Position within the Organization

The Senior Programme Advisor is a member of the Programme Management Unit which manages and implements Interpeace’s active and ongoing programmes around the world. The Senior Programme Advisor reports to the Kenya Country Representative and liaises at a strategic level with colleagues at global operations, programme development and innovation, strategic partners... and communication and policy, IPAT and learning.

The Senior Programme Advisor has four main areas of responsibility:

Business Development: Building the Kenya Programme portfolio through production of funding proposals for the programme, for East/Horn of Africa cross-border programming, and leading fundraising actions for sustainability of programmes. In addition building relationships with donors, other peacebuilding organisations, and development, humanitarian and human rights organisations to explore programming around the HDP and conflict/human rights nexus.
Programme Innovation: helping the Kenya programme to innovate into new thematic areas, including, but not limited to peace responsiveness, climate change, mental health and psycho-social support (MHPSS). This includes conducting background research, providing and sourcing training and technical assistance for our programmes, assisting programme design, etc.
Research: Lead and coordinate Interpeace’s Kenya research products. In coordination with the Programme Manager and the programme team capacity build the field teams on doing research, participating in research processes, leading the procurement of research services, helping in the production of research outputs, and participating in the validation and dissemination of research.
Design, Monitoring, Evaluation and Learning: helping the programme in project and strategy design, improving monitoring frameworks and ensuring that the programme collects strong evidence, and ensuring that the programme has a very strong learning element.

Duties and responsibilities
Business Development:

Lead inclusive design workshops for new programme development initiatives and ensure that there are strong processes of co-creation with all programme staff and partners.
Lead on the production of funding proposals, which includes close collaboration with the senior regional representative, country representative, the head of programme development, global DMEL manager, regional heads of comms and Operations team.
Build and maintain strong relationships with donors and ensure that Interpeace is considered as a key partner to the large development partners.
Build and maintain strong relationships with important peacebuilding, development, humanitarian and human rights actors, including multilaterals, INGOs, for profits, CSOs, think tanks, governmental and intergovernmental agencies.
Contribute to organisational processes to strengthen coherence and collaboration between programme management and programme development.

Programme Innovation

Support the integration of Peace Responsiveness with the Kenya and regional programmes, including through the provision of background research and information sharing of developments within the peace responsiveness field, technical advisory support, provision and sourcing of professional development for teams, coordination with relevant actors in this space, production of learning/position papers, etc.
Support the integration of resilience for climate change within our peacebuilding programmes through the provision of background research and information sharing of developments within the peace responsiveness field, technical advisory support, provision and sourcing of professional development for teams, coordination with relevant actors in this space, production of learning/position papers etc.
Support the integration of mental health and psycho-social support through the provision of background research and information sharing of developments within the peace responsiveness field, technical advisory support, provision and sourcing of professional development for teams, coordination with relevant actors in this space, production of learning/position papers etc.
Support the Kenya programme to better integrate cross-cutting priorities, including gender equality, youth inclusion, human rights.
Contribute to organisational processes to strengthen coherence and collaboration between programme management and policy.

Research

Support the team in the early development stages of new research projects, including decisions on the objectives, audience, delivery format, division of labour (who does what), setting time-lines, etc.
Support the teams and consultants with research design, including development of research questions and methodology.
Provision of training for field teams on research processes, including research ethics, facilitating KIIs and FDGs, development of topic guides / questionnaires, how to probe, data analysis.
Providing oversight and quality assurance for all the research products.
Liaising with comms teams on visibility, copy edit, research design, etc.
Assisting the team in research validation processes.
Provide research dissemination strategy, ensuring that we maximize the impact of research and that we consciously work towards achieving the primary research objectives.
Contribute to organisational processes to strengthen coherence and collaboration between programme management and the communication department.

Design, monitoring, evaluation and learning

In close collaboration with the country representative and programme manager, help to strengthen the M&E systems.
Assist the teams in the production of strong evidence that we can utilize in our programme design.
Assist the programme with the production of learning products, and ensuring that learning products are integrated with the professional development goals of staff and field teams.
Assist in the identification of learning needs and opportunity and explore these.
Lead the design and participate in the dissemination of Interpeace’s learning products to external audiences, including through the participation in conferences, in coordination meetings, donor meetings and other relevant platforms to disseminate our learning.
Contribute to organisational processes to strengthen coherence and collaboration between programme management and the DMEL department.

Qualifications:

Relevant experience and qualifications may include:

Education

Advanced or a Master’s Degree degree in international relations, political science, development, management, or relevant field

Experience

Fifteen years years of relevant experience in peacebuilding, political and/or developmental work with increasing management responsibility.
Five years of relevant field experience desired.
Experience working in Kenya and in the region is essential.
Ability to demonstrate record of business development history in the recent work is required. Demonstrated effectiveness and substantial experience with short and long-term planning; financial, personnel and program management in cross-cultural, international organizations
Demonstrated experience in conflict resolution/peacebuilding, advocacy, partnership management, proposal writing and programme management.
Very strong proven track-record in conflict analysis, proposal development – strong writing and analytical skills are quintessential.
Proven record of recent published research work.
Preferably proven experience in any of the following thematic areas: peace responsiveness, climate change, MHPSS, gender, WPS/YPS, human rights, security sector reform and rethinking stabilisation.

The Global Design, Monitoring, Reporting and Learning Officer is a member of the Policy, Learning and Advisory Services Team, which leads Interpeace’s policy and thought leadership work, and links Interpeace’s peacebuilding research and scholarship with the organisation’s peacebuilding practitioner/field experience. The Unit explores and develops innovative policy proposals and practical... initiatives relating to peacebuilding and interacts with the United Nations and other international organisations and actors in order to advance their thinking and lift their peacebuilding capacities. The Team leads in fostering a policy learning culture in the Interpeace. The Unit is also responsible for ensuring a comprehensive, evidence-based, effective and institution-wide framework for monitoring and evaluation of Interpeace’s peacebuilding including harvesting data and findings that can be used for reporting obligations and communications purposes. The officer works primarily in collaboration with other Monitoring and Evaluation colleagues as part of a team, and is required to interact with colleagues undertaking practical peacebuilding in the field as well as colleagues responsible for communications and donor liaison.
Purpose and General Overview
The Global Design, Monitoring, Reporting and Learning Officer plays a key role in Interpeace’s knowledge and information management, responsible for advising design, monitoring and evaluation as well as learning processes of country programmes as well as shaping and socialising institutional DMEL framing and guidance.  The Officer is also responsible for ensuring the timely capture, recording and dissemination of data and other information demonstrating Interpeace’s progress and results (internally and externally), as well as supporting learning processes within Interpeace. The Officer contributes to developing and strengthening Interpeace’s institutional reporting frameworks and provides guidance and technical support to Interpeace colleagues.
Duties and responsibilities
Institutional Monitoring and Evaluation:

Provide guidance to ensure the application, management and strengthening of Interpeace’s institutional measurement framework;
Co-Lead the development and roll-out DM&E guidelines and tools at the institutional level;
Coordinate the review, maintenance and storage of institutional monitoring, evaluation and reporting tools and systems;
Co-design training materials and lead on the induction of new staff on institutional DMEL practice and expectations;
Provide practical guidance to address shortfall and coaching for Interpeace staff in information recording and management that affects DMEL;
Participate in donor and partner meetings and respond to donor inquiries related to DMEL at the institutional level and at the programme level as requested

Reporting:

Lead the management and revision of reporting systems (context updates, progress against yearly workplans, strategy implementation and institutional indicators monitoring) enabling adequate data to be collected according to their availability and use;
Promote and support regular inputting of data by other colleagues into these systems as required within the framework of the International Aid Transparency Initiative (IATI) and towards institutionally identified indicators of progress and achievement;
Compile, analyse and visualize data as required per different reporting needs and audiences;
Contribute to reports for institutional donors and other Interpeace partners to ensure accuracy of information, its coherence with DMEL standards, and effective communication.

Design:

Lead the facilitation of design workshops for new and existing programmes as requested and support programmes in the development of country strategies that align with Interpeace’s 5-year strategy and;
Lead the development of theories of change, logical frameworks and M&E plans for existing projects where there is no dedicated M&E capacity and in support of PDU proposals as requested
Ensure that programmes and policy projects are following guidance on budgeting for MEL activities;
Ensure that the programmatic work in-country feeds into Interpeace’s 5-year Strategy and Annual workplans;
Contribute to the writing of programme and policy proposals and concept notes in order to ensure that issues about monitoring and evaluation are taken into account, clearly stated and in line with team capacities and existing systems (e.g. Logframe and indicators, M&E plan, Theory of Change).

Collaboration with country level monitoring and evaluation:

Provide technical assistance and guidance for the development and roll-out of monitoring and evaluation systems and tools at the country or project level
Lead design and analysis of quantitative baseline, mid-term, and end line studies as well as other quantitative research as necessary;
Assist programmes in planning and facilitating Outcome Harvesting and periodic reflection processes for country programmes ;
Support external programme assessments and evaluations through the development/review of TORs for evaluations and baselines, the recruitment and management of consultants, the review or design of data gathering tools and processes and review of final reports;
Synthesize evaluation findings to ensure the integration of recommendations into ongoing and future programming;
Develop and maintain a database to record, track progress and report on implementation of evaluation recommendations;
Ensure that shortfalls in monitoring, evaluation and information management that affect programme implementation are identified and addressed.

