Responsibilities:

Support the DKM in producing high quality data and knowledge management deliverables for the Senior Monitoring Advisor.
Engage with the DKM, DCPs, RPs, USAID, and other IPs through regular trips to Mogadishu to facilitate uptake and use of the virtual platform.
Manage the day-to-day performance of the DCPs/RPs.
Responsible for Somalia-level data quality control, liaising... with the national and state level Somalia government officials, and attending meetings when possible.
Develop and operationalize a lessons-learned and issues tracking system.
Deliver virtual platform training for project staff and system users.
Ensure high quality data is collected, cleaned, and verified.
Ensure technical aspects of data-sharing are implemented according to project guidelines and USAID direction.
Facilitate the practical application of knowledge resulting from monitoring, assessments, and other activities.
Provide coaching and mentoring to Field Monitors and observe progress during site visits.
Conduct continuous evaluations of knowledge and learning activities and promote effective use of monitoring results.
Coordinate technical and administrative/logistical aspects of the production or delivery of knowledge management activities.
Perform any other duties as assigned by the Senior Learning Advisor.

Qualifications:

Bachelor’s degree in monitoring & evaluation, or other relevant disciplines is required. Master’s degree is preferred.
Minimum five years of professional work experience related to monitoring, evaluation, accountability, and learning (MEAL) is required, including four years of field-based experience is preferred.
Minimum five years of professional work experience in planning and implementing programs focused on MEAL is required.
Relevant technical work experience in third-party monitoring (TPM) research and/or implementation.
Familiarity with issues related to the implementation of humanitarian assistance activities for refugees and IDPs, food aid, and multi-sector humanitarian assistance in Sub-Saharan Africa.
Familiarity with the operations of BHA-funded programs in Somalia is highly desirable.
Proficiency in written and spoken English is required.
Technical capability to oversee quality control on TPM and analytical work products.
Excellent oral and written communication, analytical, interpersonal, and team management skills.
Experience working with USAID and/or other international donors.

The Communications and Logistics Assistant will be a part of the team supporting the USAID/Kenya and East Africa and USAID/Somalia missions. Responsibilities:
Operational

Work closely with the Finance and Operations Manager to provide operational support to project activities, specifically for USAID/Somalia team.
Support financial needs by processing payments, preparing tax forms, and scanning financial documents in a timely manner.
Assist in arranging and coordinating travel for both long- and short-term staff, including facilitating booking of venues for accommodation, meals, conference facilities, and other related services.
Support and lead compliant procurement actions as needed (e.g., for materials for workshops).
Ensure asset inventory control and management, facilities management, and coordinate transportation.
Perform errands in support of assigned tasks, such as post-office deliveries, pickups, project purchases, or other miscellaneous tasks.

Technical

Position Summary:
The Quantitative Instrument Development Consultant will support the development of quantitative data collection instruments for third-party monitoring activities for the USAID/BHA projects in Somalia. Instruments will cover multiple humanitarian assistance sectors, including Agriculture, Economic Recovery and Market Systems (ERMS), Food Assistance, Health, Multi-Purpose Cash... Assistance, Nutrition, Protection and Water, Sanitation and Hygiene (WASH). The instruments of each sector will be developed to collect data from assistance beneficiaries and key stakeholders. The Consultant will work closely with the Qualitative Instrument Development Consultant and report to the SMLP-2 Senior Monitoring Advisor. This role has an estimated level of effort of 11 days.
Responsibilities:
Document Review

 Review the TPM strategy and design documents guiding the overall SMLP-2 project, including the Data Collection, Verification and Analysis Plan (DCVAP), and the Monitoring Plan and Schedule (MPS).
 Review a collection of pre-existing data collection instruments and assess suitability for SMLP-2.

Instrument Development

 Develop and refine quantitative data collection tools, including Beneficiary Surveys and Structured Observation Checklists for each of the sectors.
 Collaborate with the Qualitative Instrument Development Consultant to develop an organizing structure and naming convention for instruments.
 Collaborate with the Senior Monitoring Analyst to digitize data collection instruments into mobile data collection formats.
 Deliver quantitative data collection instruments necessary to conduct third-party monitoring of BHA activities in Somalia, across all relevant sectors.

Qualifications:

 Master's degree in international affairs/development and social science with practical research experience is required.
 Minimum five years of demonstrated experience in quantitative research and/or monitoring, evaluation and learning in the humanitarian or development sectors of Somalia is required.
 Experience working with data collection software such as Fulcrum preferred.
 Experience with monitoring donor-funded programs, preferably with a familiarity of USAID.
 Knowledge of remote third-party management methodologies is required.
 Familiarity with the operations of BHA programs and knowledge of IP activities in Somalia is highly desirable.
