Job Summary:  

You ensure a high level of resource stewardship, strict financial accountability and financial risk management while ensuring the effectiveness and robustness of EARO’s Country Programs (CPs) and relevant partners’ financial management systems, processes, and practices in support of high-quality programs serving the poor and vulnerable. You anticipate and manage financial... management services needs and delivery challenges, and identify and implement improvement solutions, as needed, to minimize CPs and partners’ exposure to financial risk. 

The Regional Finance Manager (RFM) will work across East Africa and supporting the following 7 countries: Kenya, Somalia, Ethiopia, Uganda, Sudan, South Sudan, and Tanzania. The RFM will also support the EARO Regional Office Budget management. 

Roles and Key Responsibilities: 


Develop and manage financial processes in accordance with policies and provide proactive service delivery, advice, and support to managers, staff, and subrecipients in relation to managing the whole project cycle (Design, Start-up, Implementation, Close-out), ensuring efficiency and compliance with CRS’ policies and procedures, Generally Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements. 
Provide direction and coordination of effective budget development and management (Annual Program Plans and project budgets), ensuring accuracy and consistency of financial data and safeguarding of resources. 
Lead the EARO Region’s Budget Management in Insight (ERP and ePBCS). 
Ensure integrity of accounting information by reviewing account issues for compliance and establish quality control over accounting transactions and financial reporting. Oversee maintenance of supporting documentation for a reliable and easy to follow audit trail. 
Support CPs as needed to prepare budgets and various sections of the cost proposal as well as review sub-grant/subcontract budgets and cost proposal materials prior to submission to the donor. 
Lead the preparation of accurate financial data, analysis and projections and support the Senior Management Team and Program/Project Managers in interpreting data for decision-making and effectively managing financial risks. 
Lead finance trainings for finance and for non-finance staff in EARO.  
Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.  
Oversee the performance of accurate reporting procedures and timely submission of reports to relevant stakeholders (CP managers, Regional Office, HQ/Finance, donors, local government entities). 
Lead assessment of staff and subrecipients’ financial management capacity, ensure capacity strengthening on finance policies and regulations, as needed, and monitor and measure impact.  
Lead efforts to close audit financial management findings in a timely and sustainable way. 
Fill in for Finance Managers when on leave and as needed 


Basic Qualifications 


B.A. degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent). MBA or Master’s degree in related field with a focus on accounting preferred. A professional certification in accounting or a related field highly preferred. 
Minimum of five years’ experience in a similar position, preferably with an International NGO. 
Additional education may substitute for some experience. 
INGO audit experience is an added advantage.

In collaboration with production officers facilitate livestock and agriculture producers to have improved knowledge and skills and to adopt practices that are nutrition sensitive and support resilience. 
Participate and support monitoring and measuring of outputs related to production interventions and in liaison with the accountability and learning team, ensure community feedback is monitored and acted upon and that learning around production interventions is documented and shared at all levels. 
Support compiling of activity reports and field visit reports at end the of each activity using standard tools including weekly progress reports. 
Participate in team meetings as part of learning.

Support compiling of activity reports and field visit reports at end the of each activity using standard tools including weekly progress reports. 
Participate in team meetings as part of learning. 
Any other activities assigned by the line manager.

Qualifications

The M&E Lead provides technical expertise and leadership to generate and analyze quality evidence and data through monitoring, assessments, and evaluations. The M&E Lead must have demonstrated experience in building or strengthening monitoring systems, quantitative and qualitative analysis, survey, and sample design and effectively promoting evidence-based program management.

Specific Responsibilities

M&E Strategy and Design

Provide leadership for the management and implementation of M&E activities throughout relevant project cycles to ensure efficient and effective implementation in line with CRS program quality principles and standards and MEAL policies, procedures and practices, USAID/BHA MEL and reporting policies and guidance, and industry good practices.
Ensure project team and partner staff use the appropriate M&E systems and tools.
Provide strategic direction for the development and maintenance of M&E systems and the roll-out of new initiatives.
Support programming staff to incorporate participatory methods into community level M&E systems and tools.

