Role Purpose

The Program Management &  Impact Lead is a senior member of the Programs team, responsible for driving continuous program improvement and fostering an organizational culture of learning and evidence use. The Program Management &  Impact lead is responsible for ensuring that we are always improving the program effectively to meet our mission of improved foundational learning for... all. They will act as a key bridge between evidence and implementation. 

Major roles and responsibilities:

1Program Learning and Improvement (70%) 


Drive organizational improvement cycles by identifying key implementation challenges, incorporating what is working, and learning about how to fix what doesn’t, including  ensuring best practices are documented, shared, and integrated into standard operating procedures.
Lead the program improvement component of annual and mid-term program reviews at country and regional levels.
Facilitate cross-country learning by synthesizing internal and external insights on effective foundational learning programming.
Champion the uptake of innovations and program adaptations with the potential to improve impact at scale,  including adapting programs based on RCT results and other evidence to maximize impact.
Project manage strategic program enhancement trials


Strategic Knowledge Leadership (15%) 


Serve as TaRL Africa’s internal focal point on program effectiveness — curating and communicating learnings, innovations, and research findings relevant to program design and delivery.
Maintain an accessible and up-to-date knowledge base on what works for foundational learning, drawing from global literature and TaRL Africa’s own evidence base.
Work with the Research, Learning, and Evidence (RLE) team to facilitate knowledge-sharing across teams, ensuring effective replication and scaling of effective interventions


Research and Innovation Input (15%) 


Collaborate with country and technical teams to conceptualize, draft, and review proposals that advance TaRL Africa’s learning agenda, including innovations, research, and MEL systems strengthening.
Serve as a core contributor to the organization’s Learning Agenda, ensuring alignment with program strategy and country needs.
Provide strategic input on research questions, study design, and the use of results for program improvement in collaboration with Program Design and Pedagogy as well as Research and Learning teams and research partners.


Requirements:


Master’s degree in public policy, education, international development, or related field.
Minimum 7–10 years of experience in program design, implementation, or research, with at least 3 years in a strategic or learning-focused role.
Strong analytical and synthesis skills with the ability to make complex ideas accessible.
Demonstrated experience in using evidence to inform programmatic decisions and drive improvements.
Excellent written and verbal communication skills.
Experience working in or with governments or education-focused organizations in Africa is strongly preferred.

The Communications Associate will play a key role in implementing TaRL Africa’s communications strategy by amplifying our work across the continent through compelling professional writing and storytelling, content development, and digital media. The role is ideal for a communications professional who is creative, bilingual, detail-oriented, and passionate about education and equity.

You will... support both internal and external communications efforts, including media engagement, digital strategy, and production of high-quality written and visual content. You will also help manage our digital platforms, liaise with country teams, particularly Francophone offices, and ensure consistent messaging across all materials.

Duties and Responsibilities 

Strategic Communications Support


Assist in the execution of TaRL Africa’s regional and country-level communications strategies.

Digital and Social Media


Lead the day-to-day implementation of TaRL Africa’s social media strategy across platforms including LinkedIn, Twitter/X, and YouTube.
Monitor relevant conversations in the education sector to identify opportunities for engagement.
Draft, schedule, and publish content aligned with TaRL’s voice and strategic priorities.
Track and analyze platform performance, and adjust tactics to maximize reach and engagement.


Website and Content Management


Regularly update the TaRL Africa website, ensuring all content is current, relevant, engaging, and aligned with brand standards.
Collaborate with the tech and design team to improve user experience and monitor site performance.


Media Engagement


Support media outreach efforts to generate earned coverage in national, regional, and international media outlets.
Assist in managing relationships with media consultants and tracking media coverage.


Editorial Support


Support the development and editing of high-quality content including newsletters (in English and French), op-eds, briefs, reports, and presentations.
Assist in basic graphic design and layout of communications materials to maintain brand consistency.


Qualifications and Experience


Bachelor's degree in Communications, Journalism, Marketing, Public Relations, or related field.
Minimum of 2 years of experience in a communications role, preferably in the development or non-profit sector.
Proven ability to write, edit, and communicate fluently in both English and French (written and verbal).
Solid understanding of social media platforms and digital engagement strategies.
Proficiency in design tools such as Canva, Adobe InDesign, or Photoshop.

The Deputy Director of Content & Training at TaRL Africa plays an integral role in supporting the management and delivery technical aspects of the Teaching at the Right Level (TaRL) approach as well as other foundational literacy and numeracy innovations implemented by the organization. To support the diverse learning needs and operating realities across contexts in... Sub-Saharan Africa, the Deputy Director should have expertise in growing and managing technical teams, providing direct support to programs, building content and training modules, contextualizing innovations, and identifying needs for and delivering capacity building activities to support programs.
The Deputy Director will have the responsibility of managing and supporting the operations of a strong and diverse content & training team at the central and country levels to support the growth and quality of programs and partnerships, under the leadership of the C&T Director.

