Grants Management and Compliance
Ensure the programme team in South Kordofan and Blue Nile States, Sudan are fully aware of, and comply with, all donor grants and reporting requirements and timelines and compliance with internal Trócaire standards and procedures.
Work with the Country Director (CD) and Institutional Funding Unit in Ireland in the management of existing... grants through the internal systems.

Report Writing and Proposal Development
Reviewing and editing of institutional funding reports to the highest quality before submission to donors in close coordination with the Programme Manager, programme team, Finance Staff, and Partners.
Support the Country Director and the programmes team to identify institutional funding opportunities in line with donor and Trócaire priorities.
Support the development of institutional funding applications (expression of interests, concept notes and full proposals) in close coordination with donors, programmes team, HQ programme and IF teams, and partners.
Support in the management of the country donor reporting schedule ensuring timely and accurate reporting. This will include editing reports and ensuring they are submitted in the correct formats and quality standards.
Programme Support:

In Zimbabwe, Trócaire has been working with partners since the late 1970s and opened a country office in Harare in 2010. In Zimbabwe, Trócaire supports long-term development work on Sustainable Livelihoods and Resilience Building, Civil Society Strengthening, Sexual and Gender-based violence, as well as Humanitarian Response during emergencies. Trócaire works with 25 local partners across the country and actively supports localised development and humanitarian aid. Core to Trócaire’s partnership approach in Zimbabwe is the support of local civil society organisations to strengthen their institutional, financial, technical, and managerial capacities.
The Country Director (CD) position provides an opportunity for an experienced, dynamic and innovative individual to lead a country team of 30 dedicated and motivated staff in responding to complex development and humanitarian challenges in partnership with local actors. The CD will provide overall management and strategy support to the country programme ensuring that systems and processes are in place, that new ideas are fostered and that Trócaire continues to deliver an exciting and impactful programme with partners in Zimbabwe.
Reporting to the Head of Portfolio Human Rights (based in Ireland), this is a fixed term contract of 3 years and is based in Harare, Zimbabwe. The incumbent will manage a team of professionals including but not limited to the Programme Manager (PM), the Finance and Administration Manager (FAM), the Business Development and Grants Manager (BDGM), and the Human Rights Project Manager (HRPM), who along with the CD make up the Country Management Team (CMT).

Key responsibilities

Strategic Leadership
·        Provide strategic vision and direction for the country programme.
·        Create and maintain a shared vision among staff of Trócaire’s country and organisational objectives and their role in achieving these.
·        Develop and implement the Trócaire’s Zimbabwe Country Strategic Plan and review it annually against key country and organisational level objectives, indicators and targets with annual reports on programme, non-programme and financial management to the organisation, donors and other stakeholders.
·        Model the behaviours and values expected of Trócaire staff and expressed in our Strategic Framework.
·        Input into organisational strategy through strategic planning and monitoring processes.
·        Lead on the localisation of aid discussions in consultation with partners and other stakeholders.

Programme Development & Management (in collaboration with the Programme Manager)
·        Provide leadership and direction in the strategic development and implementation of programmes at country level, in line with Trócaire’s country and strategic objectives, strategies and policies.
·        Ensure that organisational approaches to partnership, gender equality, vulnerability and targeting, accountability and protection are effectively incorporated across development / humanitarian programmes.
·        Ensure that effective results-based monitoring and evaluation systems are implemented in line with Trócaire policies, systems and guidelines.
·        Lead on ensuring that Trócaire Zimbabwe regularly reviews, adapts and rolls out an Emergency Preparedness Plan and that partners retain humanitarian response capacity.
·        Ensure that programme learning is captured and feeds into programme development and sharing across programmes, countries and globally.
·        Ensure that internal and external reporting is carried out in a timely manner, to a high standard and in line with agreed objectives and targets (including annual Programme Reviews and Results Monitoring Frameworks).
·        Ensure the Zimbabwe team fully engages with and complies with Trócaire’s cloud-based Salesforce/Box software as the organisational platform for partner, project and grant management.
·        Promote a culture of innovation, experimentation and learning to achieve strategic objectives.

Business Development & Institutional Funding (in cooperation with the Regional Business and Development Manager)
·        Lead and oversee the business development process and the adaptation of the Zimbabwe’s Donor Engagement & Institutional Funding Strategy to ensure the Zimbabwe programme is sustained, grows, and is innovative and sufficiently funded.
·        Lead on ensuring Trócaire visibility, representation and networking and engagement with donors.
·        Ensure optimal cost recovery, based on sound systems for budgeting, monitoring and compliance reporting.
·        Network actively and play a lead role in management level dialogue with donors and other INGOs on accessing and managing institutional funding.
·        Ensure all donor grants are effectively managed and reported on to a high quality and in a timely manner.

