POSITION SUMMARY:
HIAS Kenya is committed to providing regular supervision and debriefing sessions to all the staff which is meant to enhance the... effectiveness of staff in handling work-related stress as well as effectively deals with burnout and develop professional resilience and development.  HIAS Kenya is looking for a psychological consult to provide quality staff psychological debriefing service and related services. Specifics debriefing may include all staff debriefing, group debriefing for social workers, community workers and counselling psychologists.
OBJECTIVES & DELIVERABLES:
The Objectives of the consultant will be.

Carry out periodic needs assessment of the MHPSS teams (Counselling Psychologists, Social workers, Community Outreach workers) and GBV teams (Caseworkers) and Protection teams (Case workers)
Facilitate monthly group psychological debriefing and intervention of the MHPSS teams (Counselling Psychologists, Social workers, Community workers) and GBV teams (Caseworkers) and Protection teams (Case workers)
Facilitate clinical supervision of the MHPSS supervisors
On a needs basis facilitate group psychological debriefing and intervention for all HIAS staff
On a needs basis facilitate group trainings for all HIAS staff on topics related to mental health
Produce well−written and comprehensive reports after the sessions highlighting thematic issues discussed and recommendations

EXPECTED OUTPUTS
       The expected key outputs are.

Facilitate HIAS staff group counselling at workplace sessions that may be arranged as requested by HIAS Kenya. The group sessions are meant to assist in achieving improved stress management, dealing with burnout, peer support, personal development, and professional resilience.
Upon request, carry out periodic HIAS staff needs assessment to inform on the support they need with a view to enhancing self-care practices to prevent vicarious trauma and burnout.
On needs basis, facilitate group psychological debriefing and intervention for all HIAS staff.
Produce well-written and comprehensive reports after facilitating group counselling sessions highlighting thematic issues that emerged and recommendations

QUALIFICATIONS & REQUIREMENTS:

Master’s degree in clinical or Counselling Psychology
Formal training in clinical supervision (Certificate or diploma in supervision)
3 years’ experience in providing counsellor supervision and support
3 years’ experience in providing staff support (counselling at the workplace and employee assistance program)
Demonstrated experience and skills in facilitating group interventions
Relevant regional and international experience providing services to NGO’s similar to HIAS

TITLE: SITUATIONAL ASSESSMENT ON THE PLIGHT OF LGBTIQ+ REFUGEES IN KAKUMA REFUGEE CAMP, TURKANA.

POSITION SUMMARY:
HIAS has received several requests through our helpline and social media handles to... offer support to refugees in Kakuma refugee camp. Additional concerns have also been raised by local and international partners highlighting the plight of the LGBTIQ+ refugees in Kakuma Refugee Camp. The latest surveys conducted in Kakuma also suggest the environment at the camp is not conducive for LGBTIQ+ refugees. This has prompted a deliberate effort to conduct a situational assessment to understand the plight and conditions of the LGBTIQ+ refugees in the Kakuma refugee camp.
The assessment aims to:

To identify legal protection, mental health and psychosocial support and gender-based violence achievements, challenges, and gaps in reference to LGBTIQ+ refugees as well as livelihood situation and security concerns.
Identify existing mechanisms to respond to LGBTIQ+ refugees’ protection needs and risks and highlight gaps in the interventions targeting LGBTIQ+ refugees in  Kakuma Refugee Camp.

OBJECTIVES & DELIVERABLES:
 
The main purpose of the assessment is to provide data and information that will inform current programming plan and to effectively tailor upcoming capacity development programs, determine HIAS’ added value in establishing new programs and services, and ensure that program design is relevant to the needs and experiences of LGBTIQ+. The consultant will work in close coordination with the Programs, Monitoring, evaluation and learning (MEAL) team, and HIAS partners on the ground, with support from the technical team. The following are the specific objectives of the assessment.:

Identify LGBTIQ+ refugee needs and recognize trends in their protection issues, including access to services and rights.
Develop a report that includes relevant recommendations based on needs and HIAS’ areas of programming.
Identify and map the current services available and local responses (including strengths and gaps of existing networks and services).
Identify other legal protection, mental health, and GBV gaps facing LGBTIQ+ refugees.
Determine immediate programming priorities and generate recommendations for legal protection, mental health, and GBV areas for LGBTIQ+ refugees.
Determine HIAS’ value add responding to the crisis, complementing current services.