Roles and responsibilities:

Develop deep knowledge and experience of the TaRL approach (if applicable)
Attend trainings and workshops to gather knowledge of the TaRL approach
Deep engagement with Pratham teams to understand origins and principles of the approach
Practice the approach in realistic settings to understand how it translates on the ground
Develop understanding of all TaRL materials, data, research and resources in consultation with relevant stakeholders to build own knowledge
Spend adequate time on the ground to understand program delivery and the technical approach

Team management and oversight

Lead the management of the central and country content & training team
Directly manage central Manager level team members and provide indirect oversight for the management of the rest of the central and country-level Content and Training teams
Ensure adequate staffing and capacity building of team to support ongoing and emerging programming and research activities, under guidance of Director
Coordinate recruitment and structuring of C&T teams at country level
Provide support to partners to build C&T function
In collaboration with Director, design overall team structures with country and partner teams
Ensure adequate capacity-building support is planned and provided to country and partner teams across functional areas

Contextualization/adaptation of TaRL approach

Support teams on contextualization of the TaRL methodology in new country/implementation contexts
Support teams on development of the overall program model in new country/implementation contexts with a focus on program delivery, training, and classroom methodology
Review and develop best practices for content design and training
Work with the Director to develop the capacity of country and partner teams on both content design and training
Developing relevant training and content guidelines for use by country and partner teams

Documentation & Advocacy

Support review and update on of all documentation on the TaRL methodology – including website content, manuals, guides, technical notes, etc for use by different stakeholders
Document experiences and observations from program implementation across countries
Contribute to TaRL literature and articles by writing blogs, papers, collaborating on documentation initiatives, etc
Support the development of "Leaders of Practice" across internal and partner teams through ongoing efforts including championing and ensuring the success of the Bootcamps and Fellowship strategies

Major Duties and Responsibilities

Directly manage at least 3 Manager level staff
Manage team at central and country level to support content & training function
Become an expert and gain practical experience in the TaRL approach
Provide technical input and expertise to all Content activities as needed, at central and country level, and with partners
Collaborate with Director C&T to lead all content and training activities planned by TaRL Africa or in which TaRL Africa is a part and take ownership of quality and execution of the same
Ensure timely and quality execution of all Content activities

Profile
Required Minimum Qualifications:

A degree in Social Sciences, Development Studies, Economics, Education or a related field
At least 5 years of experience of working in education programming, with significant experience in Africa
Excellent spoken and written English
Proficiency in at least one local African language

Required minimum Skills and Competencies:

Prior experience in delivering quality improvement programs in education, preferably focused on foundational skills
Interest in continuous quality improvement and willingness to engage directly with program implementation, including gain or leverage direct teaching experience
Strong understanding of TaRL approach, and other evidence-based strategies for improving learning outcomes
Familiarity with key national and regional curriculum and assessments especially those focused on FLN
Experience working on content development, training and capacity building in education programs
Experience managing teams
Experience of working with governments on building and strengthening education programs
Experience / interest in using technology for education

Summary of the Role 
The position will provide executive support to the office of the Executive Director in the overall delivery of the TaRL Africa mandate, including acting as liaison for the activities of the Board of Directors of TaRL Africa.
The position will also support the Finance and Operations Director in coordinating the procurement and administration functions of TaRL Africa, to... ensure adherence to timeliness, cost effectiveness, efficiency and effective management of goods and services.
Duties and Responsibilities
Executive support to the Executive Director (ED):

Act as the point of contact for the ED with internal /external public. This includes, but not limited to receiving and directing visitors, handling telephone calls and inquiries, managing the ED’s daily schedule, screening, analyzing and preparing responses to correspondence and handling day-to-day public relations.
Anticipate and prepare research and briefing papers in advance for presentations, assist in drafting subsequent correspondence, and making necessary follow-ups as needed
Support in the review of documents drafted by others for signature and/or dissemination
Manage and coordinate the ED’s daily calendar and official activities including scheduling meetings/appointments, coordinating and Executive travel and related logistics (e.g., visas, flights, accommodation, travel authorizations, etc.)
In liaison with the ED, coordinate efficient organizational reporting functions, including 1:1 periodic check-in with direct reports
Liaise with the ED to coordinate the planning and execution of the Board and sub-committee activities including meetings, board papers/minutes, agendas, reports, etc.