Human Resource Management (in collaboration with the People and Culture Business Partner)
·        Ensure that Trócaire attracts and retains high calibre staff by providing: a sense of clear purpose to all staff, development opportunities and competitive packages, in line with Trócaire policy and in coordination with Trócaire’s People and Culture Business Partner.
·        Ensure effective adherence to and implementation of Human Resource (HR) policies and procedures at country level, in line with Trócaire’s HR Policies, Procedures and Guidelines in coordination with HR and with all local labour laws.
·        Ensure consistent implementation of strong performance management systems throughout the country team, in line with organisational policy.

Safeguarding Programme Participants, Feedback & Complaints Management (in collaboration with the Head of Safeguarding)
·        Ensure that Trócaire’s commitment to Safeguarding programme participants is delivered through policies and practices that support the prevention of abuse and exploitation and create opportunities to raise and respond to concerns as outlined in Trócaire policies.
·        Oversee the application of Trócaire’s Country Office and Programme Feedback and Complaints Mechanisms and directly manage sensitive complaints (e.g. those relating to potential abuse or exploitation).
·        Support Focal persons in communicating Trócaire’s commitment on Safeguarding and Feedback and Complaints Mechanisms to partner organisations as included in Trócaire’s grant agreements, supporting capacity strengthening of partner organisation on minimum standards.

Financial and Admin. Management (in collaboration with the Finance & Admin. Manager)
·        Take responsibility for overall financial management in the country and ensure that there is optimal use of financial resources, managed in a transparent and accountable manner in line with Trócaire’s systems and procedures.
·        Support the FAM to ensure that budgets are prepared, reviewed and monitored regularly and that resources are strategically allocated as appropriate based on need or programme quality.
·        Ensure effective financial management systems, processes and controls are in place and are fully compliant with Trócaire’s operating standards and the relevant legal requirements in-country.
·        Take responsibility for ensuring all staff are familiar with and comply with institutional policies, processes and systems, e.g. Management of Information Systems, use of IT systems, etc.

Audit and Corporate Governance Compliance (in collaboration with the Global/Regional Internal Auditor)
·        Ensure that all host government requirements in relation to registration, taxation, labour law, auditing, fraud, etc., are complied with.
·        Maintain a country risk register, identifying and mitigating risks to operations, reputation and financial stability.
·        Ensure that internal and external audits are fulfilled in a timely and efficient manner, in line with Trócaire’s policy and back donor and host government requirements.
·        Ensure follow-up on recommendations arising out of audits of Trócaire’s operations and take appropriate actions where necessary.
·        Ensure full compliance with Trócaire’s fraud policy and related back donor or host government requirements;
·        Maintain direct links with the HQ and regional-based Internal Auditor, in coordination with the FAM.

Security Management (in collaboration with the Global Security Advisor)
·        Develop, manage and review the Zimbabwe office security plans, procedures and contingency plans and ensure that the Zimbabwe country team adheres to all Trócaire security policies.
·        Take responsibility for the management of security at a country level for the Zimbabwe programme staff.

Representation, Communications and Advocacy
·        Represent Trócaire with the host government, national NGO and INGO networks, the Catholic Church and its agencies, donors and other key strategic stakeholders.
·        Increase awareness of Trócaire’s work with Trócaire’s supporters and key stakeholders in Ireland, through the provision of communications material, facilitating internal and external visitors and carrying out media interviews upon request by the Communications Unit in Ireland.
·        Lead the country team in contributing to the development and implementation of core communications, fundraising, development education, and advocacy initiatives at global level.
·        Contribute to Trocaire forums and working groups, representing Trocaire Zimbabwe and contributing to organisational and portfolio agendas.

Qualifications
·        Third level qualification in Development or related field of study.
·        Post-graduate qualification in a relevant area, or significant experience beyond that outlined below.
Experience
·        A minimum of 5-8 years’ experience in the management of development & humanitarian programmes of substantial scale.
·        A minimum of 3 years’ experience in running a country office (admin, finance, HR management, security management, etc.).
·        In-depth understanding of programming in a partnership model, based on at least three years’ experience working in a partnership based (I) NGO.

Design and support implementation of MEAL System for the country programme:


Facilitate the development and implementation of the country programme MEAL system
Under the supervision of the Programme Manager, ensure that the projects have solid MEAL plans, Indicator Performance Tracking Tables, and log frames
Support the development of tools and guidelines for data collection, collation and reporting to facilitate timely and accurate collection of indicator data and tracking of beneficiary reach
Ensure that the guidance and data collection and analysis tools for all project indicators are designed and used in accordance with good practices and international standards (SPHERE, GBV, CHS)
Support project leads (Program Coordinators) and partner MEAL officers in updating the indicator tracking tables and provide necessary MEAL guidance regarding project performance
In collaboration with Program Coordinators, conduct field visits to monitor program activities / interventions against Quality Benchmarks/ Quality Checklists through qualitative and quantitative methods, and thereafter produce and share reports with Programme Manager and the program team
Provide technical support to the Programme Team on measuring reach including the annual collection and reporting of reach and use of MEAL information to inform and adapt program implementation
Support program staff to strengthen joint planning and monitoring with partners
Work with the Program Coordinators and partner staff in conducting data quality assessments to ensure that collected data is validated, is accurate and consistent while providing feedback as necessary to program teams

