The Senior HR Manager will initially work alongside the Head of HR to support the transition to the new organization design and implementation of the People Strategy. Once the Head of HR position ends, to be the HR lead for the organization providing strategic leadership on all people related issues.

Skills and experience required


Previous experience as a Senior HR professional within an international environment
Experience of providing strategic HR advice to a senior leadership team and Board of Trustees
Experience of ensuring that HR provides excellent service across the employee life cycle

Purpose, objectives, and scope

The purpose of the consultancy is to conduct local consultations with the Kenya country team and local external stakeholders, which will contribute to a detailed assessment of the Kenyan context with regards to the situation of older people, HelpAge’s work, the stakeholders’ views and capacities, the civic space, and legal frameworks, etc. The consultancy will... highlight opportunities and constraints and provide rigorous evidence to guide decision making on the transition to locally led development in the country.
Objectives

Undertake a consultation with external stakeholders, partners, and network members to assess the context, priorities, capacities, and appetites of local actors for locally leddevelopment and inclusion and advancement of the ageing agenda in country.
Review and analyse the assessment information collected by the team and other relevant supporting documents.
Support the team in identifying the best-suited locally led development option for Kenya.

Scope

The consultation will engage HelpAge staff, partners, network members, government agencies, donors, and local civil society to explore their views on locally led development and the role of HelpAge in supporting this.
The consultant will clarify in the consultancy report the legal frameworks and the implications of status change on institutional arrangements and human resources.
The consultant will review the assessment information collected by the team and other relevant supporting documents and provide additional analysis in light of findings from consultations with external stakeholders.
The consultant will facilitate the identification of and discussions on potential options for locally led development with HelpAge team, and their assessment against HelpAge’s criteria.
The consultant will support the team to identify and analyse the external and internal risks of locally led development and identify key milestones for the transition.
Methodology and process to be agreed with the consultant. FGDs and key informant interviews with external stakeholders and HelpAge selected staff including members of the Global team, and desk review.

Deliverables

A consultation report, as per the agreed outline/template, providing a summary of information collected through consultations as well as triangulation and analysis of all information received.
A presentation of the most viable options for the country, based on the external consultations and discussions with HelpAge teams, including justifications and evidence aand an initial assessment against HelpAge’s criteria for the locally led development.
Facilitation of a country level workshop and production of a workshop report.
Draft of the Recommendation using the outline shared by HAIK.
A final consultancy report documenting the whole process.

Qualifications and Experience Required

We are looking for a change manager that meets the following requirements:
PhD – Psychology, master’s degree in business administration (Project Management),  Administration and Management, development studies, international relations, social sciences, Statistics, or related field.
Minimum of 10 years’ relevant professional experience in the development or  humanitarian sectors, in Project and programme management, organizational development, strategic management, organizational development, and research.
Strong background and experience in change management and organizational transformation processes.
Strong background in teaching and learning for the 21st Century. 
Technical expertise in conducting surveys with a range of methodologies and providing a qualitative analysis. Ability to draw strong and valid conclusions.
Understanding of regulations governing NGO sector in Kenya, donor trends and key regulations governing international and local organizations in Kenya.
Fluent in English and Swahili.
Excellent facilitation, communication and report writing skills.
Consultant based in Kenya or the region, with a strong understanding of the Kenyan context.
Engaging with organisations working with and for older people, and awareness of life course approach aging issues in Kenya will be an advantage.

Scope

Thorough desk review of the national... policy framework on gender and ageing in Kenya with due reference to global and regional gender and rights frameworks.
Review and mapping of existing actors and processes on and relevant to gender and ageing in Kenya within the context of the African Union.
Analysis of the opportunities for embedding ageing in the gender and human rights agenda in Kenya including the human rights frameworks, policies, and guidelines.

Specific tasks and deliverables

Brief scoping report, according to an agreed outline/template, providing a summary of information collected through desk review and consultations (key informant interviews), as well as triangulation and analysis of all information received.
PowerPoint presentation during the validation stage with a clear analysis of the issues, actors, targets, gaps, opportunities, and draft recommendations for HelpAge’s engagement in gender and ageing advocacy in Kenya.
A national gender and ageing strategy, according to an agreed outline/template, with a clear analysis of issues, policies, actors, targets, opportunities and tactics. The strategy will include recommendations, with suggested influencing pathways and MEAL plan for HelpAge International’s engagement in gender and ageing advocacy in Kenya that is responsive to our 2030 Strategy, and the Gender and Ageing Advocacy Framework.

Approach and methodology
The scoping will include a desk review and key informant interviews with external stakeholders, and HelpAge selected staff across the team. Detailed methodology will be discussed and agreed with the selected consultant. Consultation shall be with HelpAge staff and network members in Kenya with the details agreed with the consultant at the inception meeting.
Qualifications/requirements of consultant

A postgraduate qualification (Masters or above) in Law, Humanities and Social Sciences, International Relations, or related fields
Minimum of 7 years’ relevant professional experience in social sciences, human rights, women’s rights and gender, and/or research
Broad based knowledge of policy advocacy methods and tactics at the regional, subregional, or national level
Demonstrable experience, preferably gender advocacy experience, in engagement with the African Union, its mechanisms and its constituent institutions will be an added advantage
Demonstrable experience, technical skills, and expertise in rights and/or policy analysis and/or advocacy at the regional, subregional, or national level
Knowledge of the African Union human rights treaty monitoring and policy landscape
Knowledge of the issues, rights and policy frameworks on gender, human rights, and/or gender in Kenya
Knowledge and experience on working on ageing and issues of older persons will be an added advantage
Excellent skills in research and analysis
Strong communication skills

Purpose
The main objective of the audit is to provide assurance on whether the funds utilized to the project activities have been used for their intended purposes.
Scope of the Audit
The audit should cover accounting and financial documents of HelpAge International in Kenya and Mozambique in relation to the following documents:

Budget (Financial Plan).
Final narrative and financial... report.
Subcontractors’ details – when relevant.

The audit must ascertain whether:

Expenses are adequately supported by original proofs and have been properly accounted for.
Appropriate supporting documents, records and books of accounts relating to all activities have been kept. Clear linkages should exist between the books of accounts and the financial statements presented to.
Expenses have been incurred during the project period.
Expenses charged to the project have been duly authorized.
The method applied for the conversion of local currencies into Pound Sterling is consistent with standard accounting practices. The audit must include clear and verifiable information on the type of currency exchange calculations and at the time of validity of the respective exchange rate. These are to be confirmed by the verifier.
The expenses are justified for attaining the project goal (use of funds in line with the designated purpose)
Additionally, the auditor(s) shall include in their reports an opinion on compliance with procedures designed to provide reasonable assurance of detecting misstatements due to errors or fraud that are material in the financial statements.

In addition to the audit report, the auditors will prepare a Management Letter on the following:

Give comments and observations on the accounting records, procedures, systems, and controls that were examined during the course of the audit.
Communicate matters that have come to their attention during the audit which might have a significant impact on the sustainability of the organization.
Bring to the Country Director and country Senior Management team’s attention any other matters that the auditors consider pertinent.
Irregularities or fraud identified (e.g. private use of Age International funds, forged documentation such as reports or invoices)
Aspects relating to a lack of collaboration on the part of the Member Organisation
Problems relevant to the financial monitoring of projects
