Overview of Role


CHAI is seeking a highly motivated individual with public health experience and analytical skills to work with CHAI’s global, regional and country teams, as well as with government counterparts to assess, design, and scale-up disease surveillance systems; conduct epidemiological analysis, monitor and evaluate the success of ongoing efforts to reduce disease burden in... relevant geographies; and translate results for decision-makers. The individual will collaborate with a diverse team based across multiple countries across East, West and Central Africa, with a focus on Nigeria, Kenya, Ethiopia and Uganda, as well as with government programs, academic partners and public health agencies. The successful candidate will possess strong communication and organizational skills; be imaginative, pragmatic, and innovative in applying epidemiological expertise to improve real-world health programs; work independently to drive implementation; and have deep personal commitment to producing results.


Base location is flexible to countries in which CHAI operates in Africa, subject to country leadership approval.


Implement surveillance projects related to disease (malaria and NTD) epidemiology, intervention, commodity and entomology, as required;
Provide direct support to analytics workstreams including conducting high-quality epidemiological analyses to evaluate effectiveness of current interventions, understand disease patterns, and inform strategic planning related to malaria within the region;
Support the rollout and monitor the performance of existing and new surveillance processes and platforms for improved data collection, reporting, data management, automated analysis and data visualization e.g. using dashboards;
Help cultivate a culture of data use within disease programs by strengthening the quality, use and analysis of epidemiological, entomological, and programmatic data by the malaria program to inform country strategy planning and program implementation;
Support institutionalization of data reviews at all levels, including the development and use of data collection tools and dashboards (e.g., Tableau, DHIS2, etc.);
Contribute to the formulation of relevant disease program documents including but not limited to surveillance guidelines and SOPs, M&E plans, lessons learned documents and operational manuals;
Design, implement, analyze, and disseminate operational research projects related to surveillance, intervention effectiveness, and entomology;
Provide technical support, training and ad-hoc programmatic support to staff members involved in surveillance activities such as data quality assurance and management, monitoring and evaluation of existing activities, outbreak detection and responses, surveillance system evaluation, integration of health management information system, and study implementation;
Synthesize results, translate them to national and sub-national government partners to support evidence-based decision-making, and disseminate findings through high-quality presentations, reports, and publications internally and externally at international venues;
Represent CHAI at external technical meetings with local academic and technical partners;
Develop and maintain strong working relationships with country teams, key stakeholders across government, non-governmental organizations, and academic institutions, with support from senior research associate and technical advisor;

Master's degree in Public Health, Epidemiology or related field;
2 years of working experience with increasing levels of responsibility and leadership, including in program management;
Strong project management skills, including the ability to plan, execute, and monitor multiple projects simultaneously, ensuring timely and high-quality deliverables;
Knowledge of malaria, NTD and/or other major global infectious disease problems;
Experience in monitoring and evaluation of surveillance systems and/or public health programs;
Familiarity with disease surveillance and strengthening information systems;
Familiarity with data entry, data management, epidemiological analysis and statistical analysis using statistical software (R, STATA and/or other relevant software);
Enthusiasm for applying research methods to solve global health problems, focusing on malaria and/or other major global infectious disease concerns;
Experience working and communicating with government officials and other external partners;
High levels of proficiency in Microsoft Word, Excel, PowerPoint, and internet applications;
Ability to work independently in remote and unstructured settings, and to adapt to new environments and challenges;
Ability to collaborate and operate as part of a multicultural team;
Exceptional written and oral communication skills;
Willingness to travel (50% of time);
Fluent in English.

Responsibilities
 Safety and Security (60%)

Manage the safety and security team in their day-to-day responsibilities, provide mentorship, and support staff’s long-term professional development
Ensure CHAI’s global duty of care policies are effective, comprehensive, and coordinated across the organization’s leadership, country and program teams, and CHAI’s central support functions
Travel... security management across global operations including corporate travel management, tracking, and policy implementation, security briefings for high-risk country visits, and emergency travel support to staff and consultants
Expert advisor to country and senior leadership on security management best practices, crisis management, and incident response, identifying company risks, and building resiliency, with an increased focus on high-risk environments
Lead CHAI’s Crisis Management Team, ensuring clear communication lines, clarity of roles and procedures, and liaison with external security providers during critical incidents impacting staff or country operations
Oversee the development, implementation, and knowledge management of global security policies and standards with an increased focus on training support for staff, including HEAT, Security Awareness, and Psychological First Aid
Work closely with colleagues in the Global S&S Department to staff the S&S Duty phone and respond to incidents, including during weekend and evening hours
Oversee the Safety & Security Department’s relationship with Safety Point People in-country members of CHAI leadership
Oversee the Safety & Security Department’s work with country and global team colleagues to monitor and improve compliance with S&S global policies and guidelines

