The Mercy Corps Finance Department is responsible for all financial functions in Nairobi, Lodwar, Maralal, Wajir, Isiolo, Marsabit, and Garissa Offices, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance.  The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal... policies and procedures.  In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.


The Position


Working in the Finance Department under the direction and support of the Senior Finance Officer - Nairobi - and will assist in the processing and recording of payment transactions in the accounting system, proper filing and archiving. 


Essential Responsibilities

Financial management


Prepare cash payment vouchers and ensure that all cash transactions are fully and properly documented in relation to batch assigned in the Finance System.
Perform daily cash count with the Finance Officer, Snr Finance Officer or other person assigned.
Record payment vouchers daily in the cash sub-journal for the batch assigned.
Maintain the uncleared cash advance file and prepare past due advance report for the Finance officer or Snr Finance Officer on monthly basis.
Support Finance officer/Snr Finance Officer to record payment vouchers daily in the bank and cash sub journal assigned.
Responsible for gathering transaction documents required for donor reporting.
Assist with audit related requirements (timely documents retrieval, filing after audit completion, proving additional assistance as necessary)
Assist with scanning, copying, printing, and uploading of financial documents on relevant folders including monthly payments and vouchers for posting by the main office.
Any other duty may be assigned.


Filing & Archiving


Responsible for filing all cash and bank vouchers and maintaining voucher filing system such that files are updated, complete and safeguarded. Ensure all finance documents are properly labelled, filed and stored in a clear and easily accessible manner following Field Finance Manual
Assist with Sub-grant management and organizing sub-grant files.


Tax



Support Finance Officer/Snr Finance Officer with processing of withholding VAT and withholding tax as per KRA regulations including scanning copies to the main office on weekly basis.

Essential Job Responsibilities 

SUB-AWARDS MANAGEMENT (40%) 


Conduct sub grants pre-award assessments and recommends substantial involvements and compliance requirements and modifications to the sub grant agreement and/or monitoring plan to lessen financial and compliance risks.  
Follow up, collect and review sub-grantees financial reports and fund requests, keep up-to-date records and report all sub-grantees financial status. Review sub grantees financial reports for correctness, completeness, timeliness and compliance. 
Perform sub grantee monitoring visit for financial and programmatic deliverables review or audit and report findings with recommendation to the supervisor communicate agreed upon findings to the sub grantees and follow up its implementation. 
Handle sub grants close-outs ensuring that all requirements of the sub grant agreement have been met and that sub grant funds have been properly settled. 
Follow up all grant compliance issues and document all required information. 
Closely monitor sub grants to ensure that sub grantees are not overspent.  
Create sub award card in navigator and update all milestones and expenditure in navigator. 
Maintain sub grantees tracker and update monthly. Share the updated tracker and list. 
Review contracts and maintain/assist in maintaining and updating the contracts tracker. Distribute monthly tracker for projection and related use. 
Review and track all sub grants and grants/budget purchases and contracts and other commitments.  Update the contracts and communicate monthly.  
Maintain sub-grant files and ensure they are well labeled, fully updated with all contracts, submitted reports, governing clauses and all other relevant documents. 
Participate in procurement or contracts biding and other procurement processes whenever required.

FINANCIAL MANAGEMENT (30%) 


Provide financial reviews of purchase requests, purchase orders, and payment requests and tracking for CCS Secretariat payments. 
Provide financial review for financial services provider, consultants and contractual agreements. 
Support budget development for new funding opportunities; including creation of templates, guidance for partners to complete their budgets, review and compilation of multiple partner budgets in alignment with CCS and donor requirements 
Ensure effective, transparent use of financial resources in compliance with Mercy Corps and donor policies and procedures. 
Provide advice, training, and consultation on compliance with MC policies and procedures as well as donor compliance requirements to finance and non-finance team members. 


GRANTS MANAGEMENT (30%) 


Support effective communication and engagement with CCS partners, ensuring clarity of timelines, deliverables, and donor requirements throughout the proposal and reporting cycles. 
Lead coordination of partner inputs during proposal development, including review of narrative contributions, activity plans, and partner budgets to ensure alignment with program design and donor guidelines. 
Maintain and regularly update the CCS grants and reporting tracker, including key deadlines, submission statuses, and follow-up actions across proposals and donor reports. 
Support documentation, archiving, and knowledge management of grant-related materials, including proposals, reports, correspondence, and donor approvals. 
Monitor donor reporting requirements and engage with partners to ensure timely submission of quality narrative reports. 
Review partner narrative reports and check for alignment with financial reports to ensure consistency and accuracy of reporting. 
Lead on initial consolidation of partner inputs into comprehensive and compliant CCS donor reports. 
Support response to donor information requests in collaboration with partners and Secretariat colleagues; support development of success stories, briefs, and other donor-facing communication products. 
Collaborate with CCS Secretariat teams (Finance, MEAL, Policy, Research & Advocacy) and partner focal points to ensure coherent and timely contributions across grant documents.