M&E Implementation

Lead mandated evaluations, needs assessments, annual surveys, and research.
Refine the MEAL operating manual annually using CRS’ SMILER coaching methodology to ensure a complete, up-to-date, high quality MEAL system, containing essential data collection tools, data flow maps and analysis plans to address needed information for program quality and donor reporting.
Ensure agency level MEAL requirements (e.g., annual data quality assessments, beneficiary count reporting and CRS’ MEAL Policies and Procedures (MPP) self-assessments) for Nawiri are implemented.
Develop strategies for ensuring the quality of collected data for the indicators and manage tools and methods for assessing data quality for all indicators.
Organize the planning for project data quality audits and monitor and coordinate routine data quality audits conducted in different sites, compile results at the level of a project and develop action plans to implement corrective measures.
Coordinate data gathering and data management of population-based surveys and surveillance activities.
Contribute to donor reports through high quality project data interpretation and report inputs.
Lead the project M&E team to strategically prepare and review M&E calendars and workplans.
Ensure the M&E team participates in Joint Monitoring Visits (JMVs).
Support learning-to-action events and reflection sessions to systematically analyze data to promote adaptive management and to document and incorporate lessons learned into program design and implementation with the Strategic Learning (SL) Lead.
Ensure M&E and program teams regularly review and adjust M&E plans and tools as needed by the project context.

Capacity Strengthening

Collaborate with the Kenya CP and EARO MEAL teams [MK1] on the MEAL community of practice to share learning, resources, and support across offices.
Develop and co-facilitate M&E workshops and modules for staff and partners to share country program, regional and global MEAL tools, processes, and best practices to cultivate a culture of learning.
Conduct orientations for new RFSA program staff on CRS systems and key M&E resources.
Provide mentoring to CRS and partner RFSA staff to increase capacity and to achieve annual performance and development plans.
Remain updated with developments among the CRS MEAL community and worldwide MEAL trends and resources to ensure the RFSA MEAL team is applying CRS MEAL guidance and policies appropriately and in a timely manner.
Conduct field monitoring visits events frequently with project teams and implementing partners.
Provide feedback to senior RFSA program and M&E staff to improve the overall MEAL system and ensure quality implementation of MEAL activities with the SL Lead.
Ensure the capacity building of County Governments M&E teams in Isiolo and Marsabit, for using data for decision making.

ICT for MEAL

Support the RFSA ICT4D team and program team develop and maintain accurate and up to date project tracking, record keeping and filing methodologies for all activities.
Ensure the Nawiri databases and dashboards are updated regularly and are accurate.
Help troubleshoot problems with Nawiri databases and dashboards, and ensure corrective action is taken where needs be in a timely manner.
Ensure learning from Nawiri ICT4D initiatives is documented and shared with other CP initiatives, RFSAs and agency wide.

Supervision And Coaching/Mentoring Responsibilities

The RFSA M&E Lead directly supervises the Nawiri M&E Manager, Nawiri Resilience Monitoring Manager, M&E Database Specialist and participates in the hiring and supervision either directly or indirectly of Nawiri M&E GIS Specialist, M&E Officers and assistants, and other future M&E related staff. The Lead also supervises, directly or indirectly, CRS TDYs, and external consultants conducting M&E related activities. Job Summary: 
As a member of the Nawiri project team, the Project Officer, Gender, and Youth will support effective execution of Nawiri gender and youth focused strategies to ensure effective implementation of the gender youth and social dynamics (GYSD) analysis interventions. S/he will facilitate, monitor, and report on all project activities related to the GYSD. S/he will support consortium and... local partners as well as relevant national and county government departments to coordinate Nawiri project activities and related GYSD data collection, analysis, and reporting. The officer will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to the target communities. 
Job Responsibilities:

Support coordination and implementation of Nawiri interventions in Isiolo and Marsabit counties in line with CRS program quality principles and standards, donor requirements, and good practices.
Support Nawiri project mapping, mobilization and reporting for the gender youth and social dynamics analysis validation and sensitization workshops 
Support implementation of SMART Couple pilot interventions, monitoring, and evaluation during Nawiri research and design phase   
Lead capacity building and mentorship for the gender and social norms pilots and the gender youth and social dynamics analysis among the implementing communities 
Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist partners in their efforts to reflect on project experiences.
Support social behavior change (SBC) monitoring and tracking including documenting community shifts in attitudes and perceptions on the drivers of acute malnutrition. 
Inform and gain in-depth understanding of key nutrition messaging and uptake of communication platforms in the community that are both nutrition specific and sensitive e.g., new platforms such as socialization within the targeted communities.
Collect information on staff capacity needs and technical assistance needs of partner organizations including county government and monitor technical support activities to ensure effective impact.