Technical Support and Partners Capacity Strengthening:


support partner's MEAL capacity assessments and action plans to include generation of training materials and resources where needed but also utilizing the resources available in global office

Trocaire utilises a results-based management (RBM) approach. The role will include assisting partners to develop relevant project documents that take RBM into account and assist partners to implement RBM approaches in their programming, ensuring that their monitoring tools and reports capture changes happening in the lives of the beneficiaries
support to partners on digital data collection and analysis
Support Programme team in conducting timely monitoring and learning activities, including quality assurance of the design and use of data collection, and analysis tools that contribute to quality reporting, increased accountability, visibility of programme impact and continual programme improvement

Supervise external consultants engaged by Trocaire during data collection in the project locations


Accountability to Affected People:


Support partners to operationalise community accountability in MEL mechanisms and forums where community are holding Trocaire to account on programme implementation as guided by the Field Coordinator
Support the establishment, implementation and monitoring of Trocaire Complaints and Response Mechanism in all sectors and components of the operations in the programme locations
Maintain a complaints database and manage the complaints feedback and referral system in close collaboration with the Focal Person(s)/sector heads and management
Periodically assess capacity gaps in implementing effective accountability and CRM systems, and to design and facilitate appropriate training and capacity development sessions for staff
Assess beneficiary accountability mechanisms in place and lead strengthening of such mechanisms including through appropriately structured dissemination of M&E findings in the field


Documenting Learning and Knowledge sharing:


Ensure learning properly accompanies project activities throughout the project cycle

Qualification

Relevant third level qualification.
Relevant humanitarian/development training.
Post-graduate qualification in Social Work, Public Health, Psychology, International Development, Humanitarian Action, Gender Studies or other relevant field of study preferred.

Experience

Hub Financial and Compliance Duties

Regularly review and manage effective financial controls, policies and procedures, which comply with Trócaire organisational policies and procedures and widely accepted accounting standards.
Ensure timely and accurate preparation of financial and donor reports.
Closely monitor all Hub financial activities and keep the... GD, FAM and HQ Finance advised of issues that may impact internal controls or financial management.

Key Duties & Responsibilities



Finance Duties:

Process the daily financial needs for the Trócaire Global Support Office.
Work closely with all GSO teams on financial planning to ensure the funds are always available for implementation of activities.
Prepare weekly, monthly and quarterly GSO financial reports and ensuring that expenditure is incurred within the budget limits and... following financial procedures.
Assist the FAM and Programme Accountants in the preparation of financial reports as needed.
Prepare monthly reconciliation statements (bank and petty cash) and notify the FAM when any balance on the bank accounts is running low.
Prepare and submit for approval the cash request from Head office with inputs from the Somalia, Sudan, Hub and GSO teams.
Ensure that transactions are fully supported and approved before payment.
Regularly review all supporting documentation to ensure validity and follow up on any issues identified.
Oversee a highly organized and well managed filing system of all finance documents to ensure good audit trail.
Ensuring that only fully budget coded expenditures are paid and posted to the Agresso accounting system in line with the finance procedures.
Assist with the preparation of the audit schedules and support internal and external audit processes.
Maintain current knowledge of Kenya government requirements related to financial matters and ensure all taxes due are paid to the relevant government authorities within the set deadlines.
Liaise with the FAM and GSO Office Manager and regularly update an accurate fixed assets register.
Ensure timely payments and funds transfer to suppliers and staff.
Keep fiduciary filing duty of all the contracts and agreements and monitor status on a quarterly basis; keep log of all payments done/due for all the contractual obligations.
Work with the GSO Office Manager in preparing the admin expenditure budget and ensuring that expenditure is incurred within budget limits and following financial procedures.
Support with annual and project budget preparation for GSO.
Conduct data entry of financial data on the Agresso accounting system on a daily basis with correct budget and cost centres.
Prepare monthly financial checklist; ensure they are reviewed and sign off by 15th of the month.
Ensure partners transfers are transferred on time and partner grant confirmation receipts are received and filed.
Support on the preparation of the annual and quarterly budget packs; ensure they are reviewed and submitted to HQ on time.
Liaise with the GSO Office Manager on missionary grants transfers and reports.
Prepare monthly batch journal uploads for recurring expenditure including salary costs, taxi and other costs.
Ensure shared cost budget and sharing matrix are up to date and costs shared with the agreed cost share matrix.
Assist the FAM on monthly intercompany accounts reconciliations.
Facilitate bank transactions and act as the GSO bank agent.
Ensure a well-managed petty cash system.
Ensure smooth communication with the Sudan and Hub Programme Accountants, in relation to proper budget codes and programme visits, among other activities.
