Responsibilities: 

The C40 Deputy Director for Africa will have the following focus points in close liaison with the Regional Director:


Support the Regional Director in the work to build and maintain member city relationships and ensure that cities are satisfied with and benefit from their partnership with C40.
Work with the relevant C40 teams especially the Research, Science and... Innovation, City Intelligence, Business, Innovation & Economy teams to leverage a high level of engagement from cities in the region and ensure that they meet the mandatory C40 participation Standards and achieve year-on-year progress.
Assist the Regional Director with member city compliance to C40 Leadership Standards, in line with the Business Plan and reporting compliance
Assist the Regional Director and the C40 Managing Director of Regions in implementing C40’s strategy for Africa including its target to support the region’s cities in developing and implementing robust and ambitious Climate Action plans. 
Support the Regional Director in identifying and facilitating opportunities for cities to collaborate with each other and with partner organisations within the region and globally.
Support the Regional Director and C40 Communications and Events Teams to engage mayors and city staff and ensure global promotion of C40 cities in Africa. Support C40 City Advisers stationed in the member cities in the delivery of their project outcomes in the respective cities.
And any other duties appropriate to the grade. 


Person Specification:


Substantive   experience   of   working   in   city   and/or   central   government administrations or city and climate change relevant NGO or business sectors.
Familiarity with a network of senior contacts within cities, current/potential partner organisations, and the Africa national governments.
Proven ability to engage with decision makers, potential funders and important stakeholders, at a political or executive decision‐making level within cities and/or potential organisations in Africa.
Extensive management/leadership experience, proven skills to support the operation of the team. And ability to create a team environment with a geographically dispersed team. 
Ability to work in an international organization and across regional and cultural boundaries.
Strong inter-personal skills to manage external and internal stakeholders and relationships.
Strong technical or policy background in climate change and climate science
Significant experience in a relevant field connected to climate change and/or sustainable urban development.
Relevant academic degree ideally at Masters level. 
Fluency inEnglish is a requirement and fluency in French will be a strong advantage.

About The Role


This key organisational position of the Regional Directors is a critical element in the C40 management structure. As part of the C40 Regions and Mayoral Engagement team, Regional Directors ensure regionally- aligned and coordinated delivery to cities. Through the C40 Regional Business Plans, Regional Directors coordinate all other teams in C40 in the delivery of the work in... the region.
Regional directors build strong relations with mayors, cities and regional political entities so that they are effectively engaged in the global climate agenda in line with the C40 Leadership Standards. Through the engagement with Mayors, the Regional Directors gather and share political and regional priorities and make these available to different teams in the organization.
Regional Directors work closely together to share learnings from their regions among themselves and throughout the organization, and work collaboratively to ensure the C40 network operates in a cohesive and strategic manner.


Responsibilities


Manage relationships with all the C40 member cities in the region and ensure that C40 city governments are satisfied with and benefitting from their partnership with C40.
Build strong working relationships with the region's C40 mayors and support their global collaboration and climate leadership.
Coordinate the development of the C40 Regional Business Plan in close consultation with C40 cities, regional partners and relevant C40 teams and coordinate its implementation working with different C40 teams.
Oversee the strategic development and implementation of C40 technical assistance programs in the region, guided by the Regional Business Plan and insights from the Regional Delivery Advisory Group; and provide oversight to in-region City Advisors.
Oversee the team well being, motivating staff and provide insights and manage the contextual nuances for operating in the Regions in close coordination with the Corporate Services team.
Manage operational issues of delivering work in Africa and coordinating with cities in the Region ensuring C40 code of conduct.
Provide advice and support the two C40 Vice Chairs in the region in their engagement on the C40 Steering Committee of mayors and in their efforts to successfully represent the region.
Support the region's cities to engage in the relevant and available C40 initiative and network focus areas that will most effectively assist them in achieving their climate ambition and accelerate climate action on the ground.
Work with the global team to support the C40 Co-Chairs, especially the Co-Chair based in the region.
Establish and maintain strong relationships with C40 city governments, partners and stakeholders in the region; identify opportunities for cities to collaborate with each other - both within the region and throughout the larger organization and help to facilitate direct peer-to-peer exchange.
Convene regular regional meetings with C40 city officials and serve as a conduit between the region and the broader organization.
Support C40 fundraising efforts globally and with focus on the region, including through meetings with prospective funders.
Establish and maintain relationships with relevant city networks in the region and facilitate engagement of climate ambitious non-C40 cities in C40 activities and events where relevant, to help replicate and scale the impact of C40 knowledge, tools, and resources beyond C40 membership.
Serve as C40 Senior leader in the African region. Directing, motivating and nurturing staff across the region recognising the different contextual challenges and offering expertise and support in managing operational challenges.


