Driver


Organizational Setting and Work Relationships
The Driver in the UNHCR Office is normally supervised directly by the Administrative Officer/Associate/Assistant or another staff member when the scale of the Operation so require it. Besides driving, the incumbent is responsible for up keep and maintenance of the assigned UNHCR vehicle(s) as per technical... guidance and specifications established by the Organisation. S/he is required to follow strict instructions and security guidance provided by the supervisor. While the basic function of a driver is to drive the official vehicles of UNHCR, s/he may be called upon to perform minor maintenance and repair of UNHCR vehicles.
The Driver has regular contacts with staff within the UNHCR Office and with others (including Partners, government authorities, etc.) outside UNHCR involving a limited exchange of information.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties


Drive UNHCR vehicles for the transport of authorized passengers, deliver, and collect documents and other items.
Meet official personnel at airports or other locations and facilitate immigration and customs formalities as required.
Perform day-to-day maintenance of the assigned vehicles; check oil, water, battery, brakes, tires, etc. and ensure that the assigned UNHCR vehicles are road or waterway worthy and maintained up to the established security standards.
Perform minor repairs, arrange for other repairs, and ensure that the vehicle is kept clean.
Ensure that the steps required by rules and regulations, or other local procedures, are taken in case of involvement in an accident.
Log official trips, daily mileage, gas consumption, oil changes, greasing, etc.
Ensure that instructions and security guidance provided by the supervisor and security focal point are strictly followed.
Ensures valid documentation for passengers, items or cargo in vehicle.
Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Overall Responsibilities


The Assistant Government Liaison Officer is usually located in respectively Abuja, Nigeria the Headquarters for ECOWAS and Libreville, Gabon the Headquarters for ECCAS. S/he plays a crucial support role in ensuring UNHCR’s approach and collaborative work with ECOWAS and ECCAS to ensure the consistent, strategic and coherent objectives of the partnership are achieved.... The Assistant Government Liaison Officer will support UNHCR’s collaborative work with the technical counterparts in ECOWAS to advance the activities/workplan with the ECOWAS Directorate for Humanitarian Affairs, ECOWAS Parliament and ECOWAS Community Court of Justice. In parallel, S/he will also work collaboratively with technical counterparts in ECCAS Commission to the achieve the objectives of UNHCR’s partnership with the ECCAS Commission. Typically, this technical work involves joint coordination arrangements, partnership with various entities to advance the objectives of the aforementioned partnerships as pertains to UNHCR’s protection and solutions mandate. The main aim is to assist senior management to ensure that UNHCR and the Regional Economic Communities of ECOWAS and ECCAS will work together jointly to achieve the objectives in line with UNHCR’s work on protection and solutions for refugees and the forcibly displaced. These joint work between UNHCR and the Regional Economic Communities of ECOWAS and ECCAS should be done in line with UNHCR’s Mandate, the Global Compact for Refugees, the IDP policy, and agreed inter-agency commitments. More specifically, s/he advises the senior management on issues and processes concerning the relationship with ECOWAS and ECOWAS and related positioning, coordination, advocacy, information, resource allocation, fundraising, reporting, and communication with other UN agencies, NGOs, civil society actors, private sector, media and other relevant actors through strong engagement in humanitarian inter-agency processes, but also with a focus on development processes as they impact on UNHCR. The overall goal of the position is to support the effectiveness of UNHCR’s leadership roles and responses to situations affecting people of concern to UNHCR (refugees, asylum-seekers, IDPs, stateless persons, returnees, host communities) through an open and transparent partnership approach with the technical counterparts within ECOWAS and ECCAS. 
The Assistant Government Liaison Officer ensures that support is provided for specific activities related to UNHCR’s workplan with specific entities of ECOWAS and ECCAS mentioned above. The Assistant Government Liaison Officer will support the supervisor with all planning, policy and reporting activities. The incumbent will support the supervisor in maintaining a constant dialogue with the Regional Economic Communities (RECs) of ECOWAS and ECCAS on the overall protection context in the region and activities in line with the workplans of the respective ECOWAS and ECCAS entities. A key tool in this regard will be the facilitation and support of periodic meetings with the RECs as well as to support the broadening of mutual information through meeting reports, situation updates, organizing joint workshops and development of policy(ies) in coordination with the technical colleagues at the Regional Bureau and at the country level.