 Global Operations (40%)

Lead budgetary development and financial oversight for global safety and security budget
Support CHAI country start-up and scale-down operational activities, ensuring that all necessary stakeholders are effectively coordinated, and compliance requirements are met
Oversight and relationship management with insurance brokers, medical and security assistance providers, and travel management, including reviewing and leading RFP processes
Working across diverse stakeholders at CHAI, including country, program, support, and leadership, deliver diverse global operations support to work streams strategically and sensitively as needed
Participate in CHAI’s Operations Leadership Team (OLT) meetings as needed

Qualifications

Passion for CHAI’s mission and values
University degree with a minimum of 8-10 years of relevant work experience in operations and/or security management
Experience in an NGO setting, ideally with an international organization or global non-governmental organization
Ability to work independently and effectively in a high-pressure, fast-paced environment and handle multiple tasks simultaneously with minimal supervision; set priorities, delegate, and work independently
In-depth knowledge of security management and risk management
Practical experience from work in, and knowledge of, the security environment in the regions where CHAI programs operate
Experience managing and supporting colleagues with diverse backgrounds, cultures, and skills
Fluency in English with e xcellent oral, written, and visual communication and presentation skills.
Ability to communicate effectively with a culturally and geographically diverse group of employees at all levels.
Professional experience should also include a track record of success in managing complex problems, situations, or programs.
Demonstrated crisis management experience, including within a CMT and coordination with leadership
Experience liaising with governmental and local authorities, including security networks
Experience in developing organization-wide protocols and procedures and supporting implementation
Excellent at mentoring, developing, and supporting direct reports and overall team health
Relevant work experience in, or concerning conflict or post-conflict countries
Demonstrated familiarity with ISO 31000 and Duty of Care principles more

Responsibilities
Working closely with CHAI teams, country governments, and partners:

 Landscape review: develop a deep understanding of industry-leading program/project management, financial/accounting, and business operations technology- and process-based solutions, including how they can be deployed and utilized in malaria program settings.
 Identify gaps: scope and identify malaria... programs that could benefit from improvements to their existing processes, tools, and structures for managing and utilizing programmatic and financial data.
 Country-specific scoping: understand and document the context and perspective of government programs facing challenges and their critical needs.
 Offer solutions: propose feasible, tailored, and actionable solutions to improve programs’ ability to track and manage implementation of their programmatic and financial plans. This may include improvements to management structures, processes, or technologies.
 Detail specifications and requirements: define project scope, select appropriate technology, and define requirements, specifications, process and data flows, and end users.
 Configuration: select, liaise with, and manage sub-contractors (system implementers or software developers) as needed to build and/or configure tools according to the defined requirements and timelines.
 Change management: Develop training materials and help train program staff in the use of introduced solutions as well as establish best practice SOPs for day-to-day use of these solutions.
 Advocacy: Support the development of proposals and funding requests as needed to expand the reach of this to new geographies or intensify support where needed.

Qualifications

 At least 3 years’ work experience as a systems analyst, business analyst, technical project manager, account manager, software engineer, or management consultant
 Experience planning, designing, and implementing technology-based solutions across the full software delivery lifecycle (scoping, requirements gathering and elaboration, development management, training and implementation support, maintenance phases) with stakeholders/users
 Experience with financial/accounting, procurement, project/program management, and/or business operations systems, tools, or platforms
 Strong diplomatic and interpersonal skills, including the ability to build relationships in a challenging multicultural environment; to communicate effectively with people of varied professional and cultural backgrounds; and to articulate technical concepts to non-technical audiences
 Ability to create compelling, logical presentations and reports using PowerPoint, Word, etc.
 Experience in a demanding, results-oriented environment delivering business requirements for technology initiatives, or in a similar role identifying and solving complex systems challenges
 Ability to work independently in remote and unstructured settings; be effective, calm, and flexible in high-pressure situations, handling multiple tasks simultaneously and effectively prioritizing
 Ability to think strategically and anticipate future consequences and trends
 Ability to adapt to new environments and challenges