SCOPE OF THE ENDLINE EVALUATION
The geographical scope of the study will be within the Kakuma refugee camp and Nairobi. The design and implementation of the needs assessment will align with the ethical and quality standards for Protection, MHPSS and GBV assessments, and put the voices of affected populations in and implementation of the needs assessment.
METHODOLOGY OF THE EVALUATION
The needs assessment methodologies will include:

Secondary documentation: Desk review of other studies-related studies targeting similar groups.
Quantitative approaches to collecting data, including survey data collection as required to provide information on the baseline status of selected indicators.
Qualitative approaches, such as focus group discussions, and key informant interviews, observation as needed.

The consultant will make sure to identify key informants and local representatives of LGBTIQ+ community, making sure that their inputs are taken into consideration for the identification of gaps in service delivery, emerging needs, as well as proposals to address the lack of access to services and rights for LGBTIQ+ refugees.
The needs assessment is to be consistent with SPHERE   standards through its emphasis on a rights-based and participatory approach in conducting the assessment.
EXPECTED OUTPUTS AND DELIVERABLES
The expected key outputs and deliverables are:

Inception Report: This report will present the detailed methodology, literature review, data collection tools/instruments, and a data analysis plan. The inception report will be discussed with the HIAS baseline study team for any input.
Draft report for stakeholder review—clearly identifying information relevant to the five objectives of the project framework; as well as data gaps and areas that may require further assessment.
Raw and cleaned final dataset(s) containing all data collected for the baseline, including survey responses and KII/FGD transcriptions. The data should speak to each spectrum of the LGBTIQ+ population (disaggregation).
Final Report (incorporating inputs from the review), including main findings and proposals for direct assistance to LGBTIQ+ refugees to improve access to service and relevant rights.
The main body of the report should be a maximum of 40 pages in length, excluding the Table of Content, tables, and annexes). 
PowerPoint presentation describing the assessment process, results, and recommendations. The findings will be presented in a validation meeting with key HIAS staff and stakeholders.
Summary Report (3-5 pages)

TIME-FRAME
Probable date for the situational assessment to commence will be December 2022 and is expected to take a maximum of 28 working days, which includes desk-review, preparation, and implementation, report-writing.
INSTITUTIONAL ARRANGEMENT
HIAS MEAL team will be responsible for the overall coordination of all the assessment tasks with the consultant to ensure timely and quality outputs. In addition, the Program Managers, Program Director, Country Director and Regional technical advisor and technical director will provide all the necessary technical and operational support required throughout the assessment process.
HIAS will provide:

Relevant documentation and background information.
Contacts of relevant stakeholders and set up meetings.
Consolidated feedback/guidance on draft reports. 

QUALIFICATIONS & REQUIREMENTS:

The team leader should possess a postgraduate degree in research-oriented social science or a related discipline.
Have at least 5 years of relevant humanitarian and protection experience, including demonstrable expertise and a good understanding of refugee operations especially in Kenya, refugee protection risks, and relevant international /regional refugee frameworks
Relevant experience in project assessment and/or evaluation, including analysis and report writing assignments.
Commitment to HIAS values and the rights of LGBTIQ+.
Experience conducting LGBTIQ+ assignments or projects
Experience in qualitative & quantitative research methods including participatory approaches data analysis, and reporting with a focus on social research and evaluation, preferably in the region.
Excellent and demonstrated understanding of ethical issues in research
Experience in developing data collection tools using KOBO, ODK 
Excellent verbal and written communication in English and Kiswahili is required.

POSITION SUMMARY:
HIAS seeks to recruit a Child Protection Monitor who will assist in provision of social interventions and... assistance to the most at risk and vulnerable refugee children.
ESSENTIAL FUNCTIONS:

Identify and document child rights violations, refer cases to the appropriate authorities, and provide regular follow-up on each case
Participate in community awareness raising and dissemination of information
Assist in the implementation of appropriate interventions for at-risk refugee and asylum seeker children through activities such as placement in alternative care arrangements with foster families, emergency shelter placement, etc.
Make referrals for vulnerable refugees to access services
Assist in the provision of direct assistance to refugee and asylum seeker children in the community
Provide translation for refugees during activities as needed
Mobilize community members for forums and sensitization campaigns

POSITION SUMMARY:
HIAS works with   communities’ natural systems to optimize support for Persons with Specific... Needs (PSN). This approach enables HIAS to meet the safety, psychosocial, economic, and justice needs of PSNs; and facilitate their access to appropriate care. HIAS seeks to recruit a Community Outreach Worker who will be required to identify the most at risk and vulnerable refugees and provide them with necessary information as needed and link them with opportunities for psychosocial assessment and vulnerability assessment preceding appropriate intervention.
ESSENTIAL FUNCTIONS:

Identification of the most vulnerable refugees in the community in need of protection and psychosocial support (including counselling, food assistance, protection concerns, financial assistance, medical assistance etc.)
Participation in community awareness and information dissemination to members of the community.
Assisting in referral of vulnerable refugees in the community to partner agencies for appropriate intervention.
Provide support to caseworkers in the follow up and tracking of individual cases and updating the status accordingly.
Assist in the provision of direct assistance to refugees in the community.
Assist with translation for refugees in the community during assessments, home visits, counseling sessions and other activities as may be required.
Assist in the mobilization of community members for support groups, community forums and sensitization campaigns within the communities.