 Support to Central office and the Senior Management Team:

Manage the process of calling for briefings, meetings and checking on staff and stakeholders’ availability
Support the ED in scheduling and coordinating regular SMT meetings as needed and guided
Support SMT members with travel logistics including visa applications, flight bookings. Advance request and advance surrenders 

Executive support to Country Offices:

Manage information flow between the ED, donors, board members, country offices and other internal stakeholders
Serve as the primary point of direct executive contact and liaison with other country and field offices, individuals and external organizations, and agencies on a range of specified issues
Organize, prepare and facilitate inter-country meetings as required (e.g., Board virtual country tours)
Assist the ED in responding to queries on projects and programs in Africa, or redirecting such queries as is appropriate

Administration and procurement:

Support in development of procurement policies and compliance enforcement
Coordinate procurement processes including effective management of RFQs, RFPs, bid analyses and evaluations, drafting procurement contracts and reviewing supplier deliverables
Perform due diligence and vetting of suppliers and service providers
Reviewing supplier /vendor contracts and service level agreements (SLAs) for approval as needed.
Develop and maintain vendor database and asset register maintenance and tagging systems
Ensure timely delivery of goods services as per the agreed terms and conditions, as well as invoicing and timely payment of bills
Ensure compliance with procurement SOP’s
Process LPO’s in the system and ensure same is delivered to contracted vendors
Receive, review and process vendors invoice through the ERP
Provide oversight and management of the movement of items in the stores
Manage and coordinate all travel (local and international)-related matters, including liaison with travel agents, transporters, foreign missions for visas, accommodation /hotels etc.
Management of the office lease/s and operational legal contracts.
Ensure timely attendance and provision of all office requirements/supplies including equipment, furniture and fittings, office supplies and stationery, kitchen supplies IEC materials etc.
Coordinate timely insurance (including renewals) of office fittings, fixtures and equipment and all other office equipment
Ensure timely identification and attendance to any office/equipment repairs and maintenance needs
Development of budgets for the office running costs and sharing with finance for consolidation
Monitoring actuals against budget for all office related expenses
Supervising the Administration Associate and office support outsourced service providers
Any other responsibilities as may be assigned by the direct managers.

Reporting:
The EAO shall have a dual reporting function: to the Executive Director for Executive support functions and to the Finance and Operations Director on the procurement and administration duties.
Qualifications and experience:

A University Degree in Business Administration, Project Management, Development Studies/International Development and or procurement fields from a recognized institution
A Masters in Business Administration or Development Studies is an advantage
Training in leadership or management course(s) in addition to the degree is desired
At least five years’ work experience in a reputable organization in a similar or equivalent position
Strong proven track record in working with Director level functions in public administration, development, and/or other related fields.

Required Skills and Competencies:

Proven track record in organizing Executive meetings at the executive/board level

Role Purpose
Teaching at the Right Level (TaRL) Africa seeks an MLE Associate to support the design and implementation of measurement and monitoring strategies for our TaRL programs across countries. The associate will work with partners and country teams to coordinate and streamline data collection; analyze data; and establish feedback, review and reporting structures. In addition to this, the... associate will lead/ support nimble learning studies to unpack, adapt, and improve aspects of TaRL programming.
This role provides an excellent opportunity for individuals who are motivated to use data to improve the learning outcomes of children globally, especially Africa. 
Major roles and responsibilities
Provide oversight to the country teams to develop a robust program measurement, monitoring and review strategy: An effective measurement, monitoring and review strategy is crucial for creating strong localized TaRL programs that are embedded within existing government systems. The MLE team works closely with the program and content teams to provide regular feedback to government and partners from TaRL implementation. They also build their capacity to understand and use data for immediate course corrections.  

Understand the program objectives and different stakeholder needs to support the country MLE associates and partners in designing tools/ processes for data collection, verification, mentoring, and review, and in building the capacity of government and TaRL Africa teams on data use.
Support country teams on analyzing program data and sharing key insights with government stakeholders, partners and TaRL Africa Central team on the successes, challenges, lessons learnt and highlight areas that require urgent attention.
Develop a strong understanding of governments’ existing measurement and monitoring systems in TaRL Africa’s directly supported countries and undertake efforts to embed TaRL data systems into the government systems.
Regularly assess the technical capacity of country M&M associates and conduct workshops on data analysis, visualization, dissemination, and other technical aspects as necessary.

Lead/ Support scoping, designing, and testing nimble learning/ deep-dive study ideas: TaRL Africa believes in adaptive learning and course-correction of programs in the pursuit of making the TaRL programs more effective and owned by governments. In addition to rigorous research and evaluations to build on the already strong evidence for TaRL, we regularly conduct nimble learning studies to better unpack program challenges and identify ways to strengthen.

Design pilot assessment and monitoring systems
Oversee and support pilot implementation including training of stakeholders
Provide contextual knowledge, make field plans to implement learning activities on the ground
Train and supervise enumerators/ country teams on data collection
Monitor pilot process and providing periodic reports;
Analyze, report and disseminate pilot outcomes to government, partners and internal teams.

Education and Qualifications

Minimum qualification: A Bachelor degree and 2 years of work experience as an analyst or similar positions with an analytical bent. Applicants from for-profit/ consulting background looking to switch to the social sector for creating impact are also welcome to apply.