Detailed responsibilities


Assist in the establishment of close working relations with the relevant Managers and technical staff of the Regional Economic Communities (RECs) of ECOWAS and ECCAS and/or other external parties. 
Ensure that the respective workplans and activities in line with the respective budgets are undertaken and implemented in accordance with the agreed timeline between UNHCR and the RECs.
In coordination with the Supervisor, he/she will provide suggestions for promoting UNHCR’s protection policies in the respective countries covered by ECOWAS and ECCAS and liaising with the ECOWAS and ECCAS technical officials on issues related to latest humanitarian and development processes. 
Support coordination meetings as required, including by preparing meetings and background information, drafting minutes, talking points and follow-up documentation. 
Manage the flow of information to/from the supervisor and other senior staff; identifies priority matters that need to be urgently addressed by the supervisor.
Draft correspondence, policy documents and reports, and prepares tables and ensures follow-up. 
Assist in ensuring appropriate links with ECOWAS and ECCAS officials through establishment/maintenance of appropriate coordination and information exchange on a regular basis.
Act on behalf of the supervisor to convey, clarify and explain UNHCR’s positions to the ECOWAS and ECCAS officials or other external parties as applicable
Inform the supervisor on a continuing basis of relevant information on the outcome of discussions with external parties.
Act as interpreter during meetings held by the supervisor with senior officials or other external parties.
Accompany the supervisor and Headquarters visitors to camps, border missions and provincial cities.
May be required to coordinate the work of lower-level staff.

Purpose and Scope of Assignment:
Under the guidance of the survey technical team at the RB and PHS the consultant is responsible to coordinate the planning, implementation, data analysis and results reporting of the NCD endline assessment in the two countries.
The consultant will consult and work closely with UNHCR partners involved in the assessment, including the NCD Department of the Ministry of Health 


Deliverables


Consultancy deliverables for the endline evaluation include.
Inception Report outlining the methodology and work plan, with confirmed country selection and costing scenarios (submitted in digital format 2 weeks after the start date).
The consultant will report on regular basis to the survey technical committee which will include the UNHCR technical team/Public health officers in the CO (Burundi and Tanzania) as well as the RB and HQ who will have the overall responsibility of the survey.
A One-Hour Presentation of Main Findings in the Draft Evaluation Report/ summarizing the key findings and recommendations to relevant stakeholders. Deliverable will ensure external quality assurance and funder approval prior to finalizing the report.
A Final Evaluation Report of not more than 60 pages (excluding annexes and executive summary). A final assessment report including recommendations complying to UNHCR standards on actions to address the situation is to be submitted at the end of the Consultancy. Results of standardisation tests, details of data cleaning and plausibility checks should be presented in the final report.
The final cleaned version of the data sets used/transcripts, recordings (All records) for the assessment  is to be sent to the public health team at the UNHCR regional Bureau and copy to PH Section in UNHCR HQ ( Excel Format and CSV Format and a “Do File” of analyzed data, preferably in Stata


Required qualifications, languages(s) and work experience:


Degree required Advanced level degree in Public Health, Clinical degree, statistics, epidemiology, social science, or a related field.
The ideal consultant or team of consultants should possess the following qualifications:
Advanced level degree in Public Health, clinical degree, statistics, epidemiology, social science, or a related field with at least 5 years of field experience conducting public health research in humanitarian/refugee settings. 
Proficiency in data analysis software (e.g., Excel, STATA, or R) and the ability to interpret large datasets for public health analysis.
Experience: A proven track record in population surveys, including questionnaire design and implementation. Previous experience conducting NCD and public health related surveys, Previous experience working with refugee populations is an asset.
Fluency in English is required, French language is desirable.
Strong analytical skills with a demonstrated proficiency in statistical analysis 
Knowledge: An understanding of the country's disease burden and priorities

Assists in working out maintenance schedules and follows up on the UNHCR and Partner generators.

The Senior IT Assistant will work under the direct supervision of a Senior Officer and the technical supervision of an IT Officer at Sub/Branch/Multi-Country office level. The incumbent may play a supervisory role in overlooking the day-to-day activities of the Telecom Operators in the offices in the area of coverage. S/he has working relationships with UNHCR staff members in the office and other... offices within the country of assignment as well as with staff of UN agencies and other UNHCR partners within the area of responsibility (AOR) to exchange information and to provide assistance.

Assist the office in implementing set standards for applications that meets the needs of the users and supports the overall Information and Communication Technology.
Monitor and maintain the LAN, Network Servers, Routers, Printers, LAN Points, Switches, Patch panels, Access points, HF and VHF bases, HF and VHF relay stations, Satellite Modem to prevent faults occurring.
Carry out missions for new installations and routine maintenance tours of ICT equipment.
Ensure that ICT problem recovery is done as quickly as possible and make regular system back-ups.
Assist with the installation of the software packages, basic repair/maintenance of computer hardware, HF and VHF equipment.
Train UNHCR staff on email system, utilization of VHF handhelds, telephone system.
Add and remove users from the Networks.
Maintain the inventory of ICT equipment and keep track of movements of ICT equipment.
Draft mails and memoranda on ICT matters.
Assist in the drafting of technical documentation on radio equipment operating procedures
Certify invoices and delivery notes and pass for payment.
Evaluate needs for upgrading and eventually replacing ICT equipment in the field, to meet with UNHCR standards.
Select the most efficient and economic means for the transmission of messages, taking into consideration the nature and priority of communications to be transmitted.
Carry out administrative duties, within the area of competence as assigned.
To decide on appropriate resolution to incidents.
Escalating incidents where they cannot be resolved at the office level.
