Background

H.E the Governor had promised to establish an ICT Hub to facilitate access to BOPS and identify opportunities locally and internationally by leveraging on diaspora engagements. This was outlined in the Agenda no. 7, on Youth Agenda and sports in his manifesto of 2022-2027. The Nyamira ICT hub is located next to headquarters’ offices and is now ready for use. It is well connected... with internet and can host 20 trainees in one sitting. Welcome to the Nyamira county ICT hub.

Introduction


An ICT Hub is a center designed to promote digital literacy, innovation, and economic development through access to technology and training.
The Nyamira ICT hub aims to:

Equip citizens especially the youth with the skills needed to participate in the digital economy and access online services.
Serve as access points for government services, e-commerce, and other online resources.
Create job opportunities, particularly for youth and stimulate entrepreneurship in the digital space.
Be centers of excellence, fostering innovation and supporting the development of new digital solutions.
Provide training and access to computers and the internet, enabling citizens to develop essential digital skills.
Be a crucial part of Kenya's national digital transformation agenda, aiming to empower citizens, drive economic growth, and foster a more inclusive digital society.




Training Design

The hub has 20 computers ready for use. We shall have 20 cohorts for training. Each cohort will have 20 trainees and each training will take 2 weeks. This translates to 20 trainees per training and 40 trainees in one month.

The county will hire a lead trainer who will be training the youth in the following areas.


Online writing
Entrepreneurship in digital space
Online marketing
Basic digital skills 


All this will help the county to achieve pillar no. 3 on the governor’s manifesto on wealth and jobs creation because this hub will link the youth to opportunities locally and internationally. Once youths are empowered, hardcore poverty will be reduced from 7.6% to 3% in Nyamira county. more

Requirements for appointment:-

For appointment to this grade, an officer must have: -

Served as an Assistant Director of Human Resource Management for a minimum period of three (3) years;
Bachelor's Degree in any of the following fields:- Human Resource Management, Human Resource Development, Human Resource Planning, Business Administration, Education, Sociology, Political... Science/Government, Anthropology or any other relevant social Science from a recognized institution;

Duties and Responsibilities: -

An officer at this level will either be responsible to the Deputy Director of Human Resource Management in a big Ministry/Department or will head a Human Resource Management Division/Unit in a smaller Ministry/Department. In the Human Resource Management unit, the officer will be the liaison officer between the Ministry and the Directorate of Personnel Management and the Public Service Commission.

Specific duties will include:-

Implementation of human resource management policies, rules and regulations and ensuring adherence to the laid down procedures, rules and regulations;
analyzing the impact of the human resource management policies, rules and regulations on the staff in the Ministries/Depariment;
advising the authorized officer on the delegated powers and ensuring proper implementation and scope of advising the authorized officer on the professional human management standards and ensuring that the standards are maintained in the Ministry/Department;
Advising the Ministry/Department on succession management, human resource planning/utilization of human resources;
Career development and initiating development and review of schemes of service;

Terms of service:

Have a Master’s of Science Degree... in any of the following disciplines;- Veterinary Medicine, Veterinary Surgery, Animal Nutrition and Feed Sciences; Animal Genetics and breeding; Clinical studies, Veterinary Public Health, Livestock Production Systems; Poultry Science; Veterinary Anatomy; Reproductive Biology; Veterinary Pathology and Micro Biology; Clinical Pathology and Laboratory Diagnosis; Fish Science; Apiary Science; master of Public Health; Applied Veterinary Parasitology; Applied Microbiology; Comparative mammalian Physiology; Pharmacology and Toxicology; Wildlife Health and Management; Veterinary Epidemiology and Economics; Animal Production or Aquatic Sciences from a recognized institution; and
Have a Certificate in computer applications from a recognized institution.

Duties and Responsibilities

Participating in carrying out impact assessment on animal diseases;
Undertaking forensic investigations and compiling appropriate reports;
Offering veterinary services at sub county level;
Undertaking disease control activities such as disease search, mapping, vaccination and enforcement of livestock movement, training stake holders on vector control programmes, animal health, breeding, welfare and good veterinary practices;
Analyzing data and preparing reports on animal health products and markets;
Undertaking post-mortem examinations and other diagnostic tests;
Interpreting laboratory results and making appropriate recommendations;
Inspecting grading and licensing plants processing animal products and transport carriers and containers; examining animals and issuing animal health certificates;
Participating in field efficiency trials for drugs, vaccines and acaricides;
Disseminating data or information on animal health, products and markets; and
Collaborating with stakeholders in providing veterinary services. more

Requirements for Appointment

Possess a Bachelor of Veterinary Medicine (BVM) Degree from a recognized institution. Having a Master’s of Science Degree in any of the following disciplines;- Veterinary Medicine, Veterinary Surgery, Animal Nutrition and Feed Sciences; Animal Genetics and breeding; Clinical studies, Veterinary Public Health, Livestock Production Systems; Poultry Science; Veterinary... Anatomy; Reproductive Biology; Veterinary Pathology and Micro Biology; Clinical Pathology and Laboratory Diagnosis; Fish Science; Apiary Science; Public Health; Applied Veterinary Parasitology; Applied Microbiology; Comparative mammalian Physiology; Pharmacology and Toxicology; Wildlife Health and Management; Veterinary Epidemiology and Economics; Animal Production or Aquatic Sciences from a recognized institution; is an added advantage;
Atleast three years experience as a veterinary officer;
Be registered by the Kenya Veterinary Board;
Have a certificate in computer applications; and
Have demonstrated a high degree of professional competence and administrative capabilities in initiating and implementing veterinary services policies.