Essential Job Responsibilities 

DATA and GIS ADVISOR 


Support the design, management and implementation of all monitoring and results measurement data and GIS system components of program in the RLP portfolio. 
Support consortium partners to coordinate spatial and non-spatial information against program implementation and results measurement. 
In this role, the advisor will be responsible for gathering data from multiple sources, such as relational databases, surveys, satellite imagery, and ensuring its accuracy and reliability. RLP will then use GIS software and tools to process and analyze the data, creating maps, visualizations, and reports that provide valuable insights and support informed decision-making and program adaptation. 
In conjunction with the MRM Manager, he/she will plan, coordinate, and supervise all assessments and evaluations data for the program he/she is responsible for. This will entail development of Scopes of Work, development of survey tools, training and management of data collectors, report writing and facilitating results discussion (or recruit and supervise evaluation consultants where necessary). 
A key aspect of the Data and GIS Advisor role is the ability to understand and utilize non-spatial and geospatial data. This involves working with geographic coordinates, spatial relationships, and map projections to accurately represent and analyze data within a geographic context of Somalia, Kenya and Ethiopia. By leveraging this spatial and non-spatial data, advisor can identify patterns, trends, and correlations that are crucial for making informed decisions in various RLP corridors, including rangeland and water resources management, early warning information, conflict management, animal health services, feed and fodder market, milk/meat trade, cross-border live animal trade, access to finance, business development services and policy implementation. 
In addition to data analysis, the Data and GIS Advisor will often collaborate with partners, such as MEL officers, country program managers, trade corridor coordinators, PSE and women economic empowerment advisors, rangeland management officers, community engagement officers etc., to understand their specific data needs and provide them with relevant information and visualizations. Effective presentation and communication skills are essential for translating complex technical concepts into understandable and actionable insights. 
Furthermore, the role requires proficiency in Database Management, GIS software, data collection and analysis tools, such as Commcare, PowerBI, Microsoft Azure, Microsoft Fabric, ArcGIS, QGIS, or other specialized software packages. Familiarity with programming languages like Python and R can also be advantageous for automating data processing tasks and conducting advanced spatial analysis. 
Overall, the Data and GIS Advisor role requires proficiency in Power BI, Microsoft Azure, Microsoft Fabric for data visualization, data extraction and manipulation, data modeling techniques, collaboration and communication skills, and a mindset for improving data engineering, infrastructure and processes. By leveraging these skills, she/he will play a crucial role in transforming complex data into meaningful insights that drive informed decision-making within the organization. 


DATA MANAGEMENT AND REPORTING 


Provide technical support in the different corridors to staff/enumerators for routine data collection, cleaning, management, GIS, livestock market actors tracking system, and capturing lessons learned for data-driven decision making.  
Support the process of leading and adopting relevant technologies for regular livestock actors’ and routine monitoring data collection, management and improving the efficiency of the program monitoring and results measurement function. This will include supporting rollout of RLP Mobile Data Collection Commcare, PowerBI use case, Azure storage, GIS/GPS data collection for Mapping, provide evidence for donor Results and Data Management (RDM) system, Tola Data, SharePoint, and managing MC’s internal database management platforms. 
Serve as technical support for RLP team for data management systems and real-time data flow, utilizing appropriate platforms. This includes learning and using data management, storage, interpretation and reporting platforms. 
Work closely with the program partners to define and execute a robust database strategy and ensure that MRM and GIS data is available to feed into a greater program learning at regional level. 
Writing and executing Azure/Fabric queries: Strong Azure skills are essential for extracting, manipulating, and analyzing data from various data sources. She/he will be expected to write efficient Azure queries to retrieve relevant data and perform data manipulation tasks required for analysis. 
Building Data Models: Data modeling is a key aspect of the role. She/he will be involved in creating data models using different techniques, such as star schema or snowflake schema, to organize and structure data for efficient analysis. This includes defining relationships, hierarchies, and measures to support decision-making processes. 
Assist program teams in setting up appropriate summary statistics, success stories, best practices, and review and reflection sessions and link them to tracking program dashboards.  
Understand, maintain, and support the MRM information and data management system that improves MC’s ability to implement quality programs through better data collection, management, analysis, and presentation of data, and represent impact to donor, government bodies, peer organizations and communities using standard tools.

General Position Summary  

In an effort to enhance coordination and visibility of NGO work on the ground as well as data gaps, response gaps and access impediments, information management capacity that can support data collection, tracking and visualization is a key part of the INGO forum’s work.  Visa tracking, BAI tracking, coordination with OCHA on inter-cluster information and 3-5Ws has... been inconsistent at best, and NGO response across the country is largely under-reported and underrepresented in outward facing products.   

