Collaborate with the MoEP in developing clean cooking models to evaluate policy options, assess technologies, and incorporate sex, age, and disability-disaggregated data in cost-benefit scenarios.  
Integrate robust modelling tools into clean cooking policy formulation and implementation to enable informed... decision-making.  
Align clean cooking strategies with Kenya's broader energy, climate, and socio-economic goals through scenario analyses and technology assessment. 
Provide daily support to the MoEP on energy modelling activities including linkages with the modelling in the provision of electrification services. 
Offer technical support for utilizing the clean cooking model in policy analysis, development, and decision-making. 
Leverage opportunities from existing research on clean cooking, as outlined by the strategy to inform the Ministry about the financing and challenges of clean cooking projects. 
Develop tools for county governments, including demographic impact analyses and targeted intervention guidance to estimate the impacts of their clean cooking programs. 
Create and organise engaging presentations and forums with accessible formats and inclusive case studies to effectively communicate impact data, including trends, projections, and other key information. 
Lead the MoEP in developing clean cooking workshop materials, policy briefs, technical papers, and reports. 
Support the development of the Kenya Clean Cooking Transition Strategy Action Plan, E-Cooking Action Plan, and other legislative instruments on clean cooking. 


Required Qualifications:


Proven academic credentials in a relevant field: This could include Environmental Science, Energy Policy, Engineering, Economics, Climate Change, or a related discipline. 
Specialised training or certification: Additional certifications in clean energy technologies, environmental modelling, or policy analysis would be an added advantage  
Extensive experience with proven success in in fields related to clean cooking, energy policy, environmental modelling, or sustainable development.

Scope of Work

 PROPEL Health Kenya is seeking the services of a consultant to support the National Malaria Control Program (NMCP) and County Departments of Health to develop clear institutional mechanisms for establishment and operation of County Malaria Control Units.

 The consultant will work closely with the PROPEL Health Kenya team and will consult extensively... with NMCP, County Departments of Health, county malaria control coordinators, PMI Partners and other key actions in malaria systems strengthening. The comprehensive list will be agreed during the inception phase of this consultancy. 

Specific Responsibilities

In consultation with PROPEL Health Kenya, the consultant will provide the technical expertise that is needed for realization of this Scope of Work. Whilst there may be minor adaptations after the conceptual stage of this assignment, the consultant is expected to carry out the following tasks (among others as needed):


Develop a detailed inception report that outlines a clear task delivery approach, including a stakeholder engagement roadmap that will ensure the timely and effective delivery of this task.
Review current policies and institutional mechanisms for delivering malaria control and elimination programs at the county level. This will also entail a review of peer country modalities and mechanisms for delivering malaria programs at the subnational level.
Conduct in-depth assessment, including key informant and group interviews to validate information gathered from document reviews.
Work with the NMCP and County Departments of Health to propose clear institutional realignments needed to establish functional County Malaria Control Units.
Develop clear Terms of Reference and operational procedures for the Units, especially ensure minimal overlap and duplication of roles with existing malaria coordination structures at national and county levels (County Malaria Technical Working Groups).
In consultation with MOH, lead technical discussions incorporating stakeholder inputs into proposals.
Develop clear guidelines for establishing and managing CMCUs with linkages to the county health management teams and sub-county level structures for delivering malaria programs.
Develop a simple tool for tracking the establishment and functionality of county malaria control units including. The proposed tool will incorporate proven maturity models.


PROPEL Health Kenya will provide the consultant with necessary support to enable execution of the assigned tasks, as agreed during inception. The required support will be documented in the inception report.

The Regional Manager, East Africa will: 


Lead on the scoping, identification and development of forest partnership businesses that align with the programme strategy and results framework.

Using a systems approach, KPSA will provide a suite of customized, high-impact services that increase the... productivity of firms such as SMEs, smallholders, Business Advisory Service Providers (BASPs) and Financial Institutions (FIs), increase market linkages, and mobilize finance to support targeted sectors. From 2024 – 2029, KPSA will use its Inclusive Growth Platform to mobilize $400 million in finance, create new jobs, increase exports and sales, and increase access to healthcare services. 



In collaboration with the Director of Strategic Communications and Engagement, the Communications Manager will lead the implementation of the communications plan and related project communications tools and disseminate these to inform key audiences as well as the client of project progress and successes. 



Roles and Responsibilities 


Support the development of project deliverables, including coordinating information gathering for weekly, quarterly, annual reports and annual work plans, one-pagers, reports, etc.   
Contribute to the sections of deliverables related to M&E and Communications in reports and work plans 
Ensure appropriate branding and marking for all communications tools  
Oversee the design and roll out of all tools to effectively communicate project activities and results, (i.e. website, videos, visual images, Investment Mapping System (IMS), press releases, flyers, etc.) 
Maintain project library of all communications tools, photos and events in a digital format  
Conduct media relations for the project, including targeted publicity for project activities and responses to queries from press. Write press releases, organize press conferences, schedule interviews for spokespersons for the project, etc.  
Maintain a close and collaborative relationship with USAID and the U.S. Embassy teams on all outreach and communications efforts 
Support development of project events and workshops in collaboration with project teams 
Manage Short-Term Technical Assistance for Communications efforts (i.e. editors, graphic designers, video production teams, Investment Mapping System, photographers, etc.) 
All other duties deemed necessary, including support to the Chief of Party as required 


Position Requirements


Advanced degree in communications, international development, marketing or other relevant field   
7- 10 years experience in communications, outreach, and/or marketing, preferably on a USAID project 
Strong written and verbal communication skills in English 
Ability to communicate effectively with managers, colleagues, service providers and clients 
Microsoft office suite proficiency and the ability to operate spreadsheet and word-processing programs at a highly proficient level 
Proactive problem-solving, decision-making and good judgment skills 
Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities
