Key responsibilities for this position include:

Develops monitoring and evaluation frameworks, processes and practices for the project that responds to both donor and International IDEA needs; Coordinates and leads all project evaluations and the monitoring of results;
Supports project planning and the compilation of partner inputs;

Liases with the donors on monitoring, evaluation and the communication of results;
Works with partners in developing outcome stories and outreach data for the project.

Contributes to trainings for national partners on monitoring and evaluation related processes;
Contributes to internal training;
Integrates a rights-based approach, gender and diversity perspective in all monitoring, reporting and evaluation activities;
Conducts risk management in line with the organisational risk management policies and procedures.

The Monitoring and Evaluation Officer must possess and be able to demonstrate:

University degree in development studies, business administration, public policy, international development or other relevant discipline;
Minimum of five (5) years professional experience in monitoring and evaluation, responsible for implementing monitoring and evaluation activities of international development projects, preferably with a focus on support to democratic institutions and civil society organizations on issues related to elections and civic education;
Proven success in designing, implementing, and operating project monitoring and evaluation systems from project initiation to closeout stages is essential;
Experience with donor funded projects and requirements, as well as familiarity with their processes and systems is essential.
Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies is essential;
Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans is considered an advantage;
Experience in planning and managing surveys on behavioral impact of projects implemented is considered an advantage;
Fluency in written and oral English is required. Knowledge of written and oral Swahili is an asset.

Key responsibilities for this position include:

Provides communications and media support to the International IDEA office in Kenya, and to all partners within the project;
Regularly coordinates and hosts communications meetings with the focal points of all partners to stay informed about planned activities, upcoming events and campaigns, and provide guidance and support;
Leads the project’s... branding and visibility activities.
Coordinates inputs from project partners, and uploads content generated by the project to the relevant communication forums;
Updates the WPP website and publicizes project events including regular communication with the website developers.

Responds to media/press inquiries and pitches Op-Eds and stories to media for placement;
Maintains the project database by soliciting inputs from implementing partners and including International IDEA updates;

Creates clear infographics and digital assets for use online and in presentations. Handles digital art manipulation;
Provides content for SIDA’s public communication channels in close coordination with the Sida Gender Advisor and ensures adequate visibility of Sida as donor of the project throughout all project communication activities.
Monitors and reports on impact and analytics. Generates monthly and quarterly analytics reports, as appropriate, for all social media platforms and for the newsletter.

The Communications Officer must possess and be able to demonstrate:

University degree in communications, journalism, international relations or other relevant discipline;
Minimum of three (3) years professional experience in a similar role, or as a writer in communications for development, preferably within the governance context;
Experience in communication for gender equality with integration of a gender and diversity perspective in all activities.is essential;
Experience in communications strategy development and implementation;
Demonstrated experience in creating and maintaining social media campaigns;
Strong graphic design skills and ability to use all related Adobe tools;
Knowledge of social media tools, Google Analytics, and content management systems including Drupa;
Experience of working in an international context, e.g., in an intergovernmental organization, considered an advantage.

Scope of Work


The Incumben will contribute to the implementation of the iKNOW Politics 2023 Annual Work Plan through:
Website content management

Maintain and populate the news section of the platform with daily updates.
Expand the knowledge library with new resources on women’s political participation.
Develop the elections section/timeline with country election information and content... on women in elections.
Identify relevant events and trainings on women’s political participation and promote them to the iKNOW Politics network.
Translate website content (interviews, texts, articles) from English to Spanish and French.
Perform regular quality control on language versions of the website (bugs, incorrect links, quality of pictures, search functions, content organization, etc).

Strengthening and expanding the iKNOW Politics Network

Manage the network, facilitate communication between users and encourage contributions from experts, partners, and collaborators in relevant language platforms.
Expand the network by reaching out to politicians, international organizations, NGOs, academic institutions, women organizations, youth, indigenous peoples, and minority communities.
Design, disseminate and moderate online discussions and mobilize users to contribute.
Manage the process of collecting and disseminating lessons learned on women’s political participation from the discussions generated on the iKNOW Politics portal.
Filter and respond to messages, contributions, and queries to determine the most relevant information and resources to be shared with the network.
Respond to users’ requests through active solicitation of expert feedback.

Supporting the development of knowledge products

Conduct research and contribute to online discussion reports and summaries.
Conduct interviews and produce videos to showcase good practices on women’s political participation.
Support the production and dissemination of iKNOW Politics newsletters.
Organize, manage, and promote thematic webinars and social media Live events.

Applying innovative communication approaches via social media platforms

Maintain and feed the iKNOW Politics social media pages, including Facebook, Twitter, YouTube, and Instagram with daily content.
Identify relevant online campaigns and collaborate with partners to promote iKNOW Politics.
Monitor and report on social key performance indicators such as reach and engagement.

Duration of Assignment and Duty Station  
The assignment will be based at an International IDEA Duty Station and is fixed term until 31 December 2023. The position is to start immediately, and will be full time, working for 37.5 hours per week, 5 days per week.

 Management and Organisation

The incumbent will work under the overall direction of the iKNOW Politics Steering Committee, with the regular reporting to the iKNOW Politics Project Coordinator and the Senior Advisor for Democracy and Inclusion of International IDEA or her designated representative.
A laptop and all software programmes needed for the assignment will be provided to the incumbent. These will be returned to International IDEA when the contract is terminated and will not be extended.

Qualifications and Experience
Education:

Advanced university degree (Master's degree or equivalent) in journalism, communications, gender studies, political science, international relations, or related fields.
A first level of university in combination with at least two years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

At least 2 years of progressively responsible experience in public information, communications, journalism, international relations, or related area, preferably in the development field.
Knowledge of the recent advocacy trends in the advancement of women in politics.
Experience in women’s participation, representation, and leadership is an advantage.
Experience working in an international context is an advantage.

Languages:

Fluency in oral and written English, Spanish, and French is required.
Knowledge of Arabic is an asset.

Duties and Responsibilities

Education and Experience

A minimum of six (6) years of project management, strategic and advisory experience in the field of democracy and governance support, with a focus on gender, in developing country contexts, preferably in Africa;
At least three (3) years’ experience in management positions;
Proven experience of project coordination and management during all stages of the project cycle in developing country contexts, including experience with flexible and adaptive project delivery is essential;
Experience working with major development partners is essential;
Experience working with government units, regional political bodies, the African Union and Member States is essential.
Experience managing multi-partner consortiums/projects is desirable;
Excellent knowledge of written and oral English required. Knowledge of written and oral French is considered an asset.
