Project Development and implementation


In consultation with the County Government, undertake technical and feasibility assessment of the community priorities for water infrastructure development for people and livestock.
Develop project and implementation plans for WASH activities against planned completion time and ensure that technical activities are completed on time.

Co-ordinate/liaise with County Government departments on technical issues relating to water, sanitation and hygiene (WASH) livestock water supply and environmental management activities.
Bachelor of Science in Civil and Structural Engineering, Water Engineering, environmental engineering. 
3 years progressive relevant working experience in rural community water projects.               
Experience in design and supervision of piped water schemes, Infiltration Galleries, Shallow Wells, Earth Pans, Sand dams and boreholes 
Experience working in multi-cultural (particularly pastoralists in Northern Kenya), multi-disciplinary staff will be an advantage.
Willing to work and live in difficult and demanding locations

Liaise with HR focal point in Nairobi to ensure staff and their dependents receive their medical cards.
Check records submitted by new employees for self and dependents to ensure they are correct as per CARE HR manual provisions for medical cover.
Check medical claims forms and receipts submitted for reimbursement and forward them to the Focal point person in Nairobi HR Office

JOB SUMMARY:
The Logistics Workstream Lead on the Global Supply Chain Transformation Project leads the design and execution of CARE’s strategy for logistics as part of our overall supply chain strategy.  
In this role, the Logistics Workstream Lead needs to have strong relationships with the key stakeholders across all areas of logistics in Country Offices, Regional Management Units and CARE... Headquarters. In addition, the role will provide logistics technical guidance to other CARE Confederation Members.
This position provides leadership, oversight, and management of the logistics workstream on the Global Supply Chain Transformation Project. This includes defining the strategy and goals, defining the plan to deliver against this and being accountable for delivery against this plan for achievement of the goals and objectives, milestones and deliverables. This includes the processes, organization structure and skills requirements, capacity development and the enabling technology and data on the logistics component of the supply chain. It also includes coordinating with other supply chain components to ensure a holistic view of the end-to-end supply chain is delivered.
RESPONSIBILITIES:
Oversight, ongoing supervision, leadership & management of the logistics workstream

Define the strategy and goals for the logistics function globally – ensuring that this has extensive input from country and regional offices.  Specific focus areas are on warehousing and inventory management, asset management, distribution/transportation management and fleet management. This will include streamlining the logistics process and automating the process through technology solutions, improving data management and reporting, and capacity building of staff globally.
Define the project plan to deliver the strategy and goals.
Provide regular status checks and escalate any potential slippages, risks and issues through the Global Supply Chain Transformation Project governance structure and cadence.
Set a clear performance baseline, track and support improvement in the key performance indicators – including being an integral part of delivering on Global Supply Chain Efficiency.

Develop CARE’s global logistics capacity

Evaluate resources and capacity needs to ensure organizational needs are met.  Develop and implement logistics related training programs.

QUALIFICATIONS:

Bachelor’s degree in business field: Logistics or Supply Chain Management or equivalent work experience.
7 years' experience in implementing and/or using supply chain technologies within an international NGO.
Proven track record of defining logistics strategies, policies, procedures and key performance indicators.

The role is accountable for organizing and providing high-level quality financial services to individual COs programs, projects, and units staff. Works closely with the Shared Services Center (SSC) and Regional Office (RO) and COs senior management to ensure appropriate financial support and assists in the mobilization of resources necessary to drive financial excellence at the CO. Ensures a... strong partnership is developed and nurtured between Finance, Program, and other program support units in the COs.
The role profile includes very strong accounting and financial management knowledge, analytical skills, attention to detail, ability to work effectively under time pressure, very strong business partnering skills with the ability to influence CO senior staff. A team player, proactive individual with the ability to offer structured guidance, ability to ensure that the right priorities are set for the CO finance team, proven experience in training finance and non-finance staff, proficiency in English.

RESPONSIBILITIES:
Regional Financial Management Coordination and Support

Provide technical support to CO financial operations and ensures that process flows and controls over financial and accounting functions are adequate, CO data are processed in the system timely and accurately and reported to donors, management, and other partners timely. Work closely with CO Finance Leads/Heads of Finance to ensure COs have efficient process flows and controls over their finance and accounting functions.

Quality Review, Analysis, Compliance and Control Functions

Develop and implement strategies to improve financial management practices and ensure appropriate action is taken by CO management.
Review and analyze financial information and reports including but not limited to; balance sheet; bank reconciliations; income statement; grants/contracts reports; unrestricted and private contributions reports; actual expenses vs. budget; shared program costs and cost recovery; payroll allocation and time sheets; etc.

Business process Improvements

Partner with the wider organization in the rollout of special projects/initiatives aimed at improving financial management and reporting in COs. These include Global AP, Time Entry, STP, etc.
Support in the socialization of the use of new tools and templates by CO teams and provide feedback to the wider organization

People management, Capacity building, Recruitments and Onboarding

CO capacity building in financial management for finance and non-finance staff in the country office.
Gap filling in COs where they have capacity gaps and identify deployments to fill gaps in COs.
Direct supervisor of Regional Business Analyst, including coaching/mentoring and providing opportunities for growth and development

Annual budgeting, Panning and Financial Reporting

Support technical Coordination of the Regional Annual FY budgeting process. Leading on the receipt and collation / analysis of the submissions from BUs.
Guide CO's on the mid year forecasting process, receiving and reviewing the CO and RO submissions in line with the forecasting guidelines,

Reporting

Accountable for preparation and submission of complete, reliable, and timely financial reports for RMT and other stakeholders.
Monthly financial reviews of all the COs financial management performance through the designated tools, (COMFORT)

QUALIFICATIONS:

Bachelor’s degree in Accounting, Finance, or Business Management or equivalent (Required): Membership in CPA or any other relevant professional qualifications (ACCA, CIMA)
About 10 years of progressive experience and relevant work experience at a regional or country office set up in similar sized INGO, and experience with major donor management and audits (e.g., USAID, EU, etc.)
Highly experienced in accounting systems and thorough understanding of financial accounting, reporting, grants, and contract management processes.
Strong communication and facilitation skills and ability to conduct training sessions for small, medium, and large-sized groups.
Excellent analytical skills, problem-solving, an ability to quickly learn new systems, processes, and procedures and adapt local practices to global standards.
Experience in coaching and mentoring finance staff and strong interpersonal.
Proficiency in Microsoft Office including Excel and Word