The information management officer will have specific responsibilities for collecting data, in close coordination with access and advocacy colleagues, and transforming it into easily digestible visual products that can be regularly shared, as well as for managing internal databases and ensuring regular contribution to inter-agency data collection initiatives.

General Position Summary  

The Advocacy Officer position has been newly created in order to strengthen coordination across work-streams and enhance the quality of support provided to Members as well as the quality of representation provided in inter-agency platforms in view of ultimately strengthening the humanitarian response in Sudan.   This position will focus on supporting humanitarian... advocacy and policy influencing at country, regional and global levels, as well as analyzing, facilitating and coordinating humanitarian access negotiations, products and initiatives.  

The Advocacy Officer will have specific responsibilities for convening and facilitating meetings and events related to policy, advocacy and communications. S/he will be responsible for ensuring adherence to information sharing protocols and will lead consolidation of Member inputs into collective products.

The Interim Research & Insights Director will lead the research and insight generation strategy and its implementation at the Jobtech Alliance for the remainder of Phase 1 of the program (to the end of 2025). With Phase 2 funding anticipated to be secured in the second half of 2025, we will conduct a recruitment for a full-time role starting in 2026 thereafter. Oversee the analysis, synthesis, and production of knowledge products as a primary author for various forms of audiences and channels, including long-form reports, blogs, and other communication mediums for knowledge products. Our content will primarily be in the form of 5-10 page learning reports, and 1-2 page blogs, with a few longer-form research products.

General Position Summary

The Program Officer will be responsible for technical oversight and management of Promoting Resilience Inclusivity and Meaningful Engagement Program. PRIME utilizes three key dimensions: Life Skills: Adolescent girls, boys and young women attend safe spaces to strengthen their understanding of critical life skills, literacy/numeracy, Agri-Nutrition, safe motherhood, environmental awareness, sexual and reproductive health, financial literacy, savings, and transferable business skills. Livelihood Skills and Transitional Pathways: Utilizing the skills and relationships built in the safe spaces, the program works with the participants to identify transitional pathways, such as 1) support to remain in school, 2) support to re-enroll in school and/or attend vocational/technical training, or 3) support to start a business/engage in income-generating activities. These transitional pathways provide opportunities for girls and boys to grow educationally and economically, providing a framework for later contribution to improved health outcomes for themselves and their families. Community Engagement and Enabling Environment: Working with stakeholders to facilitate behavior change regarding the role and importance of girls and boys within society while also ensuring that the resources and services available in these communities are appropriate, accessible, and relevant to adolescents.

 The Program Officer will define implementation strategies in coordination with the Program manager, Local Implementing Partners and the entire leadership team. General Position Summary

The Livelihoods and Food Security officer (LFSO) will be a member of the USAID Nawiri Resilient Livelihoods Team and directly responsible for implementing nutrition-sensitive resilient livelihood interventions at sub-county (all wards) level. These include Climate Smart Agriculture (irrigated crop and livestock) production, market systems linkages, private sector and financial inclusion support, enabling market systems to last mile communities to support ultra-poor, strengthening diversified efforts for improved Household Economies. The officer works alongside other officers in layering interventions for collective impact at household and community level. Specifically, The officer will be supporting livestock and small-scale irrigated crop and fodder production for diversified household access to nutrient-dense foods, private sector engagement, households economic strengthening that aims at increasing sustained access to incomes (financial inclusion), Climate smart agriculture approaches and improved ecological practices that support Natural resources management. General Position Summary

The Monitoring and Evaluation (M&E) Assistant will work as part of the county M&E team responsible for program quality assurance, accountability, documentation and learning. They will be involved in day-to-day implementation of the M & E system sub-county level including data collection, collation, entry, analysis and use for decision-making. The Monitoring and Evaluation Assistant will conduct quality assurance activities of field-based data collection mechanisms, program implementation and community accountability process. In addition, they will supervise enumerators during annual household surveys, Post Distribution Monitoring and Qualitative Inquiry Assessments at county level. The assistant will support M&E systems strengthening at sub-county level including, training and mentoring Community Health Workers (CHV), Ward Development Committees (WDC) and other field-based data processes to produce reliable/quality data and support platforms for data use platforms for decision-making at sub-county and ward level.

The Monitoring Evaluation and Learning (MEL) Coordinator is a key position for program quality assurance, accountability, documentation and learning. The position holder will support the NAWIRI team in planning and execution of monitoring and evaluation activities at the county level while ensuring quality in accordance with accepted standards, providing essential feedback for learning, accountability and decision making.