POSITION SUMMARY:
HIAS Kenya is in the process of implementing a global electronic data/client management system (CMS) and operating model for managing client's information. The project will have significant impact on ways of working for HIAS staff, which will require a degree of organizational change or re-alignment in the planning and implementation. The project objective is to enhance the... efficiency in service delivery and meet organizational needs and timelines by:

Coordinating client statistical and data collection activities to avoid duplication of efforts in the production of statistics, ensuring optimal utilization of available resources, and reducing  the burden on respondents in providing data
Promoting collaborating among different programs at HIAS in  the collection, compilation  and  generation of reports and statistical  information,  including  statistics  derived from the activities of different programs at HIAS.
Allowing for uploading of documents to individual client files in the CMS database
Allowing service planning

The third function lags behind in execution due to historical data which is stored in different data bases and in formats not compatible to CMS database. A large part of the HIAS Kenya office data is currently out of HIAS CMS in formats such as MS Excel, MS Word and physical files.
OBJECTIVES & DELIVERABLES:
While HIAS has provided the general scope of work for the consultancy detailed below, the consultant is expected to propose a plausible approach to perform the necessary tasks, covering the general data cleanup required (missing information, elimination of duplicates, etc.), data consistency review and final compilation of all records.
The overall objective  of  the  consultancy  is  to  provide  technical  expertise  for  HIAS Kenya in converting data in physical files to a format that can be migrated to the CMS database. This will be done based on a thorough analysis of the current state of many years of data in physical files. The task will involve cleaning the data, editing and capturing existing data in various sources external to the CMS, and converting them into formats to be uploaded to the CMS. The consultant will propose the scope of data cleaning and compilation and validate these procedures with each program.
 
The consultant, in close collaboration with the HIAS Keya team, is expected to define the protocol that the collected data must comply with, prior to data migration. Also, this consultancy will involve  defining how to match the values from the HIAS Kenya historical data collection with the new model in the HIAS CMS database, to produce a single database that must be moved to the data migration template assigned by the CMS HQ team. In summary this consultancy includes the following specific tasks and deliverables:
Tasks and Deliverables

Work plan and schedule of tasks,
Detailed review of the existing databases and systems, including excel databases, physical files and CMS.
Organize at least four consultation meeting with HIAS HQ and county staff to prepare and finalize the digitization structure and protocol
Develop a written plan to compile and clean up procedures for all databases listed in this consultancy for HIAS Kenya, as well as translation to HIAS CMS Data Model procedures.
Develop a flowchart of steps needed to migrate the data in the existing datasets into the
HIAS CMS database. Final compiled and clean data in formats ready to be migrated to the CMS database
All procedures to be performed shall be accompanied by documentation of the tasks, notes and decision process.

All deliverables are worked on in concert with the assigned HIAS Kenya office focal point and will be communicated periodically to both the country team and the HQ CMS team. Additionally, database cleansing will be worked online, within an internal SharePoint library provided by HIAS HQ, in order to ensure access to information and progress to the country team on an ongoing basis.
Issues to be determined include the following.

Which databases and datasets will be migrated?
What standards should be reviewed in the data cleansing process?
How should the historical databases be matched to the new data model (CDM) in the HIAS CMS template for loading information?
What will be the process for validating records with case managers?

Duty Station
It is preferred that the consultant be based in Kenya, but applicants working in other locations will be considered as long as they are able to maintain regular contact with the Monitoring and Evaluation team and the CMS focal point at the HIAS Kenya office, as well as perform tasks that require direct contact with the team, such as consultations, reviews of the database cleaning process, and resolution of issues relevant to the objectives of this consultancy.
QUALIFICATIONS & REQUIREMENTS:

At least a degree (Undergraduate Level) in a relevant field (Computer Science, Data/Information Management, Advanced Statistical Analysis, Information Technology, and Software Engineering)
At least 3 years’ experience related to data management, and data migration processes including the use of common statistical analysis tools such as Power BI.
Prior experience with data management of data sets from the humanitarian sector is an added advantage.