Learning

Design and maintain internal knowledge management platforms (teams, sharepoint)
Develop strategies for documenting and disseminating lessons learned, success stories and methodological innovations within Interpeace, especially for Programme Management, Policy and Communications colleagues;
Develop and update internal documents which allow the capturing of lessons learned and ensure the transfer of savoir-faire among colleagues and between programmes and policy initiatives
Contribute to advancing the Interpeace approach by sharing lessons learned, best practices and innovations with Interpeace colleagues beyond the specific programmes and policy initaitives;
Lead the fostering of a learning and reflective atmosphere within the programme/policy team and/or partner teams this includes accompanying relevant teams in the development of work plans for learning as well as mobilization for face-to-face meetings between partner and staff from different countries, regions and offices;
Provide relevant material for publications (including donor reports) that capture results, outcomes and change as well as learning;

Qualifications:
Candidates with relevant qualifications and experience in Design, Monitoring, Evaluation and Learning (DMEL), a tertiary degree, and working proficiency in English and French, are invited to apply.

Development of M&E and/performance monitoring plans and tools.

Purpose and General Overview         
The Regional HR Manager is responsible for overseeing the administration, coordination, implementation and evaluation of HR policies, initiatives, plans, processes, and programmes for the East Africa and Great Lakes regions. S/he oversees the full spectrum of HR processes including post creation and job evaluation, , recruitment, contracting, performance... management, compensation and benefits, on/off boarding and management of the employment work cycle. S/he is responsible for labour law compliance as well as for compliance with the organisation’s HR policies.

Lead and manage Human Resources function, provide overall advice, support, coordination and management to the Human Resources teams as well as strategic & operational Human Resources support to the Country programmes in East Africa & Great Lakes regions. In addition, provides efficient support to the Nairobi office and partners in HR related matters in accordance with existing Interpeace policies and procedures.
The Regional HR Manager informs the structure and design of global HR frameworks and systems and is responsible for optimizing them to ensure that they are relevant and responsive to the East African and Great Lakes regions.
The Regional HR Manager contributes to the development of the HR unit’s goals, objectives and workflows to attract, develop and retain a high-performance workforce in the region.
The Regional HR Manager is also responsible for upholding high standards of duty of care and acts as the principal adviser and referent for the East Africa and Great Lakes regions on applying HR policies, guidelines, processes, and practices.

Position within the Organization                                                                                                 
The Finance Assistant is a member of the finance section of the Global Administration Support Unit which encompasses Finance, Administration, Internal Audit and HR. The Global Operations Unit is led from the Headquarters Office in Geneva, although team members are... based in different locations around the world.
The Finance Assistant works closely with other Finance Officers in Nairobi, administration staff, programme staff and partners staff to create a more efficient and effective Finance function for an agile, responsive and high performance Interpeace.
This position requires one to consult with and/or coordinate activities with internal and external actors. There is an element of persuasion, influence and provision of professional advice and direction, but it is not a regular activity.
Duties and responsibilities

Specific Duties
Office accounting

Reviewing of all source documentation for Nairobi Office income and expenditure to ensure compliance with Interpeace financial rules and procedure
Draw up payment vouchers and receipts for all expenditures and incomes and ensure proper authorization of payment vouche
Enter all transactions into the ECA QB and process bank transactions.
Process travel advances and follow up to ensure their subsequent liquidation.
Review all local expenses for billing purposes and Manage Accounts Payable to ensure all local payments comply with policy requirements.
Ensure Maximum compliance with filling of Statutory Taxes (PAYE, NSSF, NHIF, NITA) and other Relevant Taxes.
Reconcile all local bank accounts and constantly review banking arrangements to ensure timely transfer of funds and minimize exchange loses and bank charge
Reconcile all Balance Sheet accounts and follow up to clear non-current items.
Prepare Draft Financial Statements for and supporting schedules as requested by the auditors and act as the focal point for the auditors during Statutory and Donor/Programme audits.
Monitor the implementation and clearance of internal and external audit issues and recommendations.
Conducting Petty Cash Spot checks on a regular basis.
Upload QuickBooks back-ups and financial reports on SharePoint monthly.

Others

Participate in Proposal development team meetings and contribute by providing technical guidance/suggestions to proposal development, activity planning, interpretation of donor requirements.

Qualifications:                                                                                                                               
Education

Degree in Business Administration, finance, or related field from a recognized University
Accounting certification (partial or full CPA or equivalent)

Experience

Minimum of 2 years of relevant and progressively responsible experience in the professional field of finance and accounting in not-for-profit setting.
Experience of computerized accounting software, preferably QuickBooks and ERPs, preferably SunSytems.
High level of IT proficiency in use of all MS Office applications.
Ability to work successfully as part of a diverse and multicultural team.
Experience of conducting capacity-building for partners and staff on financial systems and good financial practices. Experience working in field locations.
Have demonstrated high understanding of finance and accounting matters preferably within the not-for-profit sector.