Collect information on provider-based gaps in initiating and sustaining behavior change (providers include Facility and Community healthcare workers, agriculture extension workers, social protection officers, financial inclusion persons and WASH officers in the community)

Travel Required: 60% travel to USAID Nawiri projects sites in Marsabit and Isiolo counties.

QUALIFICATIONS
Typical Background, Experience & Requirements:
Education and Experience

Bachelor’s degree or equivalent in Gender and Development Studies, Sociology, Anthropology, International Development, or other relevant fields. 
Minimum of 3 years of work experience in project support.
Experience with conducting gender and youth analyses, assessments and evaluations and other related research, including applying data collection tools and methodologies.
Deep understanding of gender and youth dynamics, nutrition and operational research in Northern Kenya similar livelihood and geographic contexts (a plus)
Experience in participatory action planning, community engagement and projects monitoring.
Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
Demonstrated knowledge and commitment to gender responsive programming safeguarding, respect, equity, diversity and inclusion including gender equality.

Job Summary: 
You will manage risk functions at the regional, country program and partner levels and assist the regional and country level management to proactively manage risk. You will develop, analyze and implement systems, processes and controls that enhance agency operational efficiency and promote competitiveness across operational areas. You will also be instrumental in regional and... country-level capacity-building in identification, assessment and management of all categories of risks identified in external & internal Audit reports and Risk Assessments. Your knowledge and guidance will reduce risk to staff, to the effectiveness of our programming and to the people we serve through the application of the principles of stewardship, integrity, transparency, and accountability.
Roles and Key Responsibilities: 

Collaborate with audit, risk and compliance leads in HQ and the regional level and CP leadership on implementing and strengthening internal control systems and continuous process performance improvement. 
Monitor regional compliance with subrecipient financial monitoring and other donor compliance metrics. Provide direct coaching, follow up, and support to country program staff in these areas.
Anticipate and identify risk issues and challenges and the most appropriate solutions to address them. Lead and support region and country programs to implement these solutions.
In collaboration with CP management, plan and perform regular transaction processing reviews, , other control reviews, fraud allegation reviews, and compliance assessments. Analyze results and provide recommendations.
In collaboration with CP management, programming, and/or operation leads, design and facilitate relevant risk training sessions and contribute to relevant components of institutional capacity strengthening plans for CRS and partners.
Serve as liaison and support external audits. Coordinate action plans to close out audit findings.
Facilitate and organize trainings and other capacity building activities on matters related to risk management and compliance for both CRS and partner staff
Review, assist and support in developing operational processes for large grants following donor awards. Ensure full awareness of compliance requirements by the consortium members or partners right from the start of the award.
As required, travel to high-risk country contexts (for example emergency response, new office or new program start up, staff turnover) to provide temporary direct management support and risk / compliance oversight across operational functions as acting Head of Operations or Finance Manager.

Required Languages – Strong verbal and written English. 
Travel - Must be willing and able to travel up to 50%, particularly to Sudan and South Sudan.

QUALIFICATIONS
Basic Qualifications 

Bachelor’s degree required.
Minimum of 5 years work experience, ideally with an international organization, with progressive responsibility in operations and/or finance. 
Knowledge of donor rules and regulations, including USAID, EU, WFP, and other UN donors.

Preferred Qualifications 

Master’s degree in Accounting, Business Administration or other relevant field preferred. Accounting or audit certification is highly preferred.
Experience working for an NGO in an operational management function such as Finance Manager, Internal Auditor, etc
Knowledge of data analytics techniques and process performance improvement leading practices
Knowledge of audit standards and compliance regulations; knowledge of COSO’s Internal Control Framework or The Institute of Internal Audit’s International Standards for the Professional Practice of Internal Auditing
Knowledge of accounting systems; experience working with Oracle or another ERP highly preferred
Coaching and training abilities.
Proficient in MS Office packages (Excel, Word, PowerPoint, PowerBI, Sharepoint, Visio) and information management systems.
