Responsibilities for this role will include:


Lead and execute research projects focused on the role of AI and emerging technologies (e.g. mobile tech, IoT, GIS, blockchain) in advancing socioeconomic development and climate resilience in low- and middle-income countries (LMICs).
Define scope and methodology of research projects that respond to real-world challenges faced by innovators,... industry practitioners, and development actors, while aligning with the strategic objectives of funders and GSMA programmes.
Produce high-quality written outputs including policy reports, research briefs, slide decks, blogs, and case studies, ready for public dissemination and aligned with GSMA’s quality and editorial standards.
Monitor and analyse trends in emerging technologies for development to identify high-impact opportunities, innovations, and business models suitable for scaling across LMICs.
Collaborate with internal teams, including other M4D Insights, Innovation Fund, and the AI for Impact team, to ensure coherence across research agendas, messaging, and dissemination strategies.
Engage and coordinate with stakeholders across the ecosystem, including donors, mobile operators, startups, government agencies, NGOs, and multilateral institutions—to gather insights, validate findings, and amplify research relevance.
Identify and pursue opportunities to promote research through blogs, events (e.g. MWC Barcelona, M360 APAC, AI for Good), webinars, and thought leadership pieces.
Contribute to shaping the research agenda, proposing relevant themes, use cases, and strategic focus areas based on trends in digital development.

You will work as part of the Connected Society and Connected Women Market Engagement teams to help cultivate and support a portfolio of mobile operators and partners interested in accelerating digital inclusion for the underserved. A core focus of this role will be to support actions by operators to address key digital inclusion barriers, including digital skills and... affordability among others. As a Lead Analyst for Sub-Saharan Africa, you will be GSMA Intelligence’s expert and first point of contact for insights across a range of topics in the region, including operator strategy and performance, 4G/5G deployments and 2G/3G sunsets, AI and other emerging technologies, satellites and fixed telecoms networks, digital content and services, climate and sustainability, digital policy and... regulations, and the socio-economic impact of mobile technologies.

About the Role

The Public Policy & Advocacy Director, Mobile Money is responsible for managing a team of regulatory, policy and advocacy professionals to deliver necessary support to GSMA members and reshape the financial services landscape globally. You will work alongside a global, high-performing, and multi-cultural team.
The Director will be at the forefront of debates about how to... regulate new technologies, stimulate innovation, and extend financial services to people in low- and middle-income countries. He/she will need to be agile, responding to policy and regulatory threats swiftly and urgently. The role requires someone comfortable engaging in dialog with high-level professionals and speaking publicly to a broad network of public and private sector actors, including international aid organisations, mobile operators, policy makers, regulators, and fintech companies.

Shape global policy issues through written submissions and sustained engagement with global standards setting groups and/or policy and regulatory institutions
Synthesise key policy and regulatory messages, supporting the industry position and driving financial inclusion, for the M4D leadership and wider team to ensure aligned messaging
Disseminate industry positions and resources at relevant GSMA events as well as external regional or global events, positioning the Mobile Money programme as a thought-leader within the industry
Coordinate closely with other GSMA M4D teams and GSMA Regional teams to ensure a coordinated approach to all our work

About You
You will have a strong foundation of the mobile money industry and a clear understanding of the policy and regulatory landscape across low- and middle-income countries as it relates to this sector.  You actively stay up to date on current trends and decisions that affect the mobile money industry, with a proactive and solutions-oriented attitude to support industry players in addressing key challenges in their markets.  You are comfortable engaging stakeholders, communicate effectively, and rapidly adapt to different cultures.

You have a good understanding of mobile money and the existing financial services landscape for the underserved across low- and middle-income countries and familiarity with the relevant policy and regulatory context in key markets
You have demonstratable experience in a regulatory function in the telecom or financial sector with additional advocacy experience a plus
You have experience analysing the business impact of policy and regulatory decisions on the mobile money sector and in designing advocacy campaigns to affect that impact
You have proven market research and analytical skills, especially the ability to predict and/or assess commercial and economic implications of public policy decisions
You are able to express complex technical, commercial and policy and regulatory issues in plain language
You have excellent relationship management skills, are comfortable engaging at the executive and ministerial level, and can manage a diverse set of stakeholders effectively
You understand the need for, and value of tracking long-term engagements and have experience in doing so

About the Role

The Senior Insights and Market Engagement Manager will support mobile operators to better reach women micro-entrepreneurs and shape and deliver frontier research on the digital and financial inclusion of women micro-entrepreneurs in Africa, understanding their needs and the barriers they face to using mobile technology and opportunities for addressing them. You will shape... experimental testing and evaluation to inform the design and delivery of initiatives by mobile operators to meet the needs of women micro-entrepreneurs. Bringing together quantitative and qualitative research, you will share actionable insights that can help mobile operators identify commercially sustainable and socially impactful actions to better reach and support female micro-entrepreneurs.
The Senior Insights and Market Engagement Manager will also produce and present research syntheses, and briefs on key topics related to mobile and digital access and how it benefits women’s economic empowerment, plus support convening and knowledge sharing among key stakeholders.

Key roles and responsibilities include: 

Lead Connected Women’s research on addressing the mobile gender gap among micro-entrepreneurs in Africa; understanding the barriers women micro-entrepreneurs face and how their needs can be met.
Manage experimental testing and evaluation, with third parties, to identify scalable approaches to increasing uptake and use of mobile products and services by women micro-entrepreneurs in key African markets.
Pro-actively engage with and manage the relationships with selected mobile operators and support commercially sustainable approaches to scaling the digital and financial inclusion of women micro-entrepreneurs.
Engage with mobile operators and other relevant internal and external stakeholders to gather needs prior to research, disseminate learnings and make actionable recommendations.
Synthesise and disseminate key findings and recommendations through written reports, case studies and virtual or in-person workshops with relevant stakeholders, clearly communicated and ensuring the findings are tailored to the target audience.
Work effectively with other members of the Connected Women team as well as across the GSMA, including other Mobile for Development programmes such as the Mobile Money Team, to shape insights.
Contribute to shaping the digital and financial inclusion agenda for female micro-entrepreneurs, to ensure the programme delivers value to the industry and achieves its targets.

You will have most or all of the following:
Essential 

Experience of driving digital and financial inclusion for women in low- and middle-income countries including understanding the commercial and social opportunities this presents.
Excellent strategic and analytical skills, including the ability to isolate and translate problems/research requirements into analytical frameworks, while also identifying commercial opportunities and their potential impact. 
Demonstrated experience in both qualitative and quantitative research methods including analysis and familiarity with experimental research and evaluation approaches and managing suppliers.
Prior experience of managing externally commissioned research projects from end-to-end.
Demonstrated ability to plan and manage research projects, driving them through to completion with minimal guidance from your manager.
Demonstrated experience in establishing and managing (often remote) productive work relationship with external stakeholders at all levels, including C-level, across a range of geographies.
Fluent and compelling written and oral communications skills in English, including an ability to articulate often complex issues in plain language, without losing the important points.
Ability to present persuasively and negotiate programmatic actions with key stakeholders.
A self-starter, highly motivated to develop initiatives and drive through to completion who is able to work independently with an entrepreneurial, creative, can-do orientation.
