience or graduate degree and 5+ years experience.
Substantive experience in relevant health systems work with a development agency, NGO, or county government; experience in health financing in the public sector is required.
Demonstrated experience providing technical advice to counties in strategic and operational planning, data analytics, especially on health financing, HRH and supply chain optimization.;
Prior work experience on primary healthcare financing, supply chain strengthening, Human Resources for Health, PFM within the context of county health systems is highly desirable;
Proficiency in MS Excel, Office, PowerPoint is required. Proficiency in other MS Office suite is desirable;

General Accounting Management

Support and monitor cash flow management activities for all entities.
Review and approve accounts payables vouchers weekly in payment processing system. Process accounts payables payments and oversee that confirmations are submitted to vendors as appropriate.
Act as backup for reviewing and approving accounts receivables submissions from program finance team. 
Oversee, review, and approve the recording of accounting activities (vouchers, journal entries, cash receipts, allocations) in appropriate systems to ensure accurate reporting.
Support the management of month end close process for multiple entities including balance sheet account reconciliations, support schedule preparations, revenue recognition review and processing, and monthly expenses review.
Produce Quarterly and Annual Financial Statements, including periodic management reports, support to review with Director, Finance & Contracts and Leadership team.
Review and approve payroll processing throughout the month for all entities. Review Journal Entries posted by Staff Accountants. Act as backup for payroll processing. Ensure payments are processed on time.

Financial Planning, Forecasting, and Tracking

Prepare a monthly summary report for general and administration expenditures and business development expenditures to review and monitor with the Director, Finance & Contracts and Managing Director of Agility.
Develop ad hoc financial plans and forecasts for the firm to support operational growth and development.
Assist with the creation and administration of the Annual Corporate Budget. Monitor, analyze, and evaluate monthly the financial management of the company against budget and growth objectives. Model growth projections as needed.
Act as a backup to after-award program budget analysis to support Program Finance Manager.

Manage Internal and External Financial, Accounting and Compliance Staff

Support the management of internal finance and accounting staff including the preparation and oversight of professional development planning.
Support the management of relationships with external finance and accounting resources, including outsourced tax, audit, and legal vendors.
Liaise with tax preparers and provide support to the preparation of annual returns.
Liaise with auditors and provide support to the preparation of annual audit reports.

Requirements

BA/BS and 2+ years’ experience;
Relevant work experience in the specific area of technical expertise. Adept at communicating technical information to non-technical audiences;

The Coordinator will also support the Strategic Purchasing for Primary Health Care Project (SP4PHC) in Trans-Nzoia County to implement health financing reforms to improve delivery of primary healthcare.
This is a full - time role that requires exceptional analytical and quantitative skills, the ability to effectively synthesize and visualize findings (typically in health economics and financing),... translate messages for various audiences, and provide coordination support. The physical location for this position is Kakamega with frequent travel to Trans-Nzoia County, and or any other location(s) as required by ThinkWell’s management.
Technical Support
In consultation with the Supervisor:

Strengthen the capacity of CDoHs on the three functions of health care financing (Revenue mobilization, pooling and purchasing).
Support the CDoHs to review and or develop and implement reforms and innovations to address PFM challenges that hinder facilities from generating and using funds to improve the quality of MNCH and PHC services. Specifically expedite the review and or implementation of FIF guidelines to ensure facilities have autonomy to raise, retain and use OSR.
Support the CDoHs to optimize Own Source Revenue (OSR) from Linda Mama, EduAfya and other NHIF schemes, to increase fiscal space to purchase MNCH and PHC services.
Support the CDoHs in conducting revenue performance evaluations at facility and county level- with a focus on Linda Mama, Afya Care and other NHIF schemes.
Provide technical support to the CDoHs to apply strategic purchasing principles to incentivize providers to improve the quality of MNCH and PHC services.
Provide technical support to the CDoHs to develop and implement data driven reforms, innovations on health financing, that can improve the supply chain, and productivity of human resources for health for improved MNCH and PHC service delivery.
Strengthen working relationships across different purchasers in the counties of focus (NHIF, Private Health Insurance, MoH) to achieve coherence within different purchasing arrangements.
Provide technical support to the CDoHs to better prioritize and track spending at facility and CDoH level to ensure SDR and PHC priority activities are implemented as budgeted. Specifically in Kakamega ensure mechanisms to track SDR commitments by the CDoH are in place.
Provide technical support to the CDoH to strengthen implementation of UHC and related health care financing reforms.
Work with the CDoH to support the process of planning and budgeting at various levels, with a focus on MNCH and PHC services during the annual work-planning cycle to align resources to SDR and PHC priorities.
Develop collaborative and synergistic partnerships and networks within the County to leverage resources and activities geared towards strengthening of the health care system.
Represent ThinkWell in meetings with external partners, County Governments, and other stakeholders.