JOB SUMMARY
The Health Safety and Security (HSS) Coordinator is the content expert and reference point for health, safety, and security at national level. He/She works under the direct supervision of the Country Director of HIAS Kenya, and the technical supervision of the Regional Safety & Security Manager for Africa and Eurasia. The HSS Manager is responsible for managing the global and regional HSS Management system and maintain and enhance the national HSS structure, plans and processes in order to support efficiently HIAS programs in Kenya.
 
ESSENTIAL FUNCTIONS:
Responsibilities

Ensure legal compliance to any occupational health, safety and security legislation and duty of care
Development and implementation of HIAS HSS Management System at national level
Conduct ongoing health, safety, and security risk assessments (SRA) and oversee implementation of risk mitigation measures including conducting site-specific health, safety and security reviews of HIAS offices and other program-related sites, as well as advise on the location of new sites.
Monitor, assess and report on HSS risk management, traveler safety, duty of care and compliance with policy, standards and processes.
Facilitate security plans in accordance with HIAS standards and the use of existing templates, forms and processes.
Provide regular safety updates and briefings to staff, including visitor briefings and onboarding procedures for new staff members.
Supervise and manage any security services if applicable.
Promote international standards on traveler HSS to and from the national office and ensure compliance with travel management policy.
Keep records related to development and compliance.
Working with HIAS operations managers in Kenya, design and implement travel management and fleet management processes within the country.
Communicate with other team members to ensure the team knows how to identify health risks, how to protect against illness, injury and stress, and how to get appropriate medical help or treatment; Provide support to the HR department on staff health issues, as required.
Ensure that operational plans and budgets reflect responsibilities for management, training, assistance, safety and well-being of staff.
Create systems to manage HSS risks associated with Kenya's expatriate population in coordination with the Regional Safety and Security Director for Africa and Eurasia.
Manage a HSS related budget to ensure prudent utilization and effective monitoring of  the same.

Training

Strengthen the HSS awareness and skills of all staff.
Support, training, control and development of HSS staff in all offices (Focal points)
Promote the integration of HSS into operations so that administration and programs are strengthened without impeding their functioning.
Design and implement training and exercises for security awareness, standard operating procedures, alternative plans and emergency response measures.
Act and collaborate with management and programs to strengthen stakeholder actions and onboarding approach.
Be an active part of the national leadership team.
Work with the management team on their role in relation to security and duty of care and assist them in integrating HSS into each area of operations.
Represent HIAS externally and in inter-agency forums as requested or required by the Country Director, potentially including the following activities:

Attend cross-cutting coordination meetings on HSS in Nairobi;
Build HSS relationships with partners;
Engage with government partners;
Create HSS forums where they are not yet present.



Threats and Incident management at the national level

Communicate current and foreseeable HSS threats to the country director, HIAS staff in Kenya and to Regional Safety and Security.
Establish a National Incident and Emergency Management Plan in coordination with Regional Safety & Security. Once the ERP is created, act as responsible for training staff on their responsibilities in a crisis.
Ensure that threats that may impact HIAS operations or personnel at the national level have been formally communicated accurately, succinctly and in a timely manner to HIAS headquarters' management, personnel, and ELT.
Oversee the management of incident information during a critical event and retain all current notes, records, and information.
Encourage and train staff and supervisors to actively report threats and incidents.
Report and update incidents using established protocols.
Conduct incident data analysis and share information with national management and Regional Safety and Security.

QUALIFICATIONS AND COMPETENCIES REQUIRED
Qualifications

A minimum of five years' professional experience in a related field, preferably with a humanitarian organization
In-depth knowledge of HSS risk management conditions for international humanitarian assistance organizations
In-depth knowledge of national legislation and international standards in relation to HSS and Risk management
Previous experience working in volatile and complex environments
An excellent understanding of humanitarian reception procedures and methodologies
Demonstrated ability to work in diverse and multicultural teams to achieve common goals
Collaborative and team-oriented
Excellent interpersonal, oral and written communication and negotiation skills
Excellent judgment
An ability to rally around a culture of HSS awareness
In-depth knowledge and understanding of country-specific environment.

Education

Bachelor's degree or equivalent degree in a related field

Fluency

Fluency in oral and written in English.
Ability to read, analyze and interpret general trade periodicals, professional journals, technical procedures or government regulations
Ability to write reports and maintain professional correspondence
Ability to present information effectively and answer questions from groups of leaders.