Person Specification


Over ten years of experience at a senior level in government, business or NGO sectors in the region with focus on policy development, programme management or coordination, including inter-organizational cooperation, strategy and negotiation.
Significant experience working with or within municipal government, with mayors and senior officials and with environmental teams and projects, particularly in the specific geographic region.
Ability to lead strategic discussions to help facilitate action-oriented approaches.
Over five years management/leadership experience, proven skills to support a multi-site operation, ability to create a team environment given a virtual organizational structure.
Strong technical and policy background in climate change or sustainability preferred.
Ability to serve as a spokesperson or public speaker.
National of an African country with experience living and working in the region.
Established experience with strategic fundraising and developing partnerships.
Master's degree in a relevant discipline.
Strong English language skills required. Knowledge of French will be an added advantage though not a requirement.

Position Description

The role will sit in the legal team, where it will lead on reviewing procurement requests to ensure alignment with C40 policy and developing the procurement function to increase strategic value-add to the wider organisation. 
Your time will be split between responding to the day-to-day needs of the organisation and driving long-term projects.
The role will work closely... with other teams in C40, including the Regions and Mayoral Engagement team, finance and the Programme Management Office to ensure processes and best practices are embedded - with a particular focus on how c40 can use our procurement decisions to advance our equity, diversity and inclusion goals. 
You will continually assess the organisation’s needs from a procurement function and define the team’s strategy and direction accordingly. You will be propositional about continued improvements and efficiencies to be made to procurement processes. 
You will build  the wider organisation’s understanding of procurement best practices and procedures within C40, agreeing realistic delivery timeframes, and promoting best practices. You will provide effective training, advice and support to internal colleagues running procurement exercises. 
You will review submissions to ensure alignment with the procurement policy, and negotiate services contracts and statements of work with Suppliers. You will lead on different types of procurements as well as advising on both contract variations and contract extensions.  
This role will produce monthly reports on procurement activities to share with internal stakeholders, and work closely with the finance team and Programme Management Office to ensure costs are forecast and issues appropriately escalated.

Position Description
The Senior Manager will report into the C40 Head of Implementation in Africa. They will also work very closely with the Director of Climate Resilience, Adaptation and the Adaptation Implementation Specialist seconded to the Urban Municipal Developemnt Fund (UMDF) under the C40-AfDB collaboration, to support the implementation of adaptation projects in C40 African Cities.... Broadly, they will:

Bring technical as well as managerial skills, demonstrated in the field of climate adaptation and water management, particularly in working with cities in Africa.
Support C40 African Cities on their regional water priority action programs.
Advise on the advancement of water resilience in the Africa region by supporting C40 African cities, build ‘soft’ and ‘hard’ resilience to climate-related water hazards like flooding and droughts; and ensuring impactful and scalable water resilience practices are implemented within C40 African Cities.
Support the growth of C40’s water programmes and partnerships in Africa- between C40 Cities as well as private sector organisations to generate new and innovative solutions, related to water action implementation and poverty reduction.

Key Responsibilities: 

Leverage existing benchmarking approaches to undertake a needs assessment (and benchmarking) of C40’s 13 African cities, based on their climate action plans, risks assessments and current capacity and political context.
Deliver technical assistance directly as well as through peer-to-peer learning between cities, to help selected C40 African cities address the gaps and challenges identified during the needs assessment in order to improve the water management enabling environment and advance implementation in the city. For example, the current Aarhus-Tshwane City partnership on improving water security in Tshwane, which C40 is looking to expand to new cities.
Support water security budgeting and financing processes in selected C40 African cities through undertaking operations and maintenance forecasting, cost-benefit analyses, cost recovery assessments, developing financial plans and supporting advancements in city procurement.
Offer upstream support for water security projects from preparing a pipeline of mature projects that unlock access to large-scale capital funding, to building capacity, understanding the business case for projects; and to developing potential financing sources and financing options.
Help C40 Africa cities mobilise and access downstream finance for water and poverty reduction projects, including through UMDF.
Lead the development and implementation of the Mayoral statements on Water security in Africa released by African Mayors and C40’s Africa Water Security Forum.
Develop and support the fundraising strategy for the Water Secure African Cities programme, and other water and adaptation projects.

Person Specification:

Substantial experience working in or with government, business or NGO sectors with a focus on water security, climate adaptation, inclusion, sustainability, and experience working with or within municipal governments; experience in engaging in vertical integration processes and engaging with national authorities is desirable.
Experience working in the African context on climate action, water security, sustainability and/or water management.
Technical expertise in climate adaptation planning, delivery, finance and monitoring.
Understanding and familiarity Climate Action Plan (CAP) of C40 African cities will be an asset.