Data Analytics and Reporting

Support data collection, collation, and analysis on selected and relevant routine indicators on health financing and purchasing, supplies, HRH, Telemedicine, and other areas to shape ThinkWell’s T.A and to inform the reforms needed to achieve SDR and PHC goals and objectives.
Support county-level monitoring, evaluation, learning and reporting activities on health financing and strategic purchasing.
Document and disseminate learning products on health financing and strategic purchasing to different stakeholders to inform SDR implementation, policy and scale-up as well as delivery of PHC services. Use the learnings and emerging evidence to co-create, with CHMTs, sustainable health financing solutions to support delivery of SDR, UHC and PHC services.
Produce and disseminate high quality reports and related documents as necessary.

Planning

In a timely manner, and in consultation with the supervisor, develop the project’s quarterly and annual workplans including their attendant budgets.
In consultation with the supervisor, finance and operations, support planning, organizing and coordination of ThinkWell meetings with the CDoH, the SDR consortium partners and other stakeholders as and when required to do so.
Perform other related duties including operational duties as assigned.

Requirements

BA/BS and 4+ years of relevant experience.
Substantive experience in relevant health systems work with a development agency, NGO, or county government; experience in health financing in the public sector is required.
Demonstrated experience providing technical advice to counties in strategic and operational planning, data analytics, especially on health financing, HRH and supply chain optimization.
Prior work experience on primary healthcare financing, supply chain strengthening, Human Resources for Health, PFM within the context of county health systems is highly desirable;5.
Proficiency in MS Excel, Office, PowerPoint is required. Proficiency in other MS Office suite is desirable.
Experience in data analytics software e.g., Stata, EpiInfo, SPSS is desirable.
Tech savvy and skilled at visual display of data.
Fluency in English and Kiswahili.

The DCD brings substantial technical and... managerial expertise as well as in-country experience and industry knowledge in the field of health systems strengthening, with a focus on health financing. The ideal candidate is a hands-on manager, enthusiastic to shape the growth of a cutting-edge enterprise. S/he has sophisticated political skills to navigate the complex environment in Kenya. S/he is prepared to work independently, and as part of a small, high level, distributed team. Clear, open, frank, communication is a priority, using calls as well as project team software to build a collaborative environment with the wider ThinkWell team.
Location: Nairobi, Kenya. This is a full-time position. The DCD reports to the Country Director and supervises program staff.
Leadership

Work closely with the Country Director in developing country program strategies and activity plans
Oversee program implementation, ensuring timely and effective delivery of strategic and program objectives
Ensure development of cost effective and realistic budgets and monitor program expenditure to ensure budgets are adhered to
Provide direct technical assistance in one or more of the following: strategic purchasing, public financial management, performance-based financing
Ensure production of high-quality outputs. Lead the development of technical documents, project status reports, blogs and articles for publication and dissemination on ThinkWell’s website, external sites, and at conferences
Ensure Monitoring, Evaluation and Learning frameworks are developed for each program and implemented

Feedback progress through routine discussions with program directors. Propose and implement actions to maintain progress
Actively engage with key stakeholders in Kenya to contribute to ongoing discussions around health financing reforms more broadly and the purchasing of primary health care using learnings from the SP4PHC project
Support the implementation of the project’s learning agenda as well as routine monitoring activities. This position is responsible for payroll,... benefits, reporting & compliance. The Accountant will oversee the processing and data entry for accounts payable, deposit entries, reconciliations, and other accounting duties.
This position is a full-time, temporary position. The temporary Accountant is fully remote, and can be based anywhere ThinkWell has a presence. This is temporary position is for 4 months.
